Today, during the Regular Session of the Sangguniang Bayan of the Municipality of Consolacion, Proposed Ordinance No. 22, Series of 2026, entitled:

“PROHIBITING DISCRIMINATION ON THE BASIS OF S*XUAL ORIENTATION, GENDER IDENTITY, GENDER EXPRESSION, AND S*X CHARACTERISTICS (SOGIESC) IN THE MUNICIPALITY OF CONSOLACION, CEBU, AND PROVIDING PENALTIES THEREFOR”

was officially passed on its 2nd, 3rd, and Final Reading becoming a landmark ordinance that will protect the LGBT community of Consolacion against discrimination and uphold the dignity and rights of every individual.

This historic ordinance was authored by Hon. Reynaldo “Dodong Rex” Pepito. We are deeply grateful to Mayor Teresa “Nene” Alegado and Vice Mayor Joannes Pepito Alegado for championing this meaningful initiative for us, COLORS.

To all the members of the Sangguniang Bayan, daghang salamat for standing with equality, inclusivity, and human rights.

This victory is for every COLORS who dreamed of being seen, respected, and protected.

With hearts full of gratitude, we extend our sincerest thanks to our beloved Municipal Mayor, Teresa Alegado, and our supportive Vice Mayor, Joannes Joyjoy Pepito Alegado, for making the Livelihood Skills Training Program for the LGBT Community of Consolacion possible.

This initiative is more than just a training program it is a symbol of hope, empowerment, inclusivity, and opportunity for every member of our community. Through your leadership and genuine support, you continue to prove that everyone deserves equal access to growth, livelihood, and a brighter future.

We would also like to commend and thank all our beneficiaries for their commitment, active participation, and enthusiasm as the training continues. Your eagerness to learn and improve inspires us to keep creating programs that empower and uplift the LGBT community.

Gisugdan na karong adlawa ang skills training sa Gugma ug Kaugmaon Livelihood Skills Training alang sa mga miyembro sa LGBTQIA+ community sa atong lungsod.

Ang mga benepisyaryo sa maong programa mopailawm og training sa hairstyling aron mahimong kwalipikado sa NC-II accreditation sa TESDA.

Kon makagradwar na sila maong programa, hatagan usab sila og startup kit aron makasugod og patigayon gamit ang ilang mga nakat-onan sa programa.

Malipayon nga nakigduyog sa nga benepisyaryo si Vice Mayor Joyjoy Alegado nga mipaambit usab sa iyang pasalamat sa ilang kooperasyon ug pagsalmot sa maong programa.

Your courage, understanding, and unconditional love create safe spaces where everyone can truly be themselves. Thank you for reminding us that family is built not only by blood, but by acceptance, respect, and genuine love.

A meaningful and productive Committee Meeting for the Proposed Ordinance No. 22, Series of 2026 prohibiting discrimination on the basis of S*xual Orientation, Gender Identity, Gender Expression, and S*x Characteristics (SOGIESC) in the Municipality of Consolacion, Cebu, and providing penalties therefor.

The committee meeting was truly a success, reflecting our shared commitment to equality, respect, and inclusivity for every Consolacionanon.

We extend our sincerest gratitude to Mayor Teresa “Nene” Pepito Alegado and Vice Mayor Joannes Joyjoy Pepito Alegado, the brainchild of this landmark ordinance, for their vision, leadership, and unwavering support in championing the rights and welfare of the LGBTQIA+ community.

Special thanks as well to Hon. Dodong Rex Pepito, Hon. Victor Maglasang, Hon. Ma. Analee Corpin, Hon. Fred Herrera and GAD Focal Person Ms. Ruby Maligro for their 100% support of this important ordinance.

We also thank the Chapter President of Barangay Tilhaong, Epir Oscares, the Chapter President of Barangay Poblacion Oriental, Zyron Quiapo Lada, and the Chapter Vice President of Barangay Pitogo, Blue Tan, for standing with us in this advocacy.

The proposed ordinance is now calendared for Second Reading, and we remain hopeful for its successful Third and Final Reading without any objections from the Sangguniang Bayan of Consolacion.

Together, we continue to build a safer, more inclusive, and discrimination-free Consolacion.
