📜 PWD Guide 2026: Apparent vs Non-Apparent Disabilities Simplified
Sa ilalim ng NCDA Administrative Order No. 001, s. 2021 ng National Council on Disability Affairs, may dalawang classification ng disability sa Pilipinas: apparent at non-apparent.
Basically: may halata agad… at may hindi halata pero legit 😊
👁️ Apparent Disability
(mga nakikitang kapansanan)
Ito yung mga kondisyon na kitang-kita na agad sa panlabas na anyo o kilos.
📌 Halimbawa:
• Totally Blind 👁️
• Missing limbs 🦾
• Mobility impairment (pilay, hirap maglakad, etc.) 🚶♂️
Walang misteryo dito—visible agad.
🧠 Non-Apparent Disability
(mga hindi nakikitang kapansanan / invisible disabilities)
Ito naman yung mukhang okay sa labas, pero may pinagdadaanan sa loob.
📌 Kadalasan kailangan ng medical certificate kasi hindi siya halata sa tingin lang 😊

• Intellectual Disability
• Learning Disability (ADHD, Autism Spectrum Disorder, Dyslexia) 📚

Hindi lahat ng disability halata—pero lahat valid.
Kaya yung “mukhang okay naman siya” comment… careful tayo dyan 😅 hindi natin alam yung pinagdadaanan ng tao.
Pareho silang PWD—same rights, same benefits:

✔️ Priority lanes
✔️ Priority seating
✔️ Other privileges
basta valid PWD ID.
Bottom line: hindi tayo judge, hindi rin tayo psychic 👀
