Lo Ivan Castillon PhD, Chief of the Planning and Management Division, represented the Office of the Chief Minister (OCM) at the 3rd Meeting of the Regional Basic Sector Coordinating Council (RBSCC) in Davao City, underscoring OCM's policy leadership in social development and anti-poverty integration.

The Magna Carta of the Poor (RA 11291) guarantees five fundamental rights for every Filipino: adequate food, decent employment, quality education, adequate housing, and standard healthcare. To operationalize these rights, the Department of the Interior and Local Government (DILG) and the National Anti-Poverty Commission (NAPC) issued Joint Memorandum Circular (JMC) No. 001, Series of 2025, providing guidelines for local governments to craft Local Poverty Reduction Action Plans (LPRAPs). Created under Republic Act 8425 (the Social Reform and Poverty Alleviation Act), NAPC is the principal coordinating and advisory body mandated to oversee implementation of the national Social Reform Agenda (SRA) and ensure its integration into development plans at the national, regional, and local levels. A central function of NAPC is to bridge government agencies with marginalized communities by institutionalizing the active participation of 14 basic sectorsโ€”including farmers, artisanal fisherfolk, urban poor, indigenous peoples, women, and youthโ€”in policy development, monitoring, and resource allocation. However, because the Bangsamoro Organic Law (RA 11054) grants autonomous status to BARMM, JMC No. 001 explicitly excludes Bangsamoro ministries and local units unless the regional government formally adapts it, respecting the region's mandate to protect the culture, integrity, and dignity of its people.

Over a year has passed since the JMC's release, and although formal discussions are yet to commence, efforts are underway to overcome legal barriers to its adoption. Regional statistics indicate steady progress, and while BARMM continues to face high poverty levels, it is making strides toward improvement. Prioritizing the establishment of an official legal pathway for LPRAP adoption through active coordination among OCM, the Ministry of the Interior and Local Government (MILG), and NAPC demonstrates a strong commitment to positive change.

While working on formal policy integration, OCM directly addresses community needs through several relief, housing, and rehabilitation initiatives. OCM provides direct medical and financial support through Special Direct Assistance programs such as AMBAG (Ayudang Medikal mula sa Bangsamoro Government), Project SALAM (Strengthening Access to Living Assistance to Marginalized Bangsamoro), and TABANG (Tulong Alay sa Bangsamorong Nangangailangan). Long-term welfare is supported through KAPYANAN (Kapayapaan sa Pamayanan) flagship housing projects, Support to Local Moral Governance (SLMG), and the Marawi Rehabilitation Program (MRP). The Office of the Bangsamoro Under Special Circumstances (OBMUSC), alongside Peace, Security, and Reconciliation Office (PSRO) further facilitates transitional support and reintegration assistance.

To advance regional policy alignment, Mr. Castillon presented concrete steps during the council meeting, including strengthening lobbying efforts, conducting a joint review of existing JMC guidelines, and providing technical assistance to bridge the council and NAPC with the Bangsamoro government.

These actions directly align with Chief Minister Abdulraof A. Macacua's Mas Matatag na Bangsamoro Agenda under Executive Order No. 0002, s. 2026. This agenda drives development across five core pillars: Mas Matatag na Gobyerno (Governance), Mas Matatag na Kabuhayan (Livelihood), Mas Matatag na Pamayanan (Community), Mas Matatag na Seguridad (Security), and Mas Matatag na Paniniwala (Faith). A tailored LPRAP pathway ensures local plans feed directly into this vision, building a stronger, poverty-resilient region.

The Office of the Chief Ministerโ€“Technical Management Service (OCM-TMS) convened a Consultation with Bangsamoro Ministries, Offices, and Agencies (BMOAs) with Transitional Justice (TJ) mandates on September 3, 2026, at the Bajau Hall, Office of the Chief Minister, Cotabato City.

The consultation focused on the formulation of the Implementing Rules and Regulations (IRR) of Bangsamoro Autonomy Act No. 89, otherwise known as the Bangsamoro Transitional Justice and Reconciliation Act of 2025.

Key activities included the presentation of the consultation rationale and timeline, an overview of the draft IRR, the presentation of position papers by offices with functions related to transitional justice, and an open forum to gather inputs, observations, comments, and recommendations from key stakeholders.

The consultation fosters meaningful collaboration toward developing an IRR that is responsive, inclusive, and aligned with the mandates and perspectives of relevant Bangsamoro institutions.

In his closing statement, Lo Ivan R. Castillon of OCM-TMS underscored the proper role of the IRR in giving effect to the law, emphasizing that โ€œThe IRR will implement the law and will not substitute the law.โ€

The Office of the Chief Minister- Technical Management Service (OCM-TMS) participated in the Knowledge Exchange Forum on Gender and Development (GAD): โ€œA Faith-Based Approach on Empowering Families and Enhancing Work Ethics in the Workplace,โ€ conducted by the Center of Knowledge Management (DABโ€“CKM) in Kidapawan City.

The forum brought together participants from BIO, TMS, BLA, OOBC, OSC, BDI, CSEA, and BICTO to explore the intersection of faith, culture, and GAD. Discussions centered on values that promote fairness, dignity, equitable service delivery, workplace accommodation, and meaningful participation. Participants also examined how faith and culture can both support and present challenges to GAD outcomes, with key insights synthesized into cross-cutting themes.

Discussions were facilitated by Mr. Mohammad Balimbingan of the Bangsamoro Women Commission, highlighting the importance of broadening perspectives on gender and development. Participants likewise identified existing programs and initiatives that contribute to family empowerment and exchanged GAD and family-strengthening best practices. Discussions explored approaches that can strengthen participation, promote shared household decision-making, and contribute to overall family well-being.

The forum also examined the principles of Integrity, Professionalism, and Accountability through the lens of faith-based values and workplace practices, while identifying GAD gaps and opportunities across participating offices.

Strengthening institutional competencies in project planning and evaluation is essential in developing well-designed, responsive, and results-oriented programs and projects. The three-day activity focused on strengthening practical skills in project planning, design, implementation, monitoring, and evaluation. The sessions covered stakeholder and problem analysis, objectives and alternatives analysis, the Design and Monitoring Framework (DMF), project implementation planning, gender and climate mainstreaming, and alignment with the Sustainable Development Goals (SDGs).

The activity supported TMSโ€“PMD's continuing efforts to strengthen its technical capacity in project development, planning, monitoring, and evaluation, contributing to better-designed and more results-oriented programs and projects for the Bangsamoro.

The Office of the Chief Minister (OCM) achieved an overall performance rating of 4.66, equivalent to Outstanding, during the Midyear Performance Review and Planning Conference (MPRPC) for Fiscal Year 2026.

The assessment reflected the OCM's performance across its key functional areas, with ratings of 4.61 for Strategic Objectives, 4.64 for Core Functions, and 4.80 for Support Functions.

The results underscore the collective efforts of the OCM's offices and personnel in advancing its strategic objectives, delivering core services, and strengthening internal support functions in pursuit of efficient, effective, and responsive public service.

This Outstanding rating reflects not only the accomplishments achieved during the first half of FY 2026 but also the OCM's continuing commitment to excellence, accountability, and the advancement of Moral Governance for the Bangsamoro.
