Incumbent Mayor Raymond Garcia is leading the race for the 2025 mayoral elections, according to the latest independent survey conducted from March 17 to 28, 2025, involving 8,000 respondents across Cebu City.

The survey results show Garcia as the clear frontrunner, earning 39% of voter preference. Former mayor Mike Rama, who was previously dismissed from office, trails behind at 24%, while Councilor Nestor Archival ranks third with 22%. Yogi Ruiz secured 11%, and 4% of respondents remain undecided.

Mayor Garcia’s strong showing is seen as a reflection of public trust in his administration’s leadership, stability, and performance since assuming office. Under his term, the city government has emphasized transparency, fiscal discipline, and responsive governance.

In contrast, the former administration's lingering issues may have contributed to the electorate’s shift in support. The data suggests that Cebu City residents are seeking continuity, competent leadership, and progress-oriented governance moving forward.

With the official campaign period drawing near, Mayor Garcia continues to engage with communities, listen to constituents, and build on his administration’s platform of inclusive development and public service.

Panaghiusa Village and Atty. Joey Daluz III: A Community-Driven Housing Initiative

Panaghiusa Village is a community-led socialized housing project in Barangay Ocaña, Carcar City, Cebu. Spearheaded by the Kalambuan sa Dakbayan (KD) Foundation and led by Atty. Jose “Joey” Daluz III, the project aims to provide decent and affordable homes for 95 families who are informal settlers. The initiative occupies a 6,000-square-meter lot and is supported by national government agencies such as the Social Housing Finance Corporation (SHFC) and the Department of Human Settlements and Urban Development (DHSUD).

As a lawyer and political leader, Atty. Joey Daluz III is also the president of Partido Panaghiusa—a local political party originally founded by his mother, Nenita Cortes-Daluz. Through the KD Foundation and his party’s advocacy, Daluz has pushed for sustainable community development, focusing not just on shelter, but on improving the overall quality of life of marginalized residents.

Construction of Panaghiusa Village began in 2022, with phased turnovers of homes expected through 2025. More than just a housing project, it serves as a model for community empowerment—where residents take active roles in planning and building their future homes, fostering unity and shared responsibility.

Through initiatives like this and regular community engagements such as the “Panaghiusa Walk,” where Daluz visits barangays to engage with citizens directly, he continues to bridge the gap between public service and grassroots needs. The Panaghiusa Village project stands as a testament to how visionary leadership and collective action can transform lives.
