In May 2026, Mr. Lo Ivan Castillon, Chief of the Planning and Management Division (TMS-OCM), attended the Training on the Harmonized Gender and Development Guidelines (HGDG) Tool in Mainstreaming Gender Elements in the Project Development Cycle for OCM Special Programs.

In his closing remarks, Chief Castillon challenged all OCM Special Programs to actively apply these tools in creating an inclusive, rights-based, and gender-responsive ๐‘€๐‘Ž๐‘  ๐‘€๐‘Ž๐‘ก๐‘Ž๐‘ก๐‘Ž๐‘” ๐‘›๐‘Ž ๐ต๐‘Ž๐‘›๐‘”๐‘ ๐‘Ž๐‘š๐‘œ๐‘Ÿ๐‘œ.

โ€œLetโ€™s not leave the HGDG as mere concepts in a manual,โ€ Castillon emphasized. โ€œWe are doing this not only for compliance but also to create change... because true development leaves no one behind.โ€

Moving forward, OCM Special Programs are geared toward assessing current project proposals using HGDG design checklists, ensuring that future program objectives explicitly address identified gender gaps, and staying aligned with Gender and Development (GAD) mandates through standard reporting frameworks.

This initiative reinforces the commitment of OCM Special Programs to integrate gender-responsive approaches into project planning and implementation, ensuring that development interventions remain inclusive and responsive to the needs of all sectors of society.

The joint monitoring activity was conducted in adherence to the Office of the Chief Ministerโ€™s mandate to ensure efficient, transparent, and responsive implementation of Special Programs across the Bangsamoro Autonomous Region in Muslim Mindanao.

From May 11 to 15, 2026, the monitoring team from TMS-PMD and representatives from Special Programs (AMBAG, SLMG, TABANG, KAPYANAN, and SALAM) conducted field monitoring and assessment of ongoing projects and interventions across the province of Tawi-Tawi. The activity started with a courtesy call and coordination with local officials in Bongao on Day 1. On Day 2 to 4, the team proceeded to actual site visits and consultations with beneficiaries and implementers to verify progress, compliance with guidelines, and utilization of resources.

The monitoring covered housing projects, humanitarian assistance, livelihood support, infrastructure projects, cash subsidy programs, and health-related initiatives across various municipalities in the province.

Under the KAPYANAN Project, several housing sites were monitored, including the successfully turned-over 100-unit housing project in Simunul benefiting fisherfolk and Badjao communities, while other housing projects remain ongoing. Project TABANG monitored the positive impact of humanitarian, educational, and livelihood assistance, particularly in supporting madrasah institutions, disaster victims, and local farmers. The SLMG Project monitored covered courts and public toilet facilities, with one covered court nearly completed while other infrastructure projects remain ongoing. For the SALAM Project, beneficiaries expressed satisfaction with the cash subsidy assistance, highlighting its importance in supporting their daily needs. Moreover, the AMBaG Program conducted coordination meeting and monitoring activity with partner hospital in Tawi-Tawi.

The Training on Data Analysis and Data Visualization conducted in Davao City provided participants with both technical knowledge and critical insights on the role of data in governance, reporting, and decision-making. While initially designed as a capacity-building activity on data analysis techniques, the training evolved into a broader discussion on critical thinking, institutional learning, and evidence-based governance.

During the first day, participants were introduced to the fundamental concepts of data, data analytics, data cleansing, and critical thinking. Through interactive discussions and workshops, the activity challenged participants to rethink their understanding of data beyond numbers and statistics. The sessions emphasized that reports, narratives, observations, and even experiences are forms of data that carry institutional and social meaning. Participants were also encouraged to examine the importance of context, interpretation, and curiosity in analyzing information rather than merely consolidating reports and accomplishments.

The second day focused on workshop presentations and deeper analytical discussions. Through critiques and open discussions, the facilitators emphasized the distinction between descriptive reporting and genuine analysis. Participants realized that effective analysis requires asking meaningful questions, validating assumptions, examining causes behind trends, and understanding the realities reflected in the data. The sessions also highlighted the responsible use of artificial intelligence in report writing, emphasizing that while AI may assist in drafting narratives, human judgment, contextual understanding, and professional experience remain essential in producing credible and meaningful analysis.

One of the most significant insights gained from the training was the recognition that many offices operate within a culture focused on consolidation rather than analysis. The activity therefore challenged participants to move beyond compliance-oriented reporting and toward more reflective, evidence-based, and analytical approaches in handling institutional data and reports.

Overall, the training successfully strengthened the participantsโ€™ appreciation of data as a tool for governance, accountability, and decision-making. More importantly, it encouraged participants to become more critical, curious, and intentional in interpreting information and understanding the realities behind reports and numbers.

Through this initiative, participants deepened their understanding of DRRM frameworks, the four pillars of disaster risk reduction, and the importance of capacity in minimizing risk. The activity also promoted the use of strategic tools and reinforced alignment with national and regional DRRM frameworks, including RA 10121 and BARMM plans.
