𝐂𝐏𝐘𝐃𝐎 𝐂𝐚𝐩𝐚𝐜𝐢𝐭𝐚𝐭𝐞𝐬 𝐁𝐚𝐫𝐢𝐥𝐢 𝐒𝐊 𝐎𝐟𝐟𝐢𝐜𝐢𝐚𝐥𝐬 𝐚𝐭 𝐭𝐡𝐞 𝟐𝟎𝟐𝟔 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐚𝐧𝐝 𝐁𝐮𝐝𝐠𝐞𝐭𝐭𝐢𝐧𝐠 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩

The Cebu Provincial Youth Development Office (CPYDO) was honored to join the Sangguniang Kabataan (SK) Planning and Budgeting Workshop 2026 of Barili LGU, held in the beautiful island of Siquijor from September 22–25, 2026!

Representing CPYDO, Program Development and Implementation Officers Rodalee Otadoy and Rodamee Otadoy facilitated key sessions to guide and equip Barili’s dedicated SK Chairpersons and Council members.

Ms. Rodamee Otadoy delivered a refresher course on the fundamental Sangguniang Kabataan Modules pursuant to Republic Act No. 10742, as amended by Republic Act No. 11768. The session highlighted the duties of SK Officials, the dynamics of the Katipunan ng Kabataan, and the mechanisms of Checks and Balances in barangay operations. Additionally, she introduced the Provincial Youth Development Plan (PYDP) 2026–2028 to guide local leaders in formulating their respective Comprehensive Barangay Youth Development Plans (CBYDP).

Complementing the framework sessions, Ms. Rodalee Otadoy discussed Project Implementation Planning, providing actionable strategies to ensure effective project rollout across Barili’s barangays.

Kudos to the SK leaders of Barili for their commitment to proactive, transparent, and structured youth governance! Together, let’s make 2026 a stellar year for youth development. 🙌

Andam na, kay mubalik na ang AYL! Ug karon, padulong na ta sa Cebu!

Ang Kaya Natin! Academy for Young Leaders (AYL) mao ang official youth development program sa Kaya Natin! Movement, nga kauban ang Friedrich Naumann Foundation Philippines (FNF) sukad pa niadtong 2020. Pinaagi sa AYL, gihatagan ug kahibalo ug praktikal nga mga abilidad ang mga kabatan-onan aron mas masabtan nila ang ilang komunidad, ug mapalambo ang pagpangulo pinaagi sa maayong pagdumala ug matinud-anon nga serbisyo sa publiko.

Sukad 2022, nahimo usab ang AYL nga usa ka training ground para sa mga kabatan-onan nga interesado nga magbuhat ug magpaligon sa Kaya Natin! Youth chapters sa ilang mga komunidad.

Kung andam ka mahimong lider nga Matino, Mahusay, ug May Puso—lider nga adunay integridad, kahibalo, ug kasingkasing sa pagserbisyo—mao na ni imong oportunidad para makatuon, makaila og bag-ong mga kauban, ug makatabang sa imong komunidad!

Day 1 at the Pagsugod Youth Leadership Summit 2026 in Hidden Valley and Mountain Resort, Pinamungajan! 🏔️

Cebu Provincial Youth Development Office (CPYDO) was honored to contribute to LGU Tabuelan's summit today as our Program Development and Implementation Officer, Rodalee Otadoy, facilitated an engaging session on "The Leaders’ Toolkit."

It was an inspiring kickoff dedicated to sharpening leadership skills, fostering collaboration, and empowering Tabuelan’s youth to drive positive change.

𝗙𝗿𝗼𝗺 𝗕𝗹𝘂𝗲𝗽𝗿𝗶𝗻𝘁 𝘁𝗼 𝗜𝗺𝗽𝗮𝗰𝘁: 𝗟𝗟𝗬𝗗𝗢𝘀 𝗦𝗵𝗶𝗳𝘁 𝗜𝗻𝘁𝗼 𝗛𝗶𝗴𝗵 𝗚𝗲𝗮𝗿 𝗼𝗻 𝗗𝗮𝘆 𝟮 𝗶𝗻 𝗦𝗮𝗻𝘁𝗮 𝗙𝗲

Day 2 of the LLYDO Summit 2026 shifted momentum from foundational policy to strategic ex*****on, environmental action, and deep peer bonding. Delegates kicked off the day at 5:00 AM by joining the LGU of Santa Fe’s Fiesta Line-Up Activities. Officers energized themselves with a Sunrise Zumba Fitness session before lining the Provincial Highway alongside Santa Fe LGU employees for a Tree Growing Activity, putting environmental stewardship directly into practice.

Returning to the plenary hall for Session 3: From Problems to Programs, Cybel Tantay of the National Youth Commission (NYC) led an evidence-based discussion on Youth Needs Analysis and Youth Profiling. The focus then shifted to sustainable programming with Ramon Aboitiz Foundation, Inc. (RAFI) representatives: Paul Aldrin Villamora, Program Development & Innovation Senior Officer, detailed how to design effective youth programs, while Vince Marie Yap, Community Advocacy Lead, underscored the vital role and ex*****on of strategic advocacy. The morning concluded with a Peer Showcase featuring Cebu Province’s Rank 1 Top-Performing LYDOs, who shared their high-impact best practices and local PPAs.

In the afternoon, Session 4: From Learning to Action equipped officers with standardized tools for local planning. Paul Villamora introduced the newly standardized Activity Design Template crafted to streamline LYDO planning. To demonstrate its practical impact, Kevin Paslon, LYDO of Pinamungajan (Rank 2 Top-Performing LYDO), shared how utilizing the template brought structure and success to their LGU's recent initiatives. Following this, John Carl Montebon, CPYDO Policy and Planning Officer, presented the newly approved Provincial Youth Development Plan (PYDP 2026–2028) to guide municipal calendar alignment. Mr. Marjun Taran, CPYDC Council Member, then emphasized the necessity of a localized Youth Code and presented the initial draft, gathering direct reviews and inputs from delegates.

Before heading into the evening, technical sessions concluded with a deeply moving "Positivity Bubble" activity. Officers walked around the hall offering heartfelt affirmations and genuine compliments to one another, boosting self-esteem, melting away occupational burnout, and deepening the emotional bonds within the network.

The day wrapped up with "Gabii sa Pag-abiabi," a grand Mayor’s Night hosted by the Municipality of Santa Fe and host LYDO Hanz Hortelano at A & J Beach Resort in Pooc, Santa Fe. The LYDOs were welcomed into a stunning setup for an evening of unity, friendship, and cultural celebration. Following dinner, Municipal Vice Mayor Hon. Lovely P. Cabrera extended a warm welcome to the delegates, followed by a vibrant 40-minute cultural presentation. Messages of response were delivered by League President Christian Joecep Lazarte and Rodamee Otadoy, CPYDO Program Development and Implementation Officer, highlighting shared commitment across municipalities. Host LYDO Hanz Hortelano delivered the closing message before the formal program transitioned into a photo session and an energetic fellowship night.
