In May 2026, Mr. Lo Ivan Castillon, Chief of the Planning and Management Division (TMS-OCM), attended the Training on the Harmonized Gender and Development Guidelines (HGDG) Tool in Mainstreaming Gender Elements in the Project Development Cycle for OCM Special Programs.
In his closing remarks, Chief Castillon challenged all OCM Special Programs to actively apply these tools in creating an inclusive, rights-based, and gender-responsive ๐๐๐ ๐๐๐ก๐๐ก๐๐ ๐๐ ๐ต๐๐๐๐ ๐๐๐๐๐.
โLetโs not leave the HGDG as mere concepts in a manual,โ Castillon emphasized. โWe are doing this not only for compliance but also to create change... because true development leaves no one behind.โ
Moving forward, OCM Special Programs are geared toward assessing current project proposals using HGDG design checklists, ensuring that future program objectives explicitly address identified gender gaps, and staying aligned with Gender and Development (GAD) mandates through standard reporting frameworks.
This initiative reinforces the commitment of OCM Special Programs to integrate gender-responsive approaches into project planning and implementation, ensuring that development interventions remain inclusive and responsive to the needs of all sectors of society.
