hi , I dont know who to ask , but there is a tied up dog near Plaza Independencia (Magallanes × M.J. Cuenco)
There is a dog on a short rope near Magallanes St × M.J. Cuenco Ave (across Plaza Independencia). The dog was howling and repeatedly scratching/chewing at his skin and butt and seemed distressed.
