𝟏𝟖 𝐰𝐨𝐦𝐞𝐧 𝐩𝐨𝐥𝐢𝐭𝐢𝐜𝐚𝐥 𝐥𝐞𝐚𝐝𝐞𝐫𝐬 𝐚𝐧𝐝 𝐰𝐨𝐦𝐞𝐧 𝐥𝐞𝐚𝐝𝐞𝐫𝐬 𝐟𝐫𝐨𝐦 𝐝𝐢𝐯𝐞𝐫𝐬𝐞 𝐛𝐚𝐜𝐤𝐠𝐫𝐨𝐮𝐧𝐝𝐬 𝐩𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐭𝐞𝐝 𝐢𝐧 𝐭𝐡𝐞 𝐯𝐚𝐥𝐢𝐝𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐢𝐧𝐢𝐭𝐢𝐚𝐥 𝐟𝐢𝐧𝐝𝐢𝐧𝐠𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐫𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐬𝐭𝐮𝐝𝐲, 𝐓𝐫𝐚𝐜𝐤𝐢𝐧𝐠 𝐏𝐫𝐨𝐠𝐫𝐞𝐬𝐬 𝐚𝐧𝐝 𝐏𝐫𝐨𝐬𝐩𝐞𝐜𝐭𝐬: 𝐖𝐨𝐦𝐞𝐧 𝐏𝐨𝐥𝐢𝐭𝐢𝐜𝐚𝐥 𝐋𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩 𝐢𝐧 𝐁𝐀𝐑𝐌𝐌.

Together with representatives from Bangsamoro Women Commission and Bangsamoro Youth Commission, this validation exercise has provided a safe and inclusive space to discuss, challenge and share their experiences in relation to the findings of the research that aim to examine the ecosystem surrounding women’s political leadership, and identify constraints and enabling factors that shapes Women Political participation and leadership in the BARMM.

Drawing on WFD’s Transformative Women’s Political Leadership framework, this short research project seeks to analyse the experiences of women leaders in the evolving Bangsamoro political landscape. Specifically, this study examines how informal norms, institutional structures, and political cultures converge to enable or constrain women’s leadership in formal politics arena and explores two critical dimensions: cultural and societal norms that perpetuate gendered structural inequality and institutional exclusion, including legislative frameworks, policy gaps, and governance practices.

The research serves as a gendered landscape analysis to identify what forms of support are most needed, and where entry points lie for institutional change as part of WFD’s broader commitment to strengthening women’s political leadership across Southeast Asia, where similar research has been conducted in Indonesia, Laos, Malaysia, and Thailand. Findings from this study will inform future programming in BARMM and contribute to regional learning on women’s leadership and inclusive governance in post-conflict parliamentary systems.

The enhanced version of the Civil Society Organizations Guidebook for engaging the Bangsamoro Autonomous Region in Muslim Mindanao Parliament is designed as practical guide for CSOs in the BARMM, especially those geographically isolated from its political center in Cotabato City to lay down the basic structure and workings of the Bangsamoro parliament, and seeks to acquaint its target audience to existing entry-points for influencing policy and legislation.

This CSO Guidebook was developed by the Coalition of Organised, Responsive, and Empowered Civil Society Organisations in Bangsamoro Autonomous Region in Muslim Mindanao (CORE CSOs-BARMM), supported by Westminster Foundation for Democracy as part of its broader reform agenda in advancing a genuine CSO-Parliament engagement in the region, in close collaboration with Office of the Speaker, Office of the Secretary-General and Office of the Floor Leader Bangsamoro Parliament.

In this spirit, WFD Kanduli 2026 marked the culmination of our program supported by FCDO through the British Embassy in Manila. More than a closing event, it was a significant milestone to reflect on our collective achievements and the partnerships that have driven impactful reforms in the Bangsamoro.

A key highlight of the gathering was the 𝐜𝐞𝐫𝐞𝐦𝐨𝐧𝐢𝐚𝐥 𝐡𝐚𝐧𝐝𝐨𝐯𝐞𝐫 𝐨𝐟 𝐩𝐫𝐨𝐠𝐫𝐚𝐦 𝐨𝐮𝐭𝐩𝐮𝐭𝐬 𝐚𝐧𝐝 𝐤𝐧𝐨𝐰𝐥𝐞𝐝𝐠𝐞 𝐩𝐫𝐨𝐝𝐮𝐜𝐭𝐬 to our partners, reinforcing local ownership beyond the life of the program.

We are particularly encouraged by the strong affirmation from stakeholders regarding the relevance and sustained impact of our work especially within the Bangsamoro’s dynamic volatile context. These insights underscore the importance of remaining adaptive, responsive, and grounded in local realities.

WFD conducted a Validation Workshop on the 𝐓𝐫𝐚𝐧𝐬𝐢𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐇𝐚𝐧𝐝𝐨𝐯𝐞𝐫 𝐑𝐨𝐚𝐝𝐦𝐚𝐩 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 𝐏𝐚𝐫𝐥𝐢𝐚𝐦𝐞𝐧𝐭 from March 10–12, 2026, at Haraya Hall 1, Alnor Hotel, Cotabato City.

This initiative aimed to strengthen the induction process for incoming Members of Parliament (MPs) through the development of a 𝐟𝐫𝐚𝐦𝐞𝐰𝐨𝐫𝐤 𝐟𝐨𝐫 𝐚 𝐩𝐡𝐚𝐬𝐞𝐝 𝐢𝐧𝐝𝐮𝐜𝐭𝐢𝐨𝐧 𝐩𝐫𝐨𝐠𝐫𝐚𝐦𝐦𝐞 designed for newly elected MPs and their Chiefs of Staff. The objective is to move beyond a one-time orientation and instead establish a comprehensive induction programme that supports MPs throughout the early stages of their parliamentary tenure.

In parallel, the workshop also helped define a structured offboarding and handover process for members of the current transition parliament, ensuring 𝐜𝐨𝐧𝐭𝐢𝐧𝐮𝐢𝐭𝐲 𝐨𝐟 𝐢𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐤𝐧𝐨𝐰𝐥𝐞𝐝𝐠𝐞, 𝐩𝐚𝐫𝐥𝐢𝐚𝐦𝐞𝐧𝐭𝐚𝐫𝐲 𝐩𝐫𝐚𝐜𝐭𝐢𝐜𝐞𝐬 and 𝐠𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐟𝐮𝐧𝐜𝐭𝐢𝐨𝐧𝐬.

WFD has worked in close coordination with the Office of the Speaker of the Bangsamoro Parliament— through its Planning Division—and Office of the Secretary General. To support and guide this work, a Technical Working Group (TWG) was formed last January 2026.

The 𝐖𝐞𝐬𝐭𝐦𝐢𝐧𝐬𝐭𝐞𝐫 𝐅𝐨𝐮𝐧𝐝𝐚𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐃𝐞𝐦𝐨𝐜𝐫𝐚𝐜𝐲 (𝐖𝐅𝐃) successfully conducted a three-day Post-Legislative Scrutiny (PLS) Training for the 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 𝐏𝐚𝐫𝐥𝐢𝐚𝐦𝐞𝐧𝐭 in Manila from February 14–16, 2026. The activity was participated by key members of the Parliament Secretariat marking an important step toward strengthening parliamentary oversight.

𝐏𝐨𝐬𝐭-𝐥𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐯𝐞 𝐬𝐜𝐫𝐮𝐭𝐢𝐧𝐲 is a vital parliamentary mechanism that evaluates how laws are implemented and whether they achieve their intended policy objectives. It ensures that legislation is enforced in line with its legislative intent, identifies gaps and implementation challenges, and provides recommendations for improvement when necessary.

Throughout the three-day training, participants engaged in discussions on 𝐢𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐛𝐞𝐬𝐭 𝐩𝐫𝐚𝐜𝐭𝐢𝐜𝐞𝐬, 𝐞𝐯𝐢𝐝𝐞𝐧𝐜𝐞-𝐛𝐚𝐬𝐞𝐝 𝐫𝐞𝐯𝐢𝐞𝐰 𝐩𝐫𝐨𝐜𝐞𝐬𝐬𝐞𝐬, 𝐬𝐭𝐚𝐤𝐞𝐡𝐨𝐥𝐝𝐞𝐫 𝐞𝐧𝐠𝐚𝐠𝐞𝐦𝐞𝐧𝐭, 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐨𝐟 𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞𝐝 𝐨𝐯𝐞𝐫𝐬𝐢𝐠𝐡𝐭 𝐦𝐞𝐜𝐡𝐚𝐧𝐢𝐬𝐦𝐬. The sessions emphasized the importance of systematic monitoring and evaluation in promoting transparency, accountability, and effective governance.

This initiative forms part of the broader commitment of the Bangsamoro Parliament to 𝐢𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥𝐢𝐳𝐞 𝐚 𝐜𝐥𝐞𝐚𝐫 𝐚𝐧𝐝 𝐬𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞 𝐩𝐫𝐞 𝐚𝐧𝐝 𝐩𝐨𝐬𝐭-𝐥𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐯𝐞 𝐬𝐜𝐫𝐮𝐭𝐢𝐧𝐲 𝐦𝐞𝐜𝐡𝐚𝐧𝐢𝐬𝐦𝐬. By strengthening its oversight function, the Parliament continues to uphold its responsibility to ensure that 𝗲𝗻𝗮𝗰𝘁𝗲𝗱 𝗹𝗮𝘄𝘀 𝗱𝗲𝗹𝗶𝘃𝗲𝗿 𝗺𝗲𝗮𝗻𝗶𝗻𝗴𝗳𝘂𝗹 𝗮𝗻𝗱 𝗺𝗲𝗮𝘀𝘂𝗿𝗮𝗯𝗹𝗲 𝗼𝘂𝘁𝗰𝗼𝗺𝗲𝘀 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗕𝗮𝗻𝗴𝘀𝗮𝗺𝗼𝗿𝗼 𝗽𝗲𝗼𝗽𝗹𝗲.
