As and unrest loom over communities in Albay, ensuring access to clean drinking water in advance of the converging hazards is critical to protecting health and well-being.

The combined risk of dehydration, ash-contaminated water, and water-borne illnesses, especially for elderly people, pregnant and lactating women, children, and persons with disabilities, has triggered early action to prevent these initial impacts from escalating.

Under the project, “Anticipatory Action Assistance for Mayon Volcanic Activities and Drought,” Oxfam Pilipinas and MIDAS/Mayon Integrated Development Alternatives and Services,Inc. are pre-positioning new water containers and distributing water vouchers to 200 households in Barangay Maninila, Guinobatan, before shortages become more severe. The vouchers are designed to secure residents' drinking water needs for 30 days, ensuring families are prepared ahead of the peak of Super El Niño and volcanic unrest.

Reduced water availability for household consumption, crop failures because of soil drought, and frequent power interruptions that affect home-based livelihoods are among the challenges faced by many households in Camalig, Albay.

These challenges ahead of and the continued activity are adding to the difficulties and uncertainty faced by vulnerable families in the community.

Through the project "Anticipatory Action Assistance for Mayon Volcanic Activities and Drought," Oxfam Pilipinas and MIDAS/Mayon Integrated Development Alternatives and Services,Inc. provided multipurpose cash assistance to 75 vulnerable households from Barangay Sua, Camalig, including elderly individuals, solo parents, and families with members who are persons with disabilities, on 30 May 2026.

The cash assistance will help families to prepare for the expected severe impacts of the Super El Niño by purchasing priority supplies and taking early actions to protect their well-being and livelihoods.

Ruined crops and little to no source of income, doubled unpaid care work and worsening health conditions are the new normal for some communities in the Municipality of Camalig, Albay.

Oxfam Pilipinas and MIDAS/Mayon Integrated Development Alternatives and Services,Inc. visited the barangays of Caguiba, Sua, and Tumpa to conduct a rapid assessment on the impacts of the drought on communities heavily affected by the recent and now facing the added burden of the ongoing dry spell.

Residents shared that most of their crops were damaged and dried up due to thick ashfall from Mayon Volcano. Farmers are forced to sell their crops at a much lower price just to cope with losses, while some sought other sources of income to support their families.

With the extreme heat continuing, farming activities and planting schedules have also been delayed. Women also highlighted how unpaid care work at home has doubled as their families struggle with water shortages, food insecurity, worsening health conditions, and the agricultural loss and damage brought by both hazards.

Farming and fishing communities remain among the most vulnerable to the impacts of drought. We are working with partners, affected communities and local governments in Bicol and in Mindanao to identify activities to anticipate and prepare for the severe impact of .
