Since ancient times, when societies were tribal, there were councils or a headman whose decisions were assessed by village elders. Eventually, these councils slowly evolved into the modern parliamentary system.

The first parliaments date back to Europe in the Middle Ages: specifically in 1188 Alfonso IX, King of Leon (Spain) convened the three states in the Cortes of León.[1][2] An early example of parliamentary government developed in today's Netherlands and Belgium during the Dutch revolt (1581), when the sovereign, legislative and executive powers were taken over by the States General of the Netherlands from the monarch, King Philip II of Spain.[citation needed] The modern concept of parliamentary government emerged in the Kingdom of Great Britain between 1707 and 1800 and its contemporary, the Parliamentary System in Sweden between 1721 and 1772.

The first parliaments date back to the Middle Ages. In 930, the first assembly of the Alþingi was convened at Þingvellir in Iceland,[1][2] becoming the earliest version of a formalized parliamentary system.[1] It was a combination of national assembly, court of justice and yearly cerebration, where the most powerful leaders, called goðar, met to decide on legislation and dispense justice, with the whole community in attendance.[3]

Farmers’ coops, associations get agri-supplies, equipment boost from BARMM

COTABATO CITY— Agricultural tools, supplies, and equipment were distributed to 45 farmers’ cooperatives and five associations in the region as part of the Bangsamoro Government’s assistance to improve their economic activities.

Project TABANG or the ‘Tulong Alay sa Bangsamorong Nangangailangan’ of the Office of the Chief Minister (OCM) distributed the supplies to the farmer-recipients in Lanao del Sur and del Norte on Jan. 10 – 11, while those in the provinces of Maguindanao del Sur and del Norte received theirs on Jan. 5 – 6.

The beneficiaries were from the towns of Butig, Piagapo, Masiu, Ganassi, Mulondo, Malabang, Madaya, and Bubong in Lanao, and Upi, Datu Blah Sinsuat, and Datu Odin Sinsuat, Mamasapano, Datu Paglas, Shariff Saydona, Datu Abdullah Sangki, Shariff Aguak, Pagalungan, and General Salipada K. Pendatun (GSKP) in Maguindanao.

Among the distributed supplies were rice, corn, and vegetable seeds, knapsack sprayer, herbicide, pesticide, fungicide, foliar, fertilizers, farming boots, hats, and plow. The distribution was conducted through Project TABANG’s livelihood program dubbed Oplan Bangsamoro Rapid Assistance (OBRA).

According to TABANG Livelihood Unit Head Mohamad Asnur Pendatun, OBRA aims to “provide long-term interventions in the Bangsamoro communities and assistance to the Bangsamoro people who are in need, and to mitigate the adverse economic impact of the state of the calamity to the COVID-19 pandemic.”

He further said that the program prioritizes to help farmers, fisherfolks, and other vulnerable sectors in the region. (Myrna Tepadan/BIO with reports from Project TABANG).

The word PARLIAMENT is derived from the French parlement, the action of parler (to speak): a parlement is a discussion. The term came to mean a meeting at which such a discussion took place. It acquired its modern meaning as it came to be used for the body of people (in an institutional sense) who would meet to discuss matters of state.

The parliamentary system was the first form of representative government to include common subjects (not from the nobility) in the decision-making forum.

Legislatures called parliaments operate under a parliamentary system of government in which the executive is constitutionally answerable to the parliament. This can be contrasted with a presidential system, on the model of the United States' congressional system, which operate under a stricter separation of powers whereby the executive does not form part of, nor is appointed by, the parliamentary or legislative body. Typically, congresses do not select or dismiss heads of governments, and governments cannot request an early dissolution as may be the case for parliaments. Some states have a semi-presidential system which combines a powerful president with an executive responsible to parliament.

BARMM airport authority assumes 6 airport landside operation management in the region

COTABATO CITY—After nearly four months since the Civil Aviation Authority of the Philippines (CAAP) and the Ministry of Transportation and Communications (MOTC) forged an agreement, the latter now manages the landside operation of six airports in the Bangsamoro region.

The six identified airports are Awang Airport in Maguindanao del Norte, Wao and Malabang Airport in Lanao del Sur, Sanga-Sanga Airport and Mapun Airstrip in Tawi-Tawi, and Jolo Airport in Sulu.

Following a successful turnover ceremony Tuesday, Jan. 10, 2023 in Awang Airport, the Bangsamoro Airport Authority or BAA, an attached office to MOTC, can now legally and officially manage the landside operations which included the Passenger Terminal Building (PTB), Administrative Building, Vehicular Parking Area, and other facilities or areas that are not restricted and/or not part of Air Navigational Aids and Facilities.

Bangsamoro Chief Minister Ahod Ebrahim personally graced the occasion and thanked the national government and all stakeholders noting that such feat “ensures that the region is well connected by air in all geographical parts”.

“I take this opportunity to thank the Philippine Government for the trust you have given us in running these strategically located airports,” Ebrahim said.

In a Memorandum of Agreement signed between CAAP and BAA on September 20, 2022, the former completely transferred to the latter all the properties, assets, powers, and functions pertaining to the landside management of six identified airports in the region.

The change in operation management is legally grounded in Section 38, Article XIII of the Republic Act 11054 or the Bangsamoro Organic Law (BOL) which vested the Bangsamoro Government “the authority to grant the regional franchise, licenses, and permits to land, sea and air transportation plying routes in the provinces or cities within the Bangsamoro Autonomous Region”.

While the landside operation management is now transferred, CAAP which previously managed the whole operation of airports in the region will still work hand in hand with BAA primarily on airside operation. The former has also committed to provide necessary assistance to the new management.

In his message read by Acting Division Chief-Intelligence and Investigation BGen Dionisio Robles, CAAP Director General Captain Manuel Antonio Tamayo signified his support to the new management.

“Please know that CAAP will remain through its resolution of providing necessary technical assistance to BAA through training, seminars, and other activities that will enhance its capacity and further strengthen our support in this region,” Tamayo said.

Since the operation of airports in the region, this would be first in history that a regional airport authority manages the landside operation. Hence, MOTC Minister Atty. Paisalin Tago believes that the Bangsamoro is capable in running airports.

“Isa itong pagkakataon na mapapatunayan natin na may kakayahan ang mga taga BARMM na i-manage ang mga airports na ito ng maayos,” said Minister Tago.

MAFAR explores rice varieties fit for soil in Maguindanao to increase production

COTABATO CITY–Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR) has been testing the applicability of different rice varieties at Barangay P. Labio, in Northern Kabuntalan, Maguindanao del Norte.

MAFAR’s Research Development and Extension Services conducted the trial activity during the Regional Preferential Analysis of Participatory Performance Testing and Validation Technology Demonstration under Next Generation (NextGen) Projec during the last week of December 2022.

“This is the extension activity of the research, mainly, our purpose is to showcase the different varieties that might be applicable in our area,” said Tong A. Abas, Director II for Research Development and Extension Services.

“This also shows our farmers the possible variables to be adapted and suited in our province and the region,” he added.

In a 1,000-square-meter demonstration farm, 13 varieties were used as sampling methods, including eight irrigated varieties and five special-purpose varieties. Based on the results, the NSIC Rc128 got the Top 1 in the Special Purpose category and NSIC Rc514 was Topped in the In**ed category.

Among the varieties demonstrated with special purpose categories were NSIC Rc344, NSIC Rc402, NSIC Rc342, and NSIC Rc128. And from Irrigated In**ed category were NSIC Rc506, NSIC Rc508, NSIC Rc402, NSIC Rc222, NSIC Rc510, NSIC Rc582, and NSIC Rc512.

Meanwhile, Director II for Agriculture Engr. Ismail Guiamel said the demonstration of the different varieties is vital as this will serve as the basis for procuring seeds for distribution to partner farmers.

“Determining the best variety means helping you increase your production and income in general,” Director Guiamel said while encouraging farmers to adapt and practice the modern technology being introduced to them.

Princess Hashima Abpi, Municipal Population Officer, also expressed her full support to their farmers.

“On behalf of the LGU Northern Kabuntalan, we are happy and blessed that our farmers and our town were chosen as one of the demonstration sites for this kind of activity and opportunity,” Abpi said. (Kasan Usop, Jr./BIO with reports from MAFAR)

BARMM ends 2022 with 6.3% inflation rate; still lowest in PH

COTABATO CITY–Bangsamoro region maintained the lowest inflation rate record in the Philippines at 6.3 percent last December 2022, according to a report released by the Philippine Statistics Authority (PSA-BARMM) on Tuesday, January 10, 2023.

Both Region-12 or SOCCSKSARGEN and Region-4A or CALABARZON areas logged as second lowest inflation rate at 7.1 percent, Region 5 or BICOL Region as third lowest inflation rate at 7.2 percent, while Region-6 or Western Visayas Region got the highest inflation rate at 10.5 percent.

PSA-BARMM Officer-in-Charge Chief Statistical Specialist Edward Donald Eloja said that the region’s inflation rate at 6.3 percent last December 2022 was slightly high compared to 6.0 percent in November 2022.

“The slight increase of an inflation rate to 0.3% in December compared to the previous month in the Bangsamoro region was primarily due to the increase in growths in the indices of two (2) commodity groups such as food and non-alcoholic beverages at 8.5 percent in December compared to 7.6 percent in November; and housing, water, electricity, gas, and other fuels at 3.2 percent compared to 2.9 percent in November,” Eloja explained.

“BARMM has recorded an average inflation rate of 4.1 percent in the entire year of 2022 while 1.9 percent average inflation rate compared in the year 2021,” he added.

Among the provinces in BARMM, Lanao Del Sur still recorded the highest inflation rate in December 2022 at 8.7 percent followed by Tawi-Tawi at 7.3 percent, Basilan at 6.6 percent, Sulu at 5.4 percent, and Maguindanao at 4.8 percent.

Tuesday’s report of PSA-BARMM also mentioned that Cotabato City slightly climbs its inflation rate to 5.3 percent in December compared to the 4.2 percent inflation rate in the previous month of November.

The headline inflation rate in the entire Philippines slightly rose to 8.1 percent in December 2022 from 8.0 percent compared to the previous month of November 2022.

Meanwhile, Bangko Sentral ng Pilipinas (BSP) Senior Research Specialist Zarinah Aligsao said, “the increase in inflation rate was primarily due to external factors, including the ‘War in Ukraine’ and internal factors due to high demand of commodities because of the yuletide season.” (Kasan Usop, Jr./BIO)

BLTFRB urges public transport to comply with franchise documents in 3 months

COTABATO CITY—Bangsamoro Land Transportation Franchising and Regulatory Board (LTFRB) of the Ministry of Transportation and Communications (MOTC) began the information drive for public transport operators and stakeholders in the region to comply with their franchise documents before its operation in March this year.

The activity, which will run from Jan. 10-12, aimed to implement the board’s mandate which is to serve the Bangsamoro stakeholders with reliable and safe travel to the commuting public.

“Our officers and staff will begin their work to convey their (motorists) role as operators to comply with the rules and regulations of the LTFRB,” said, Director II of Land and Transport Services Datunor Abutazil.

“To our fellow motorists with passenger cars, our Ministry, headed by Atty. Paisalin Tago, has given a three-month (Jan-March 2023) grace period for passenger cars that have not yet complied with their franchise. If possible, please consult our office to find out the details,” Abutazil added.

Meanwhile, Rasol Arsad, one of the operators said, “kung sabagay maganda naman itong ginagawa ng LTFRB BARMM para madisiplina ang mga drivers, kung nagbibiyahe tayo ay dapat kompleto ang mga papeles natin.”

Arsad further said that there should be a regular checkpoint conducted by the BLFTRB to eradicate illegal usage of franchises, especially for Public Utility Vehicles (PUVs).

Accordingly, the same activity shall be held in Lanao del Sur tentatively on January 16 to 18, to be followed in the island provinces of Basilan, Sulu, and Tawi-Tawi. (Majid Nur/BIO)
