The LAW ENFORCER RIDERS ASSOCIATION OF THE PHILIPPINES (LERAP) is an organization of riders, who have graduated from the motorcycle riding courses conducted by PNP Highway Patrol Group; riders from other law enforcement agencies; and affiliate civilian rider enthusiasts from various sectors of the motorcycling community. It was formed by thirty-five alumni riders from the commissioned officers and
non-commissioned police officers rank of the Highway Patrol Group at a resort in Bgy Pansol, Laguna on May 18, 1996. The association's primary objective is to "foster and develop brotherhood and camaraderie among law enforcement riders and affiliate members." To promote road safety, courtesy and discipline to all road users;
b. To assist in the conduct of regular or special motorcycle rider's training;
c. To formulate training guidelines that will advance the skills of members and qualify them as instructors;
d. To conduct research and studies for the advancements of programs that would be beneficial to law enforcement and civilian motorcycle riders; and
e. To establish effective linkages with concerned sectors and other motorcycle groups in the promotion of motorcycling as a hobby and as a sport. LERAP has two categories of members, namely; regular and affiliate. "REGULAR" members are those who have graduated from the motorcycle riding courses conducted by HPG, while the "AFFILIATE" members are law enforcers and civilians who have not participated in the training but are already proficient motorcycle riders. It has now a membership of more than 2,500 both regular and affiliate card bearing members nationwide and its membership is still growing. Aside from the mother chapter, which is based in the National Capital Region, it has also established thirteen (13) chapters in various provinces, namely: Bulacan, Baguio-Benguet, Cavite, Ilocos Norte, Isabela, La Union, Laguna, Mindoro Occ/Or, Nueva Vizcaya, Pampanga, Pangasinan, Quezon and Zambales. (Take note that as of this posting, LERAP has already organized two additional chapters in Mindanao, namely: LERAP Zamboanga City Chapter, the 14th and LERAP Cagayan do Oro Chapter, the 15th.) Since its formation, it became a member of Luzon Motorcyclists Federation, Inc. (LMFI) and National Federation of Motorcycle Clubs of the Philippines (NFMCP), where it hosted the 21st National Federation Convention at Tagaytay City in 2015, and had regularly participated in annual conventions and other events of both federations since 1997 up to this year. It was awarded five times as the "biggest club delegation" in the national federation conventions in the years 2012 (Angeles City), 2013 (Bacolod City), 2014 (Dapitan City), 2018 (Legaspi City) and 2019 (Iloilo City), respectively. It already logged in thousands of kilometers while riding to various places in Luzon, Visayas and Mindanao either as participants of the various activities; while promoting moto-tourism; conducting outreach medical missions; and/or doing relief operations to victims of calamities. It also assisted in several motorcycle safety and riders training of law enforcement and civilian agencies and had rendered various forms of assistance to both riders and non-riders as well. The club and its members owed its existence to PMGen Francisco Zubia Jr, then (Col) Director of HPG and the club’s founding President; PBGen Fernando Pace, then (Lt Col) District Director of HPG NCRD and the club’s founding Vice President; PCapt Abraham Cubilla then (MSgt) Secretary General of the club and PCapt Rolando Tan then (MSgt) Ride Instructor, both of HPG NCRD, whose persistence, tenacity and/or determination contributed immensely to the realization and organization of LERAP, which rose to be one of the biggest motorcycle clubs in the country today. The club’s theme is “Respect, Unity and Brotherhood” and PBGen Fernando Pace, who was President of NFMCP in 2015 and also President of LMFI for four years, is the incumbent National President of LERAP. The club also wishes to convey its gratitude to the Officers and men of the Highway Patrol Group for their indispensable support during the formative years of the association and over the years. LERAP remains to this day as "your friendly motorcycle club in the neighbohood and on the road."
