The day began with a spirited motorcade across Vigan City, bringing together representatives from CSOs, NGOs, NGAs, and various sectors—each playing a vital role in advancing participatory governance.

As the evening unfolded, the program welcomed distinguished guest Chaco G. A. Molina, whose longstanding involvement in Vigan’s development reflects the importance of sustained partnerships in shaping the city’s future.

Recognizing excellence and dedication, the City Government honored organizations and individuals who have significantly contributed to local initiatives. The Top 10 Outstanding Civil Society Organizations for 2025 were celebrated for their impact, with the Rotary Club of Vigan earning the distinction as Most Outstanding CSO.

Adding life to the celebration were creative performances from participating CSOs, showcasing the diversity and talent within the community. The night was further enlivened by a special serenade from Freestyle, bringing energy, music, and a festive atmosphere to all in attendance.

A celebration not only of achievements, but of unity, partnership, and a shared commitment to a more inclusive and empowered Vigan.

A meaningful output from our Strategic Planning Workshop—shaping a clearer direction for a more empowered, participatory, and heritage-driven Vigan People’s Council. Together, we move toward a stronger partnership between civil society and governance.

The session was facilitated by Guest Speaker Atty. Verselie Limos, who guided participants through visioning exercises, strategic direction setting, and planning workshops. Through these activities, participants collectively developed the Vigan People’s Council’s 𝘃𝗶𝘀𝗶𝗼𝗻, 𝗺𝗶𝘀𝘀𝗶𝗼𝗻, 𝗮𝗻𝗱 𝗰𝗼𝗺𝗽𝗿𝗲𝗵𝗲𝗻𝘀𝗶𝘃𝗲 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗳𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸 𝗳𝗼𝗿 𝟮𝟬𝟮𝟱–𝟮𝟬𝟮𝟴.

This initiative was led by the VPC officers headed by Eva Marie S. Medina, whose leadership played a vital role in strengthening coordination and advancing the collective goals of civil society in Vigan.

The strategic planning session also marked a significant milestone as it formalized the transition from the Local People’s Council to the Vigan People’s Council, reflecting a stronger and more unified representation of civil society organizations in local governance and community development.

A total of 42 Non-Government Organizations (NGOs) received their Certificates of Accreditation, formally recognizing their partnership with the City Government in the implementation of local programs, policies, and community development initiatives.

The event also highlighted the Oath-Taking Ceremony of the newly elected LPC officers, officiated by City Mayor Randy Singson. Former Mayor Eva Marie S. Medina formally assumed office as President, together with the newly elected officers who will serve as representatives of civil society organizations and partners in strengthening participatory governance in Vigan City.

On September 9, 2025, the Department of the Interior and Local Government (DILG) Vigan City, together with the City CSO Desk Office and the Sangguniang Panlungsod Office, conducted the Civil Society Organizations (CSO) Conference and Selection of CSO Representatives to the Local Special Bodies (LSBs) at the Vigan Culture and Trade Center (VCTC).

As part of the conference, the election of officers for the Organization of the Local People’s Council in Vigan City was also held. The newly elected officers are headed by President, Former Mayor Eva Marie S. Medina, who will lead the council in strengthening collaboration among civil society organizations and enhancing participatory governance in the city.
