Pinatubo in 1991, the American forces at Clark Air Base in Pampanga abandoned the base, leaving everything at nature’s disposal. The eruption damaged almost half of region 3 affecting distant places from the north to the south of the Philippine island and recorded damages amounting to billions of pesos. In 1993, the Bases Conversion Development Authority (BCDA), created the Clark Development Corpo
ration (CDC) and Club John Hay Development Corporation (CJDC) as subsidiaries to manage development efforts in said bases. The Clark Air Base started off with an initial equity investment of Php25.5 million while Camp John Hay with Php 30 million. To promote investment and development at Clark Special Economic Zone, the Clark Development Corp. (CDC) in 1993 initially signed in five investors – one from British Virgin Islands and the rest were Philippine investors. The number of locating investors grew in number until 1996 when a group of locators headed by Atty. Elena Lim, president of Kita Corp. formally organized and signed up 43 members for the covenant without a constitution and by-laws, and was elected as founding Chair in February 22, 1996. In their desire to stand out in addressing their major concerns as locators, this small group gave birth to Clark Investors and Locators Association. The first election was held in 1996 with Atty. Elena Lim as Chairman, Brig. Go as Charter President and with the other members of the board elected as founding directors. In August 22, 1997, CILA obtained its approval as a non-profit organization from the Securities and Exchange Commission with the same officers and directors in holdover position. As of 2008, CILA has 106 registered members out of 262 registered operating enterprises within the Clark Freeport with CDC Permit to Operate (CDC-PTO). The members of CILA account for about 90% of the total investments, employment and export of the Clark Freeport. Since 1996, CILA grew in membership and continues to foster closer business relationship not only within its members but also among business organizations that include the other business chambers within Central Luzon, the Philippine Chamber of Commerce & Industries, Inc.,
