Central Visayas Network of NGOs The Central Visayas Network of NGOs (CENVISNET) is a coalition of Civil Society Organizations (CSOs) in Central Visayas.

Its mission is to build the strength of its member networks in effecting good governance and achieving sustainable development. CENVISNET was organized in 2006 by the three provincial networks in Region VII as a non-government organization network. Each provincial network consists of NGOs and POs in the provinces of Cebu, Bohol and Negros Oriental. The formation of CENVISNET was an offshoot of the

desire of the development NGO community to promote regionalistic work, expand the reach and increase the effectiveness of development NGO work in Region VII. CENVISNET is an effective avenue for discussion and consensus-building among its members on the fundamental issues in the region and the country. It is also an important platform for joint and coordinated action among its members and partners. It represents its members with government and donor agencies to advocate for the concerns of NGOs and the sectors and communities that they assist. CENVISNET is SEC Registered as Non-Stock, Non-Profit Corporation.

Healing goes beyond rebuilding homes; it’s about restoring hope and the strength to rise again. Through the SAFER Project, CARE Philippines and Central Visayas Network of NGOs are empowering Northern Cebu communities to reclaim their resilience and lead their own path to recovery.

[Statement of CODE-NGO on the Bicameral Conference]

“WE ARE WATCHING: Enough drama, show us good governance!"

We call on the Filipino people to stand with the Senate version of the Budget Bill, which meaningfully incorporated the concerns of the Civil Society, reducing pork-like allocations in their version, such as ayuda, tulong-dunong, and questionable infrastructure items.

We reject the House’s version that, as per Philippine Center for Investigative Journalism, ⅔ of the DPWH budget are pork-barrel allocations which will greatly benefit the House Speaker, the Chair of the Committee on Appropriations, and her sister’s District.

We call on DPWH Secretary Vince Dizon to uphold the dignity of his office, do your work and present to the public a per project costing of infrastructure projects! The Bicam must refuse to be forced into a difficult decision without the necessary information. It is against sound judgment to blindly trust the DPWH with reinstating the House version of their budget based on overpriced cost assumptions, amidst the flood control scandal.

As the largest network of civil society organizations in the Philippines, we at CODE-NGO believe that a genuine Open Bicam is accessible, transparent, and participatory. Filipino citizens and taxpayers have a right to access information, especially pertaining to government budgets.

We welcome the unprecedented reform of livestreaming the Bicameral Conference. Yet, we demand that the Bicameral conference fully realize its promise of a truly Open Bicam. We detest the "emergency meeting" of Senate delegates and the "off-camera huddles of the delegates of the House of Representatives" causing the delay of the conduct of the bicameral conference for nearly 3 hours and further delays throughout the Bicameral Conference.

Let the people sit at the table!

We call on both houses of Congress to encourage people’s participation in the deliberations. The People's Budget Coalition has submitted an analysis of the 2026 budget prior to the bicameral conference and we call for these to be discussed on the floor. We clamor for civil society participation in the Bicam to regain the trust of the Filipino people and to realize a truly peoples' budget.

We implore the lawmakers and the resource persons to exercise self-restraint, to avoid unnecessary and wasteful grandstanding during the bicameral conference. The Filipino people are watching: enough drama, show us good governance.

CENVISNET is committed to scaling up: capacity development, network building, advocacy, and resource generation. Our key priorities moving forward? Strengthening CSO representation, reactivating the DRR-CCA hub, improving humanitarian support, and tackling social issues for good governance! CARE and partner, Central Visayas Network of NGOs are in Bogo City and San Remigio, Cebu conducting a rapid assessment to understand the immediate needs of families affected by the 6.9 magnitude earthquake.

Our initial findings show significant challenges, including damage to infrastructure like the Bogo City Hall, intermittent communication services, and scarce drinking water.

Persistent tremors are forcing many families to sleep out in the open, as they fear their damaged homes could collapse. Residents have reported that aftershocks happen on a regular basis, making them feel unsafe indoors.

"We are deeply concerned, especially for women and girls. We're meeting grandmothers like Gemma, who, after losing her home, is still focused on caring for her grandchildren and her own elderly mother. Our response must prioritize women and girls, ensuring they have the support they need not just to rebuild, but to lead their communities out of this disaster", shares Jerome Lanit, CARE Philippines' Development Portfolio Coordinator.

CSO Engagement ▪️ 09.18.2025

Civil society leaders from Cebu joined the Philippine Economic Briefing with the National Government Agencies (NGAs),Local Government Units (LGUs), and business sector to discuss the economic roadmap for Cebu and the Visayas Islands. Cebu Gov. Pamela Baricuatro and Cebu City Mayor Nestor D. Archival graced the event and welcomed the participants.

This event is in back-to-back with the Macroeconomic Insights for National Action: An Economic Dialogue with Civil Society.

Banko Sentral ng Pilipinas (BSP), the Department of Economy, Planning, and Development (DEPDev), Department of Finance (DOF), and the Department of Budget and Management (DBM) the organizers of these events.

One of our provincial networks, Kaabag sa Sugbo Foundation, Inc. together with the Ramon Aboitiz Foundation, Inc (RAFI), Pagtambayayong Foundation, Children of Asia, World Vision Development Foundation, Urban Poor Associations, Women's Group, and the Transport Cooperatives were among the CSOs that enagaged in the forum.
