Kaagapay OFW Resource and Service Center, Inc. is looking for a MEAL Officer to join our team!

If you are passionate about using data to improve programs and strengthen accountability for migrant workers and their families in Mindanao, we would love to hear from you!

The MEAL Officer will lead the Monitoring, Evaluation, Accountability, and Learning processes of our Social Inclusion Project, helping ensure that our work is high-quality, evidence-based, and responsive to the communities we serve.

📌 Minimum 3 years M&E experience (NGO/humanitarian setting preferred)
📌 Strong skills in data analysis, reporting, and digital data tools (e.g., KoboToolbox)
📌 Contract period: Fixed-term Contract from April 2026 to December 2027 (subject to funding and performance)

National Level Engagement — From March 25–27, 2026, Kaagapay OFW Resource and Service Center, Inc. took part in the National Consultation on the 2026 International Migration Review Forum (IMRF) and the Philippine ASEAN Chairship, organized by the Commission on Human Rights (CHR) and the Center for Migrant Advocacy (CMA).

Delegates from the recent Learning Exchange on OFW Helpdesk also actively joined the consultation, contributing perspectives from local communities and frontline experiences in supporting migrant workers.

Towards the end of the consultation, a dedicated space was provided to highlight the BARMM context of overseas labor migration. Kaagapay OFW shared a brief overview of the regional realities, challenges, and ongoing efforts to strengthen support systems for OFWs and their families.

The discussion was further enriched by insights from Mr. Amjad Lao, Local Government Operations Officer II of the Ministry of the Interior and Local Government (MILG), and Sr. Emma Delgado of the Prelature of Isabela de Basilan, who both highlighted key issues and opportunities in addressing migration concerns within the BARMM context.

This engagement underscores the importance of ensuring that regional voices and realities are represented in national and global migration discussions. Kaagapay OFW remains committed to amplifying these perspectives and contributing to more inclusive, rights-based migration governance.

Together, we continue to advocate for policies and systems that uphold the dignity, protection, and well-being of every migrant worker.

Metro Manila — On March 23, 2026, Kaagapay OFW Resource and Service Center, Inc. organized a Learning Exchange on OFW Helpdesk held at the Muntinlupa City Public Employment & Services Office (PESO) and Quezon City Migrant Resource Center. This was in collaboration with the Center for Migrant Advocacy (CMA).

The activity brought together a diverse group of stakeholders, including delegates from the BARMM Ministry of the Interior and Local Government (MILG), leaders of OFW organizations, representatives from the Prelature of Isabela de Basilan, local government representatives from Upi and Nabalawag, the PESO Manager of Lamitan City, and Kaagapay OFW staff.

The learning exchange created a meaningful space for sharing experiences, systems, and best practices in establishing and strengthening OFW Helpdesks at the local level. Through dialogue and exposure visits, participants gained practical insights on how migrant resource centers and helpdesks can better respond to the needs of OFWs and their families.

This initiative underscores the importance of multi-stakeholder collaboration in building accessible, responsive, and sustainable support systems for migrant workers.

Kaagapay OFW extends its sincere appreciation to all partners and participating institutions for their active engagement and shared commitment. Together, we continue to strengthen local mechanisms that uphold the welfare, protection, and empowerment of OFWs.
