Association of Foundations (AF) Established in November 1972, AF is the country’s first heterogeneous network of non-government organizations (NGOs).

Established in 1972, AF is the Philippines’ largest network of heterogeneous non-government organizations (NGOs) and foundations with 260+ reputable developmental non-profits in its roster. Its mission is to enable its member foundations to develop sustainable programs that serve their communities. In its early years, AF operated prim

arily as a clearinghouse of information among foundations. It also initiated the accreditation of member foundations in order to maintain the highest standards of integrity at a time when foundations lacked the esteem they deserved. AF also operates as an advocacy body dedicated to fostering a deeper public understanding of foundations as institutions of nation-building. It published the first-ever Philippine Directory of Foundations in 1974, followed by a four-volume edition in 1979 and subsequent updates backed by an electronic databank in 1990 and 1996. In the late 70s, the role of AF expanded to include fund sourcing to ensure the survival of its member foundations. It was also at this time that AF actively lobbied for issues such as tax incentives and other policies that threatened to stifle the growth of non-government organizations. In the decade following the EDSA Revolution in 1986, AF mobilized a total of P25 Million for 45 projects nationwide. In the same year, the League of Corporate Foundations (LCF), which advocates philanthropy among business corporations in the Philippines, began as a sub-sector of AF. Its international affiliations include involvement in the Asia-Pacific Advisory Forum of CIVICUS, a world alliance of civil society organizations. Today, AF is the only umbrella organization of Philippine foundations recognized by the Council on Foundations (USA). In its more than three decades of service, AF has made achievements in information management activities, database gathering on foundation profiles and best practices, trends in development work, and institution and capacity building opportunities. It is the steward of the Philippine Foundation Center (PFC) – Southeast Asia’s first one-stop resource and information center on Philippine NGOs, foundations and the civil society sector. Through the PFC, AF matches needs and resources in ways that benefit and strengthen the not-for-profit community in the Philippines. With local and global partner institutions, AF works to improve the enabling environment for Philippine philanthropy and foundation development. It is working on giving recognition to and the establishment of community foundations (CF) – private, non-profit organizations which mobilize local resources for grant giving in a defined geographic area. The AF sees the CF as a strategy that promotes sustainability to improve the quality of life of a particular community.

𝗔𝗗𝗩𝗜𝗦𝗢𝗥𝗬

In compliance with the 𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗢𝗿𝗱𝗲𝗿 𝗡𝗼. 𝟭𝟭𝟳 dated May 7, 2026 titled “STREAMLINING THE ACCREDITATION SYSTEM FOR DONEE INSTITUTIONS AND DESIGNATING THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT AS THE SOLE ACCREDITING ENTITY FOR SOCIAL WELFARE AND DEVELOPMENT AGENCIES, AMENDING EXECUTIVE ORDER NO. 720 (2008) FOR THE PURPOSE”, the Philippine Council for NGO Certification (PCNC) shall cease receiving, processing and evaluating 𝗮𝗽𝗽𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻𝘀 𝗳𝗼𝗿 𝗮𝗰𝗰𝗿𝗲𝗱𝗶𝘁𝗮𝘁𝗶𝗼𝗻 𝗳𝗼𝗿 𝗽𝘂𝗿𝗽𝗼𝘀𝗲𝘀 𝗼𝗳 𝗱𝗼𝗻𝗲𝗲-𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻 𝘀𝘁𝗮𝘁𝘂𝘀 of NGOs that are licensed and accredited by the DSWD as SWDAs, effective immediately. SWDAs may, at their discretion, still pursue PCNC-accreditation as a “seal of good governance and housekeeping”.

Section 2 of the Order provides that “The Certificate of Registration and Certificate of Accreditation issued by the DSWD to SWDAs, as applicable, shall be deemed sufficient and shall be recognized by the BIR in granting donee-institution status for purposes of Section 34(H) and 101(A) of the National Internal Revenue Code, as amended.”

PCNC shall continue processing the application for accreditation and donee-institution status of NGOs that are not SWDA until the implementing guidelines of the said EO has been issued or a clarification to the contrary has been made by the BIR.

AF is honored to have Mr. Ramon R. Del Rosario, Jr., as the Keynote Speaker for the 54th AF General Assembly. A respected leader in shared leadership and enterprise-building, Mr. Del Rosario serves as Chairman and CEO of Philippine Investment Management (PHINMA) and PHINMA Corporation, with a diverse portfolio in education, housing, hotels, cement, and steel roofing.

He is also a member of the AF Board of Advisers. He will help ground us in the “why” of collaboration and bring to life what shared leadership can look like in action.

This will be followed by a panel discussion featuring insights from the different collaboratives being driven by AF, with Mr. Howie Severino as the moderator.

The Association of Foundations (AF), in partnership with the Philippine Coalition on Volunteerism (PhilCV), invites all AF members to a learning session with volunteer-sending organizations (VSOs).

This session will introduce organizations that deploy volunteers for long-term and short-term engagements and explore partnership opportunities for NGOs and foundations.

As part of the International Volunteer Year 2026 (IVY 2026), this session aims to promote volunteerism and highlight the vital role of volunteers in advancing sustainable development.

On March 30, the Jesuit Communications Foundation, Inc. (JesCom) officially sent off its newest major film, Los Salvajes Bravos, with a Mass, travel orientation, media gathering, and message from Fr. Nono Alfonso, SJ.

Following the success of Ignacio de Loyola and GOMBURZA, this new historical epic will bring another important chapter of history to the silver screen. In Spain, the Los Salvajes Bravos team met with local leaders in Ciudad Rodrigo, marking a key step toward production.

Our flagship leadership program, Leaders Empowered and Dedicated to Serve (LEAD to Serve), continues to play a key role in strengthening leadership in the NGO sector by officially welcoming the Batch 7 of the LEAD to Serve Flagship Program with the conduct of the Leading Self Module last April 21-24, 2026 in Antipolo, Rizal.

Composed of 20 participants from 15 organizations, this new cohort brings together emerging and current leaders from across the civil society sector – each committed to advancing more equitable, inclusive, and sustainable development through their organizations.

Over four days, participants engaged in a series of reflective and interactive sessions designed to deepen self-awareness and clarify their personal leadership values and identity.

On April 24, 2026, Simon of Cyrene Community Rehabilitation and Development Foundation, Inc. and A2D Project – Research Group for Alternatives to Development, Inc., conducted the Lessons Learnt Workshop for Inclusive Humanitarian Response for Typhoons Tino and Uwan-Affected Communities.

The activity aimed to generate practical recommendations for future typhoon responses and inclusive humanitarian programming, while reinforcing partnerships and collective ownership to ensure sustained impact.

The project was supported by CBM Global Switzerland, Ireland, Australia, UK, and New Zealand, through the CBM Global Philippines.
