Commentary by BAYAN President Renato Reyes Jr. (July 20, 2026):

SONA 2026 — Matapos ang isang taon, may nahiya ba?

Sa July 27, 2026 ang ika-5 SONA ni B**gbong Marcos Jr., at unang taong anibersaryo ng kanyang talumpating “Mahiya naman kayo” patungkol sa korapsyon. Ang talumpating ito ang sinasabing “signal fire” ng paglalantad ng flood control corruption na kinasasangkutan ng iba’t ibang matataas na opisyal ng ehekutibo, ng lehislatura, at mga private contractors.

Pinalakpakan ng mga panauhin sa SONA ang talumpati ni Marcos—isang eksena na punong-puno ng irony at kontradiksyon. At tulad ng inaasahan, sumambulat ang krisis sa politika matapos ang talumpati na ito. At sa ducking huli, ang nagbunyag ng flood control corruption at pumusturang “malinis” at “hindi korap,” ang siya na ngayong nasa sentro ng usapin ng korapsyon - at siya ring nakaranas ng pagbulusok ng kanyang approval ratings.

Maaalala na matapos ang talumpati, inilabas ang “Isumbong sa Pangulo” website upang matukoy ang mga “ghost flood control projects” sa buong bansa. Unang nadiinan dito ang ilang mga mambabatas at mga private contractors tulad ng mga Discaya. Sa puntong ito, ang problema ni Marcos ay sangkot ang kanyang mga alyado sa politika at sangkot ang mga opisyal ng ehekutibo, partikular sa DPWH.

Sa pagputok ng mga protesta kontra-korapsyon na sinimulan ng pagsugod sa bahay ng mga Discaya, at sinundan ng malalaking pagkilos sa Luneta at EDSA, naobliga ang rehimeng Marcos na magbuo ng isang “Independent Commission on Infrastructure” (ICI) na mag-iimbestiga sa mga ulat ng korapsyon. Dapat tumungo ito sa pagsasampa ng mga kaso sa mga sangkot sa korapsyon. Sa panahong ito, umalingawngaw ang panawagang “Lahat ng sangkot, dapat managot!” at ang UP chant na “Ikulong na 'yan, mga kurakot!”

Hindi naging kontento ang taumbayan sa mga naging pagdinig sa Kamara, sa Blue Ribbon Committee ng Senado, at sa mga pulong ng ICI na ayaw ipa-livestream. Agad napansin na selective ang mga pagdinig ng Kongreso at ICI. At napansin din na tila hindi aabot sa pinakamataas na antas—sa mga nasa tuktok ng korapsyon—ang mga imbestigasyon. Hindi sapat na mga Discaya o tauhan ng DPWH lang ang pokus ng imbestigasyon. Tinukoy natin na ang gumagawa ng National Expenditure Program, ang nagtataguyod ng sistema ng pork barrel sa badyet, ang mga gumagawa ng budget insertions, ang pumipirma at nagpapatupad ng badyet, ay mga sangkot din sa korapsyon. Sa madaling sabi, isang buong sistema ang flood control at infrastructure corruption, si Marcos ang nasa tuktok nito, at hindi pwedeng ang mga nasa ibaba lang ang mananagot.

Ano ang sumunod na nangyari? Tinanggal ang flood control sa pambansang badyet, pero pinanatili ang sistema ng “allocables” o mga proyektong nakalaan o “nakapangalan” sa mga mambabatas. Ang sistema na pinagmumulan ng korapsyon ay nanatili, iniba lang ang porma. Ang unprogrammed appropriations ay pinanatili, ang LGU pork ay pinalaki, ang confidential at intelligence funds ay nanatili, gayundin ang iba pang “pork” items na Pangulo ang may diskresyon. Kaya walang tigil ang mga protesta, ang mga walkout sa paaralan, ang mga pangangalampag sa Kamara, Senado, Ombudsman, at Malacañang.

Nobyembre nang sinimulan ni Zaldy Co, dating House Appropriations Committee chair, ang serye ng mga video na nagdedetalye sa budget insertions at kickbacks ni Marcos Jr. Dito naging mas malinaw ang modus ng korapsyon na nagmumula sa Malacañang. Nasangkot din ang ilang cabinet officials at naging mas matining ang kontradiksyon sa pagitan ng iba’t ibang paksyon sa politika. Nakapagtataka lang na sinuhayan ni Ping Lacson ang mga pahayag ni Zaldy Co nang ilahad ni Ping ang testimonya ni dating DPWH USec. Roberto Bernardo na nagpapatotoo na may ₱8 bilyong kickbacks ang inabot sa mga tauhan ng Malacañang na sina USec. Trygve Olayvar at USec. Adrian Bersamin. Ang paglilinaw lang ni Ping ay hindi umabot kay Marcos Jr. ang mga kickbacks—bagay na hindi pinaniniwalaan ng marami at kinokontra ng mga testimonya.

Sa panahong nalalantad ang korapsyon ni Marcos Jr. at wala pa ring resolusyon ang korapsyon ni Sara Duterte, nagsimula na ang mga talakayan kaugnay ng pangangailangang itakwil ang parehong korap na paksyon at magpunyagi para sa pagbabago ng bulok na sistema.

Pagsapit ng Disyembre, inaprubahan na ang pambansang badyet sa kabila ng malakas na pagtutol ng taumbayan sa korapsyon at sistemang pork barrel. Tuloy ang ligaya ng mga korap dahil nananatili ang mga proyektong pinagmumulan ng korapsyon.

Ang ICI naman ay batbat ng problema hanggang sa nagbitiw na ang dalawang commissioner at kinalaunan ay tinuldukan na ang buhay nito. Hinakot ang mga dokumentong sinuri ng ICI papunta sa Ombudsman at inasahan na hahantong sa kaso ang mga ebidensya.

Ibinasura ng Kamara ng kasong impeachment laban kay Marcos Jr subalit sa panahong ito, lumabas naman ang impormasyon kaugnay ng paghahatid ng pera sa bahay ni Marcos Jr sa Forbes Park.

Sa loob ng isang taon mula nang nabunyag ang flood control corruption, nakakulong ang mga Discaya, si dating senador B**g Revilla, si senador Jinggoy Estrada, at mga opisyal ng DPWH. Si dating DPWH secretary Manny Bonoan ay nais gawing state witness habang inaantay pa rin ng taumbayan ang mga ipinangakong kaso laban sa ilang mambabatas at senador. Pero ang mga personahe na isinangkot sa Malacañang kickbacks ay hindi naiimbestigahan, at ang dalawa—si USec. Jojo Cadiz at si dating DBM secretary Amenah Pangandaman—ay nakabalik pa sa gobyerno. Ang bibong-bibong DPWH secretary Vince Dizon, na umiikot sa buong bansa para inspeksyunin ang mga proyekto, ay tahimik na ngayon.

Sa panahon ng flood control issue ay bumulusok ang approval ratings ni Marcos Jr., na pinalala pa ng kawalan ng makabuluhang aksyon sa krisis sa ekonomiya. Paano ba naman hindi magagalit ang taumbayan—ang laki ng kinulimbat para sa korapsyon habang tinitipid ang mamamayan sa panahon ng krisis. Ayaw bitiwan ni Marcos Jr. ang VAT at excise tax sa langis dahil kailangan ng pondo para gumulong ang sistema ng korapsyon.

Isang taon matapos ang talumpati ni Marcos Jr. sa SONA, tila walang nahiya, dahil nagpatuloy ang korapsyon at ang pagtatakip sa korapsyon. Naging selective ang pananagutan. Ang pinakadapat na mahiya, si Marcos Jr. mismo, ay nangangapa at nagkukumahog ngayon na makapagbigay ng SONA na katanggap-tanggap sa taumbayan.

Palabas lang, isang performance, ang masasaksihan natin sa darating na SONA sa Lunes. Magtatalumpati na naman na tila maraming nagawa, at magpapalakpakan naman ang mga panauhin, na para bang hindi sila bahagi ng problema. Pero sawa na ang tao sa mga palabas at palakpakan. Sawa na ang tao sa pagpopostura ng mga walanghiya.

BAYAN RENEWS CALL TO JUNK DEREGULATION, VAT AS OIL PRICES SPIKE ANEW AMID US’S RE-ESCALATION OF WAR IN IRAN

Amid the looming big-time oil price hikes next week, the Bagong Alyansang Makabayan (Bayan) reiterated its call to junk the Oil Deregulation Law (ODL) and scrap the 12% value-added tax (VAT) to protect consumers as tensions in Iran re-escalate. It denounced President Marcos for its failure to implement meaningful steps four months since the Iran crisis and oil shock erupted, while insisting on neoliberal policies like the ODL and VAT that allow oil companies and the government to rake in billions of pesos amid the crisis at the people’s expense.

The Department of Energy (DOE) estimates that pump prices could rise by over P10 per liter due to renewed supply concerns, with vessel traffic in the Strait of Hormuz declining significantly again.

Bayan stressed that oil companies are taking advantage of the deregulated oil industry and the uncertainties caused by the US aggression in Iran to implement unreasonable and exorbitant oil price hikes. Based on its monitoring, the domestic price of gasoline has increased by almost P34 per liter since the US and Israel attacked Iran, even though adjustments in regional benchmark prices could justify at most a P6-per-liter increase during the period. The same pattern holds for the pump price of diesel, which ballooned by almost P36 per liter, compared to an estimated increase of just under P4 per liter, based on movements in the regional benchmark.

The group argued that the Marcos regime is allowing these excessive oil price increases because they mean higher VAT revenues for the government. For 2026, the Bureau of Internal Revenue (BIR) targets total VAT collections of more than P786 billion, almost P107 billion higher than its 2025 actual revenues.

Bayan estimates that the government could be collecting more than P87 million in additional VAT revenue daily from gasoline price increases since the outbreak of the Iran war, and another P129 million daily from diesel price increases.

All these represent an unnecessary and unjust burden for the Filipino people. The group pointed out that the number of poor Filipinos who consider themselves poor jumped by more than 3 million in the past year, according to Social Weather Stations (SWS) surveys. The number of Filipinos who went hungry grew by more than 2 million during the same period.

Meanwhile, oil giants are reaping billions in profits from the surge in fuel prices. Petron reported P1.8 billion in profits for the first quarter of 2026, while Pilipinas Shell reported a net income of P1.6 billion - almost 118% higher than its profits during the same period last year.

Bayan pointed out that the high oil prices concretely illustrate how imperialism oppresses the Filipino people. It noted that the US’s imperialist war against Iran is driving the oil price shock and is aggravated by neoliberal policies imposed on the Philippines by imperialist institutions led by the International Monetary Fund (IMF) and the World Bank.

The passage of the Oil Deregulation Law, for instance, was an explicit structural conditionality tied to the $1.37-billion loan program under the IMF’s Extended Fund Facility during the Ramos administration in the late 1990s.

The IMF and the World Bank also introduced VAT during the first Aquino administration in the late 1980s; it was expanded in the mid-1990s by Ramos under another IMF conditionality tied to a $650-million loan. VAT was raised from 10% to 12% under the Arroyo administration as part of IMF- and World Bank-supported fiscal reforms to supposedly address the country’s growing fiscal deficit and mounting public debt.

As Marcos’s State of the Nation Address (SONA) draws near, Bayan called on the Filipino people to intensify the demand to junk the oil deregulation policy and end regressive tax regimes, such as VAT, to bring down and control oil prices. It also stressed the importance of joining the global pressure for the US and Israel to stop their war of aggression against Iran that is not only driving massive speculation and global oil price spikes but is killing innocent civilians and blatantly violating the sovereignty of the Iranian people.

Developing story: Simula kahapon hanggang ngayong araw, ilang lider-manggagawa at mga manggagawa ng Adnama Mining Workers’ Union ang binisita ng mga militar.

Matatandaan na may kinakaharap na labor dispute sa pagitan ng AMRILU-NAFLU-KMU at Adnama Mining Resources Inc. kaugnay ng pagsasara ng kompanya at ibang kaso ng paglabag sa karapatan ng mga manggagawa.

Ayon sa paunang impormasyong nakalap, dumulog ang ADNAMA Mining Resources Inc. sa Barangay para magpatulong na pwersahing magpabayad ang mga manggagawa dahil magbabalik-operasyon na ang kompanya.

Kasabay nang panghihimasok ng barangay ng Urbiztondo sa nasabing labor dispute, pinupuntahan ng mga militar ang mga manggagawa at tinatanong kung miyembro pa sila ng KMU.

Ang ADNAMA Mining Resources Inc. ay isang nickel mining company sa Surigao Del Norte na kung saan 40 porsyento nito ay Chinese-owned.

KA-MANGGAGAWA, NABALITAAN MO NA BA?
4.8% NA ANG UNEMPLOYMENT RATE SA PILIPINAS!

Pinatutunayan ng balitang ito ang kabiguan ng gubyernong Marcos na tugunan ang krisis sa kabuhayan ng manggagawa at mamamayang Pilipino.

Sa kabila ng mga pangako ni B**gbong noong nakaraang SONA na lilikha siya ng mga oportunidad para sa 4% na walang trabaho noon at pauunlarin ang mga industriya, lalo pang lumobo ang bilang ng mga walang kabuhayan.

Inilalantad nito ang kabulukan ng programa ng gubyerno sa paglikha ng trabaho: ang pang-aakit ng dayuhang mamumuhunan at negosyo.

Sa ganitong balangkas, isinasadlak ng gubyerno ang mga manggagawang Pilipino sa trabahong seasonal, panandalian, at walang katiyakan. Sa mga kaayusan kung saan hindi maaaring magbuklod ang mga manggagawa upang ipagtanggol ang kanilang kaseguruhan sa trabaho. At sadyang hindi pinauunlad ang mga lokal na industriya na magluluwal dapat ng regular at disenteng trabaho upang manatili tayong nakaasa sa mga dayuhang kapitalista.

Habang lumalala ang krisis sa ekonomya at kabuhayan, walang ibang sasandigan ang mga manggagawa upang ipagtanggol ang kaseguruhan sa trabaho kundi ang pagkakaisa at pag-uunyon. Sama-sama nating isulong ang tunay na reporma sa lupa at pambansang industriyalisasyon bilang tunay at pangmatagalang solusyon sa kawalan ng trabaho sa ating bansa.

Vigilance without illusions: The impeachment trial begins on July 6

On Monday, July 6, 2026, at 2:00 PM, the Senate will formally convene the impeachment trial of Vice President Sara Duterte. As this political process begins, the Filipino people demand genuine accountability and complete transparency in the trial.

As citizens, we participate in this process because taxpayers money and public office were abused. Each of us has a stake in the results. However, we do not harbor any illusions that a conviction is a guaranteed or straightforward outcome.

Why? This trial does not occur in a political vacuum. It unfolds within a moribund bureaucrat-capitalist system and intense factional contradictions - the unresolved multi-billion peso ghost flood control scandals, direct allegations of cash kickbacks going all the way to Malacañang, and a Senate rocked by a bitter leadership dispute, corruption allegations and arrests. The trial is by no means insulated from all these developments.

The articles of impeachment brought against Sara Duterte represent grave, fully documented graft and corruption, bribery and betrayals of public trust. She must face accountability for the raid of ₱612 million in confidential funds, a sprawling network of unexplained wealth and bank transactions, systemic bribery of Department of Education (DepEd) officials, and public death threats directed at her political rivals.

However, we must understand the nature of the arena. An impeachment court is both a legal and political process. History has shown us that traditional politicians do not vote solely on the legal weight of evidence; they vote based on partisan alignment, backroom horse-trading and sheer political survival. With lawmakers debating whether to maintain or modify the 16-vote conviction threshold (as some senators are either in jail or may end up in jail) the trial will inevitably be politically charged.

We have no illusions that a compromised legislature will easily yield the votes necessary for a conviction. And this is precisely why our active, militant vigilance is necessary.

By treating this trial as an arena of struggle, the mass movement ensures that whatever the structural outcome, the bankrupt nature of the entire ruling system is laid bare to the public. This could become an important teaching moment on how deeply rooted and systemic corruption is, livestreamed thrice a week to millions nationwide.

1. If Duterte is convicted, it will be a major blow to her faction’s legacy of impunity and a direct victory for popular pressure—one that we should use to demand accountability from other corrupt elements of the Marcos regime including Marcos himself.

2. If she is acquitted through elite collusion, despite the evidence, the result will only underscore the total failure of current state institutions in achieving accountability. It will strip away public faith in these bodies and demonstrate that accountability cannot be achieved by relying on elite intermediaries.

Our history tells us that when the legal processes of the ruling class fail to provide justice, the sovereign people have the right and the duty to pursue accountability through direct, organized collective action.

We must consistently remind the public: demanding the accountability of Sara Duterte does not mean endorsing Ferdinand Marcos Jr. Both factions are elements of the same elite infrastructure of patronage and plunder. Choosing between them is a false choice designed to keep the Filipino people passive spectators in a dynastic war. We need to look beyond personalities and factions as our only salvation.

Sistema ang problema, at kailangang baguhin ito. “Ano” ang ipapalit, hindi lang “sino” ang papalit. Pagkilos ng taumbayan ang mahalaga.

We call on the people to arouse, organize, and mobilize as the impeachment trial commences. Monitor the twists and turns, reject political horse-trading, and hold every corrupt faction and dynasty ultimately accountable. Government institutions and leaders, not just Duterte, are now on trial. How they deal with the impeachment and the other cases of corruption will be judged by the Filipino people.
