Ako si Datu Tongig Mansumuy-at, usa ka Ata Manobo gikan sa Talaingod. Isip usa ka lider sa among komunidad ug usa sa mga Lumad nga personal nga nasinati ang kalisud sa among tribu, gusto nako ipaambit ang akong baruganan kabahin sa pahayag sa Sabokahan Unity of Lumad Women ug sa Karapatan Southern Mindanao Region batok sa mga programa nga gipatuman sa among komunidad ug sa presensya sa gobyerno ug kasundalohan.

Una sa tanan, gusto nako ipaklaro nga ang kahimtang sa Lumad dili angay gamiton sa bisan kinsa isip instrumento alang sa ilang kaugalingong interes o adyenda. Ang among mga problema isip Lumad, ang pangandoy sa edukasyon, panglawas, panginabuhian, pagpanalipod sa among yutang kabilin, ug kalamboan sa among mga komunidad, dili angay gamiton aron labaw palawmon ang panagbangi ug ipalayo kami sa kalinaw.

Isip lider sa Lumad nga naglihok kaniadto alang sa Partido Komunista sa Pilipinas (CPP), saksi ako sa kamatuoran nga ang among kasinatian, kalisdanan, ug kasaysayan kanunay gigamit alang sa mga kampanya ug propaganda. Ug hangtud karon, nagpadayon kini. Daghang higayon nga ang among mga komunidad gihulagway nga daw walay kaugalingong abilidad nga maghuna-huna, magpili, ug maghimo og desisyon alang sa among kaugalingon. Murag ang among tingog kinahanglan pa nga mogikan sa ubang tawo o organisasyon aron paminawon.

Wala namo gilimod nga aduna gihapoy mga hagit nga giatubang ang among mga komunidad. Sa dugay nga panahon, napasagdan ang katungod sa mga Lumad sa edukasyon ug uban pang batakang serbisyo. Apan kining maong kakulangon gipahimuslan sa CPP ug sa New People’s Army ug sa mga kaubang organisasyon nila sa ligal aron impluwensyahan ang among kabatan-onan. Gigamit nila ang tinuod nga mga kalisdanan sa among komunidad aron imatuto nga ang armadong pakigbisog lamang ang paagi aron masulbad ang among mga problema.

Samtang ilang gitudloan kami nga makigbisog alang sa among katungod isip mga Lumad, ilang gipugos usab kanamo ang panglantaw nga ang gobyerno usa ka hingpit nga kaaway. Ang among identidad ug mga isyu gigamit aron makakuha og suporta, rekurso, ug mga bag-ong miyembro alang sa armadong pakigbisog. Imbes nga tudloan ang among kabatan-onan nga mangita og mga solusyon pinaagi sa kalinaw ug demokratikong pamaagi, gihimo hinuong normal ang pagtuo nga ang gubat mao lamang ang tubag sa kalisdanan.

Hangtud karon among giabaga ang sakit nga kamatuoran sa pagkalas sa kinabuhi sa among mga igsoon, mga ginikanan ug mga anak tungod sa gubat. Daghan sa among mga kabatan-onan ang nawad-an og oportunidad tungod sa usa ka pakigbisog nga nagsaad og kausaban apan nagdala usab og kasakit ug pagkawala. Dili na namo gusto nga mausab pa kini sa sunod nga henerasyon.

Ang tinuod nga sakit ug makainsulto mao ang kamatuoran nga hangtod karon, dili gihapon respetuhon sa maong mga organisasyon ang among desisyon nga pilion ang kalinaw ug talikdan ang armadong pakigbisog. Wala nila dawata nga kami, isip mga Lumad nga nakaagi mismo sa maong kasinatian, adunay katungod sa paghimo sa among kaugalingong desisyon ug pagbuot sa among kaugmaon nga wala na kontrola sa CPP-NPA.

Bahin niini, among pasalamatan ang mga tawo ug institusyon nga motubag sa tinuod nga panginahanglan sa among mga komunidad pinaagi sa konkretong mga paagi. Ang mga yano nga tabang sama sa mga bangko sa eskwelahan, mga gamit sa pagtuon, ug uban pang suporta importante kaayo tungod kay nagpakita kini nga adunay mga nagpakabana sa edukasyon ug kaugmaon sa among mga anak.

Apan labaw pa sa materyal nga tabang, among pangandoy ang usa ka edukasyon nga luwas, kalidad, ug naghatag og paglaum. Edukasyon nga nagtudlo sa among mga anak nga mahimong responsable nga Lumad, dili edukasyon nga gamiton aron bahinon ang among komunidad.

Nanawagan ako sa akong mga kaubang Lumad: ayaw nato tugoti nga gamiton ang atong tingog, ngalan, kultura, ug mga kasakit isip armas sa bisan kinsa. Ang katungod sa Lumad dili iya sa usa ka organisasyon, grupo, o personalidad. Ang among katungod naggikan sa among pagka-tawo isip mga Lumadnong katawhan niining nasud.

Klaro ang panawagan sa Lumad sa Talaingod nga ang kami nanginahanglan og kalinaw, edukasyon, ug kalamboan, dili dugang nga panagbangi.

𝙆𝙖𝙡𝙞𝙣𝙖𝙬 𝙎𝙀𝙈𝙍 𝙟𝙤𝙞𝙣𝙨 𝙤𝙪𝙩𝙧𝙚𝙖𝙘𝙝 𝙛𝙤𝙧 𝙄𝙋, 𝙂𝙄𝘿𝘼 𝙘𝙤𝙢𝙢𝙪𝙣𝙞𝙩𝙞𝙚𝙨 𝙞𝙣 𝘿𝙖𝙫𝙖𝙤 𝙊𝙘𝙘𝙞𝙙𝙚𝙣𝙩𝙖𝙡

DON MARCELINO, DAVAO OCCIDENTAL—Kalinaw Southeastern Mindanao Region actively participated in the Community Outreach and Immersion Activity conducted by the Regional Interagency Committee on Indigenous People’s Health XI in Barangay South Lamidan, Don Marcelino. The activity brought essential government services closer to indigenous peoples, former rebels, and residents of geographically isolated and disadvantaged areas.

The activity was spearheaded by the Department of Health, together with the Department of the Interior and Local Government and the National Commission on Indigenous Peoples. Other government agencies also joined the multiservice mission, which served residents from Don Marcelino and nearby areas, including Mangili and Little Baguio in adjacent Malita town.

By the third day of the activity, around 3,418 individuals had already received various services, with organizers expecting the number to reach nearly 4,000 by the end of the fourth day. Services included medical check-ups, eye check-ups, dental extraction, OB-GYN consultation, X-ray, circumcision, PhilHealth registration, YAKAP enrollment, PSA services, assistance for OFW concerns, haircut services from the AFP, DSWD services for 4Ps concerns and applications, and agricultural insurance support from the Department of Agriculture.

Kalinaw SEMR President Ida Marie Montero-Lubguban said the strong participation of former rebels in the activity showed the growing role of FRs as peace and development partners in their own communities.

“This is what genuine reintegration should look like. We former rebels are not only beneficiaries of government services, we should be active participants in bringing those services closer to the people,” Montero-Lubguban said. “Our presence in South Lamidan proves that peace is strengthened when communities feel that government is present, sincere, and accessible.”

Montero-Lubguban also emphasized that outreach activities in IP and GIDA communities directly address the gaps that armed groups had long exploited.

“For many years, distance, poverty, and the lack of basic services created conditions where people felt abandoned. Activities like this help correct that. When the hospital, the agencies, and the frontline services reach the sitios and barangays, our people begin to see that peace brings real benefits,” she said.

Jinky A. Espino, Senior Health Officer and IP-GIDA Regional Program Manager, said the activity sought to bridge the gap between the health care system and vulnerable communities.

“As much as possible, we will bring the hospital here, we will bring the other agencies. One-stop shop. Walay bisan piso nga magasto ang tawo,” Espino said.

She added that many residents in isolated communities are unable to access health services due to distance and economic hardship.

“There really is health inequity. Di sila ka-avail og health services because of their distance, their socio-economic conditions. So atong iduol ang serbisyo,” Espino said.

The activity also placed strong emphasis on cultural sensitivity, with personnel undergoing orientation and training to ensure that services were delivered in a manner respectful of indigenous peoples’ culture and way of life.

For Kalinaw SEMR and its provincial affiliate Kalinaw Ug Pagpadayon Sa Bag-Ong Hiniusang Davao Occidental, the outreach was also significant because of the high participation of former rebels, many of whom personally availed of medical, PhilHealth, YAKAP, dental, optical, and other services.

One former rebel-beneficiary expressed gratitude for the assistance extended to the community.

“Dako kaayo among pasalamat sa mga serbisyo nga gihatud pinaagi sa COIA sa South Lamidan, Don Marcelino, Davao Occidental. Naka-avail kami ug libreng medical check-up, samtang ang uban nakong kauban sa council nakadawat usab ug libreng ibot ngipon ug tuli para sa ilang mga anak,” the beneficiary said.

He added that PhilHealth and YAKAP services were especially important because these were among the basic needs of many residents.

“Isip FR, nakita gyud nako ang dakong epekto niini sa komunidad tungod kay daghan ang natabangan nga wala gyud kapasidad maka-avail ug ingon ani nga serbisyo kung walay libreng outreach gikan sa gobyerno ug mga partner agencies,” he said.

Montero-Lubguban said Kalinaw SEMR will continue to support similar initiatives that combine service delivery, immersion, and community-based peacebuilding.

“Former rebels know the terrain, the communities, and the real problems on the ground. That is why their participation is important. They can help ensure that government programs reach the people who need them most, especially IP communities, former mass bases, and families in far-flung areas,” she said.

She also called for sustained outreach in more remote communities in Davao Occidental.

“We hope that more activities like this will reach other sitios and barangays, especially those where many FRs, former mass supporters, and indigenous families are still waiting for services. Every medical mission, every PhilHealth registration, every document processed, and every child helped is a step toward healing and lasting peace,” Montero-Lubguban said.

Kalinaw SEMR said the COIA in South Lamidan demonstrated how convergence among national agencies, local communities, security partners, and former rebels can help address long-standing service gaps in isolated areas and strengthen public trust in the peace process.
