On June 9 - 10, 2026, the Integrated Bar of the Philippines (IBP) Cotabato Chapter, represented by its Secretary, Atty. Mohammad M. Hadji Yusoph, and Atty. Abdulkadir D. Pasandalan Jr., actively participated in the Jail Detention and Facility Monitoring Activity spearheaded by the Bangsamoro Human Rights Commission (BHRC) β BARMM Protection Division.
The monitoring team visited the detention facilities and lock-up cells of Cotabato City Police Stations 1, 2, 3, and 4 as part of the continuing effort to promote and protect the rights and welfare of Persons Deprived of Liberty (PDLs), while also assessing the conditions and operational concerns of detention facilities.
As part of the IBP's mandate to uphold the rule of law and advance access to justice, the IBP Cotabato Chapter provided available legal advice and assistance to Persons Deprived of Liberty (PDLs), as well as to members of the Philippine National Police and their respective personnel and staff regarding legal concerns encountered in the performance of their duties.
The IBP Cotabato Chapter extends its sincere gratitude to the Bangsamoro Human Rights Commission (BHRC) β BARMM Protection Division for the invitation and for fostering meaningful collaboration among institutions committed to the protection of human rights, the administration of justice, and the promotion of good governance.
We likewise express our profound appreciation to Acting Regional Director of PRO BAR, PBGEN Christopher M. Abecia, for his warm welcome, support, and recognition of the significance of this undertaking in strengthening the protection of rights and welfare within detention facilities.
Special thanks are also extended to PCOL Jibin Bongcayao, City Director of the Cotabato City Police Office (CCPO), for his cooperation, and commitment to transparency and accountability in the conduct of this activity.
Our heartfelt gratitude likewise goes to the officers, personnel, and staff of Cotabato City Police Stations 1, 2, 3, and 4 for their hospitality, guidance, and cooperation throughout the monitoring activity. We deeply appreciate their candor in sharing the realities, challenges, concerns, and needs affecting both their personnel and the PDL under their custody.
