Joint Coordination Meeting on CBR and PWD Federation Issues and Concerns
A joint coordination meeting with the Community-Based Rehabilitation (CBR) volunteers and the Federation of Persons with Disabilities (PWD) was conducted to discuss barangay reporting procedures, PDAO and SDC duty-related matters, and proposed activities for Calendar Year 2026. The meeting was held on January 8, 2026, from 1:00 PM to 5:00 PM, at the SDC Training Center, Purok Awal, Pansacala Street, Cotabato City.
The meeting was organized pursuant to the request letter dated January 5, 2026, submitted by Ms. Chemell Rose C. Lino, CBR President, and endorsed through Engr. Ricardo P. Castillon, OIC PDAO DAO II, addressed to Ms. Cheribin Mena K. Viloria, RSW, MTSW, City Social Welfare and Development Officer.
Program Proper
The meeting formally opened with the registration of participants, followed by the preliminaries. An opening Muslim prayer was led by Federation PWD President Esmael A. Dilawangen, followed by a Christian prayer led by Mr. Alkin Jan C. Mallare, PDAO staff. This was followed by the singing of the National Anthem, the Bangsamoro Hymn, and the City Hymn “Awit ng Cotabato.”
Thereafter, Mr. Alkin Jan C. Mallare delivered the welcome remarks on behalf of Engr. Ricardo P. Castillon, OIC PDAO DAO II. In his message, he conveyed the appreciation of the PDAO for the continued cooperation of the CBR volunteers and the Federation of PWDs, emphasizing the importance of proper coordination, clear communication, and compliance with agreed reporting mechanisms to strengthen disability programs at the barangay level.
The meeting was presided over and facilitated by Ms. Chemell Rose C. Lino, CBR President and CBR Point Person.
Meeting Highlights and Discussions
During the meeting, the importance of barangay reporting was emphasized, particularly the need to formalize communications through a letter addressed to the Sangguniang Barangay via MILG and to coordinate closely with the barangay councilor in charge of PWD concerns.
Key agenda items discussed included:
PDAO and SDC duties and responsibilities;
Requirement for submission of Accomplishment Reports (AR);
Proper grammar, format, and standardization of ARs;
Correct formatting of photo documentation;
Contributions and updating of monthly CBR dues;
Proposed activities for PWDs for CY 2026;
Other related matters and concerns.
Sir Onasis of RH4 reiterated that barangay reports must be properly submitted and documented. Ate Annisa of MV Kalanganan confirmed that their barangay had already submitted the required reports.
Ms. Chemell Rose C. Lino emphasized the importance of strict adherence to agreements made in previous meetings, particularly on the proper flow of reports through designated CBR focal persons, as previously approved. She also reminded participants of the importance of maintaining a barangay logbook to ensure accurate documentation of activities, attendance, and reports, as well as the timely remittance of monthly CBR dues.
Additional matters discussed included the acceptance of accomplishment reports submitted to PWD Presidents, the need for capacity-building initiatives such as seminars and orientations on mental health, autism, and other types of disabilities, and updates on PWD by-laws, which were reported to be finalized and awaiting certification.
Closing and Adjournment
The meeting concluded with an open forum, where participants raised concerns, clarifications, and suggestions. The discussion reinforced the collective commitment of barangays, CBR volunteers, the Federation of PWDs, and the PDAO to strengthen collaboration and ensure effective and inclusive service delivery to persons with disabilities.
The closing remarks were delivered by Federation PWD President Esmael A. Dilawangen, followed by the adjournment of the meeting and picture-taking.
