Bohol Names Top Performing Vice Mayors for Q2 2026 Based on Governance and Participation Index
The Transparency, Good Governance and Accountability [TGAA] advocacy group together with Visayas Social Pulse has released the results of its Q2 2026 Governance and Participation Index, identifying the top performing Vice Mayors across the province of Bohol.
The survey, conducted from July 5 to 20, 2026,, gathered insights from 5,000 adult respondents across Bohol’s 47 municipalities and 1 component city. Respondents were selected through stratified random sampling to ensure representation across age, gender, and barangay clusters.
The Governance and Participation Index evaluated Vice Mayors based on 4 key indicators:
1. Transparency – Accessibility of office programs, budgets, and session records to the public
2. Responsiveness – Speed and quality of action on constituent concerns
3. Legislative Leadership – Effectiveness in presiding over the Sangguniang Bayan and passing pro-people ordinances
4. Community Participation – Engagement in barangay consultations, programs, and initiatives that encourage citizen involvement
“These results are not about popularity. They reflect how citizens experienced governance at the ground level during Q2. We delayed the release to validate late submissions from island and upland barangays. Accuracy matters more than speed when reporting to the people. Our goal is to promote accountability and inspire better public service.”
TGAA emphasized that the index is non-partisan and does not receive funding from any LGU. The survey has a +/- 3% margin of error at 95% confidence level.
