A 2018 MIT study found that false information on platforms like Twitter (now X) spreads six times faster than accurate news, reaching 1,500 people far more quickly. In the Philippines, this was evident during the 2024 Caraga region disasters, where misinformation complicated response efforts and heightened public uncertainty.
Recent events highlight the stakes. The September 30, 2025, magnitude 6.9 earthquake in Cebu resulted in at least 74 fatalities and displaced thousands, challenging hospitals and local government units (LGUs) to coordinate under pressure. Similarly, Super Typhoon Ragasa hit northern Philippines in early October 2025, part of three major disasters within eight days, including two tropical cyclones, impacting communities nationwide. On October 10, 2025, a magnitude 7.4 earthquake off the southern coast claimed at least seven lives and triggered tsunami warnings, underscoring the need for coordinated communication.
Effective crisis communication is critical for managing these challenges and ensuring public safety. Research shows that clear communication during emergencies reduces risks, supports protective actions, and mitigates negative mental health impacts. It builds trust and speeds up decision-making, potentially saving resources and lives. Under Republic Act 10121, the Philippine Disaster Risk Reduction and Management Act of 2010, effective communication is a mandated responsibility, requiring policies for public awareness, information dissemination, and coordinated strategies to support community resilience.910
