The inaugural legislative assembly of the NU Cebu student body formally organized its leadership on June 5, 2026, as student representatives convened for the 1st Legislative Special Session of the 1st NU Cebu Student Congress at the Learning Resource Center (LRC).
During the organizational proceedings, School of Allied Health Representative Hon. David Blend M. Rondina was elected as the first-ever House Speaker of the 1st NU Cebu Student Congress, marking a historic milestone in the development of student governance at NU Cebu.
The session was convened pursuant to NUCSG Memorandum No. 001, s. 2026, issued by the Office of the NU Cebu Student Government President, which called together members of the Student Congress, Program Student Council officers, executives of independent constitutional commissions, committee and bureau directors, appointees, and other student leaders to formally organize the legislative body for Academic Year 2026โ2027.
As House Speaker, Rondina will serve as the presiding officer of the Student Congress and shall lead legislative deliberations, facilitate parliamentary proceedings, and oversee the consideration of policies, resolutions, confirmations, and other matters concerning student governance.
The organizational phase of the session also included the election of key congressional officers, namely the Deputy House Speaker, General Secretary, Majority Floor Leader, and Minority Floor Leader, completing the initial structure of the Congress.
Following the organization of the legislative body, members proceeded with the confirmation of appointments for Program Student Council officers, NU Cebu Student Government directors, executives of the Independent Constitutional Bodies, and members of the Constitutional Committees.
The Congress likewise deliberated on and approved major governance frameworks for Academic Year 2026โ2027, including the NU Cebu Student Government General Plan of Action (GPOA) and the proposed annual budget.
Among the significant agenda items discussed were the university-wide programs and initiatives scheduled for the first term, including Constitutional Convention 2026, PAGHIMAMAT 2026, PAGPILI 2026, PASIDUNGOG 2026, NUtrition Month 2026, PAGPALAMBO 2026, PAGHIUSA 2026, Buwan ng Wika sa NU Cebu 2026, NU-VATION Camp 2026, and PAGPASIDUNGOG SA PAGKAMAALAMON 2026.
Additional matters tackled during the session included the reaccreditation of Program Student Councils and Registered Student Organizations, organizational planning and budget presentations, adviser recommendations, the selection of an official batch name for the second batch of NU Cebu students, and the adoption of official nomenclature for student governance bodies.
The convening of the 1st NU Cebu Student Congress signifies the formal commencement of legislative operations under the NU Cebu Student Government for Academic Year 2026โ2027 and establishes a representative platform through which student leaders may deliberate, legislate, and collaborate on matters affecting the Nationalian community.
With the election of its first House Speaker and the successful organization of its legislative leadership, the Student Congress begins its mandate of advancing responsive, participatory, and student-centered governance within NU Cebu.
