Aspirants must be literate, registered voters with at least one year of barangay residency. While barangay council candidates must be at least 18 years old, SK aspirants must be strictly between 18 and 24 years old and have no incumbent elected relatives in the locality within the second civil degree of consanguinity or affinity.
