The Civil Society Organization (CSO) Consultation on the Formulation of the Implementing Rules and Regulations (IRR) of BAA No. 89 was conducted on September 23โ24, 2026, in Cotabato City, bringing together civil society representatives, government officials, legal practitioners, and development partners to discuss the draft IRR and gather inputs for its refinement. Facilitated by Ms. Mags Maglana, the consultation provided a venue for stakeholders to discuss the draft IRR and contribute their perspectives toward its refinement.
The consultation opened with messages from Abdullah M. Cusain, Assistant Senior Minister; MP Suharto Ambolodto; Winston Alymer Camariรฑas of the United Nations Development Programme (UNDP); Dirgha Raj Sigdel of Forum ZFD; and Guiamel Alim of the Consortium of Bangsamoro Civil Society (CBCS). Their messages highlighted the importance of transitional justice, meaningful civil society participation, and effective implementation of BAA No. 89.
Atty. Abdel Aziz T. Alih presented the IRR, followed by opening statements and an extensive question-and-answer discussion with the participants. MP Raissa H. Jajurie, Guiamel Alim of the Consortium of Bangsamoro Civil Society (CBCS), Atty. Mohammad Al-Amin Julkipli of BAGO, and Atty. Abdel Aziz T. Alih, LLLO served as panel members and responded to the questions raised during the discussion.
Participants also took part in group workshops to examine specific provisions of the draft IRR, with the groups reviewing different rules and raising recommendations, questions, and concerns for consideration in the continuing refinement of the draft.
The activity also featured the Impressions and Pledge of Commitment from participating CSOs, providing an opportunity for civil society representatives to share their reflections and express their commitment to the continuing process.
Among the matters raised were the inclusion of Bangsamoro communities and survivors outside BARMM, representation and participation of CSOs, the frequency and accessibility of CSO forums, documentation of human rights violations, land-related concerns, memorialization, protection and access to archival records, and coordination with national mechanisms.
The consultation concluded with closing remarks from Windel P. Diangcalan, Director III of the Technical Management Service (TMS).
The consultation provided a platform for CSOs and other stakeholders to contribute their questions, perspectives, recommendations, and concerns toward the continuing refinement of the IRR of BAA No. 89.
