Merry Christmas Without a Home: The Call for Recovery and Rehabilitation Continues for Typhoon Tino Survivors in Casili, Consolacion

Christmas in Purok Gumamela looks different this year. While the Alibyo Cebu Ayuda Network, together with the UP High School Student Council, distributed 251 gift bundles to children and families on December 22, festive wrapping cannot conceal the harsh reality on the ground.

Survivors of Typhoon Tino remain in crisis. Families whose homes were completely destroyed are still cramped into the houses of relatives, with no clear or dignified path back to permanent shelter. Although some cash assistance was released, it has fallen far short of what is needed amid the soaring costs of construction materials, leaving many unable to rebuild their lives.

This ongoing hardship is worsened by systemic neglect. Poor urban planning and clogged waterways from nearby subdivisions mean that every heavy downpour threatens renewed flooding—turning recovery into a cycle of fear and uncertainty.

Alibyo continues to stand with typhoon survivors and their families. We honor the spirit of giving this season, but we refuse to let charity replace accountability. Christmas should not be used to mask inaction. We call on both national and local governments to deliver a genuine recovery plan—one that goes beyond temporary relief. We demand safe, quality, and free housing for every Filipino.

Alibyo Cebu Ayuda Network, in partnership with the Cebu Archdiocesan Social Advocacies (CASA) of the Archdiocese of Cebu, successfully held a community event on December 16 at St. John Bosco Parish in Liloan, Cebu.

With the theme "PAG-AMUMA: An Encounter with Individuals Affected by the Massive Flooding Caused by Typhoon Tino," the event began with a psychosocial session led by Bro. Paul Bongcaras, SVD, providing emotional and mental support for those affected. This was followed by a Eucharistic Mass presided over by Rev. Fr. Dave Christopher Y. Cantillas, Chairman of the Commission on Youth of the Archdiocese of Cebu.

The activity concluded with a situationer of the communities assisted by Alibyo Cebu, offering an in-depth look at the current state of recovery in the aftermath of Typhoon Tino. Many of these communities are still grappling with the destruction caused by the typhoon, with families living in temporary shelters, basic services still disrupted, and infrastructure yet to be fully restored. Despite relief efforts, the road to recovery remains long and difficult, and the needs of the people continue to grow.

As part of the initiative, participants were provided with lunch and relief packs, offering some immediate relief to the families who are still struggling day-to-day.

Alibyo Cebu, together with its member organizations, remains committed to standing in solidarity with the survivors and affected communities as they continue their journey toward full recovery. We continue to call for justice and accountability from the government to ensure that no one is left behind in the recovery process.

ALIBYO DELIVERS RELIEF TO TYHOON TINO VICTIMS THIS CHRISTMAS SEASON

One month after Typhoon Tino devastated homes across Cebu and neighboring provinces, the path to recovery remains long and difficult. We first launched our community kitchen in Sitio San Miguel, Brgy. Maguikay, Mandaue City and we returned yesterday, December 08 to distribute relief packs to residents in need.

The typhoon left 46 households completely destroyed, with families now living without shelter, compounding the long-standing issue of housing insecurity in the region. The area is still buried in mud, murky waters, and debris—a painful reminder that natural disasters continue to lay bare the neglect faced by our urban poor communities. These families need more than just temporary relief; they require sustainable, long-term solutions to rebuild their lives.

As the holiday season unfolds, we renew our call for justice and accountability. True celebration cannot be found in lights or luxury, but in the restoration of dignity for the displaced and disenfranchised. We stand with the victims of Typhoon Tino and all those who suffer under corruption and government neglect. This Christmas, we rise in solidarity with the people and demand justice—the corrupt Marcos-Duterte regime and their cronies must be held accountable.

Last November 24, we conducted simultaneous relief operations in Barangays Lawaan and Tangke in Talisay City, Cebu, distributing a total of 800 relief packs to families affected by the recent flooding caused by Typhoon Tino.

The distribution was carried out swiftly, as residents needed to secure their homes and ensure the safety of their families with the arrival of Tropical Depression Verbena.

The families have yet to fully recover from the devastation caused by the series of consecutive storms. These communities continue to face immense challenges, not just in rebuilding their homes, but in restoring their sense of security and normalcy.

We extend our deepest gratitude to all our donors and partners who continue to mobilize resources for hot meals and relief goods especially for communities that are often left unreached. Our work goes on because of your enduring solidarity.

URBAN POOR COMMUNITIES STILL STUCK IN DISASTER-PRONE ZONES AFTER TINO

Today, November 18, our network reached an urban poor community in Mandaue to deliver relief packs. The initiative brought simple joy to the residents who has been suffering heavily from the effects of the earthquake and the typhoon.

These urban poor communities have long been experiencing government’s negligence by how our very basic social services are mostly privatized and inaccessible to ordinary people especially the poor. These services include basic human rights to decent, free, and public housing among others.

The recovery and rehabilitation remain to be in the hands of the individual efforts of these communities because the local and national government is not doing enough to relieve them of this dire situation. It is unfair and disheartening to witness the jusxtaposition of these families compared to the lives of corrupt politicians that remains to be swimming in their stolen people’s wealth.

The network, alongside our partners, continue to demand justice and accountability especially from the Marcos regime who has been at the top of this corruption pyramid scheme.

Let us collectively show our rage and strength as we march on the streets of Colon this coming November 30. Kinahanglang naay manubag! Kinahanglan naay hustisya ug akawntabilidad!

FARMERS DECRY: “IKULONG NA ‘YAN, MGA KURAKOT!” 📢

THE HANDS THAT FEED US ARE THE VERY ONES STARVING AFTER THE TYPHOON STRIKE EXACERBATED BY CORRUPTION, DEVELOPMENT AGGRESSION, AND LANDLESSNESS!

Last month, we celebrated Peasant Month, honoring the sector that feeds the entire nation. But after the onslaught of the typhoon and the trembling of the ground after the earthquake, it is they, the farmers, who remain among the most starved.

The very hands that feed us now suffer from empty stomachs, fighting each day just to survive.

Today, November 17, we visited farmers in Pinamungajan and delivered 120 relief packs in partnership with the Center for Trade Union and Human Rights, Philippine Network of Food Security Programmes, and Visayas Human Development Agency, Inc. (VIHDA).

As seen in the video, members of CARWA (Campo Rural Workers Association) under the Kahugpungan sa Nagpakabanang Mag-uuma sa Tersero Distrito (KNMT) cry for justice and accountability. Even before the typhoon struck, another kind of storm had long been battering their lives, which is the heavy and constant presence of militaries in their communities that has been violating their human rights in the way they easily threaten, harass, and red-tag them every second of their lives.

Now, in the aftermath, they continue to carry the brunt of injustices from a government that favors capitalists over the environment and the people.

Corruption is a grave sin against our farmers, those who literally bend their backs under the scorching sun to feed an entire nation. Their cry for justice is not theirs alone; it echoes the collective voice of the people demanding that plunderers and oppressors be held accountable!

This is what a man-made disaster looks like, born out of greed and corruption by the ruling class that serves their own interests instead of the people’s. While millions suffer from floods, hunger, and displacement, the powerful feast on people’s taxes that are funding their luxuries and foreign trips while neglecting disaster preparedness and genuine rehabilitation.

The storms may have passed, but the face of neglect remains : a government that lets its people drown while the corrupt swim in wealth, another Marcos that stayed true to its father’s legacy– being the chief of thieves, a bureaucratic system that favors the capitalists, feudal lords, and imperialist forces, a rotten system that needs to be destroyed!

NO WATER, NO POWER, NO SIGNAL: LILOAN STILL STUCK IN MUD AND GOVERNMENT NEGLECT

Today, 16 November, nearly 12 days after the typhoon, the network reached Brgy. Cotcot in Liloan—one of the hardest-hit communities in the northern part of Cebu. In partnership with the Promotion of Church People’s Response (PCPR) and the Cebu Archdiocesan Social Advocacies (CASA), we served over 700 hot meals to affected residents through our .

The day began with a solemn Eucharistic celebration, where prayers for the lives lost and the healing of the survivors filled the air—a quiet moment of faith amid the ruins left by the storm.
If we recall, Liloan recorded 35 deaths after the typhoon’s onslaught. Homes and infrastructures were reduced to rubble, forcing many families to seek shelter in evacuation centers or return to homes buried in mud and debris.

The municipality’s local officials, including 5th District Congressman Duke Frasco, came under fire for fleeing to London despite warnings that a typhoon as destructive as Odette would strike the region. Its mayor, Aljew Fernando Frasco, was likewise among those who received criminal and administrative complaints before the Office of the Ombudsman.

Nearly two weeks after the typhoon, Cotcot remains without water, signal, or electricity, making daily survival an unending ordeal. Residents continue to clear what remains of their homes—mud-soaked floors, broken walls, and remnants of what used to be their lives. The roads are still covered with thick layers of mud and stagnant water, yet amidst this slow recovery, the people’s resilience endures.

The face of neglect is becoming more apparent day by day after the storm has withered. It continues to expose how the government lacked preparedness and response before, during, and after the typhoon. It further proves that the money from the people’s taxes are corrupted to fund their international trips and luxuries instead of prioritizing people’s welfare.

The people’s resilience and good nature are being abused by those in power and it shows that even until now, the national government fails to address their needs for a decent recovery and rehabilitation. Least, the preventive measures that should be taken to mitigate the risk of losing lives over natural hazards. This is what man-made disaster looks like.
Empowered by greed and orchestrated by bureaucrat capitalists.

We call for justice for the victims, dead or alive, and demand accountability from Marcos who has approved all of these ghost flood control projects in the country and is the main architect of this scheme. One death is already too many. Kinahanglan naay manubag! Kinahanglan naay hustisya!

HUMAN SA UNOS: PAGBAHA SA KASUKO UG PAGPANINGIL SA KATAWHAN ✊❤️‍🔥

Today, November 14, marks the tenth day since Typhoon Tino ravaged the city. As part of our campaign to demand accountability and justice, an anti-corruption forum was held entitled, HUMAN SA UNOS: PAGBAHA SA KASUKO UG PAGPANINGIL SA KATAWHAN at UP Cebu AS Hall.

Led by Bagong Alyansang Makabayan Central Visayas, the participants including typhoon victims from Cotcot, Liloan and Paknaan Mandaue, learned how corruption and the bureaucracy of capitalists greed has exacerbated the effects of natural calamities.

Still reeling from the 6.9 magnitude earthquake, the victims could not help but shed tears as they share their firsthand experiences during the typhoon. They are enraged by how the government officials, local and national, has been neglecting their cries and blatantly blamed them for not evacuating from their homes.

Nanay Yolanda Cabahug, a resident from Sitio Ampalaya Paknaan, Mandaue, painfully expressed that their houses were completely wiped out from the flashflood. Her rage surged through the roof as she shared how the supposedly ripraps from flood control projects should have protected them but rather are the very first ones ruined from the onslaught of the typhoon.

She exposed, alongside the other Nanays present in the sharing, that the Quirante Builders only employed two sub-contractors to finish the ripraps and paid only Php 1,500 per week amidst the billions of budget poured into the flood control projects in their area.

As the saying goes, “Mutual aid and government accountability go hand in hand— one builds community while the other ensures justice.” It expresses the crucial need for us to unify against massive corruption, government neglect, and injustice to the lives lost and slow response for relocation and recovery.

The people of Cebu are seething with rage. We shall see to it that all corrupts should be jailed starting from the top with Marcos as the chief of thieves! That is why, join us as we once again fill the streets with rage and collective strength to fight against corruption on Novembers 30 on the streets of Colon.
