The Cebu Technological University - Main Campus Disaster Risk Reduction & Management - Quick Response Team was actively deployed during the recently conducted COMELEC on campus. As our community gathered to participate in this important democratic process, our personnel were strategically positioned to ensure that the health and safety of every voter, official, and student volunteer remained a top priority.

Serving as the dedicated medical support on the ground, the team remained vigilant throughout the proceedings, ready to provide immediate assistance for any health-related concerns or emergencies that might arise in a crowded environment. Having responders on-site allows for a seamless and secure event, ensuring that everyone can focus on their civic duties with the peace of mind that help is always within reach.

The Cebu Technological University - Main Campus Disaster Risk Reduction & Management - Quick Response Team was actively present during the recent NSTP Community Outreach Program to ensure the health and safety of all involved. As the student leaders and participants dedicated their time to various community service initiatives, our personnel remained vigilant on the ground to provide immediate medical assistance and continuous health monitoring throughout the duration of the outreach activities.

Having the team on-site allowed everyone to focus entirely on their mission of service with the assurance that reliable assistance was readily available in case of any health-related concerns or unexpected emergencies. The CTU-MC DRRM Quick Response Team is issuing an urgent safety reminder following the latest air quality report from the DENR–Environmental Management Bureau (EMB) Central Visayas.

As of 8:00 a.m., April 19, 2026, air quality in parts of Metro Cebu has reached “Very Unhealthy” levels. Data from the Talisay monitoring station shows PM2.5 at an AQI of 199, a critical level where even healthy individuals may experience throat irritation, coughing, and breathing difficulties due to the prevailing hazy conditions.

We urge everyone to stay safe. Please prioritize your health and remain vigilant as we navigate these environmental conditions together.

The Cebu Technological University - Main Campus Disaster Risk Reduction & Management - Quick Response Team wishes to inform the community of the current air quality conditions following the recent unrest of Kanlaon Volcano.

According to monitoring data from the Environmental Management Bureau (EMB) Central Visayas as of April 17, 2026, air quality in parts of Metro Cebu, particularly near Talisay City, has reached the "Unhealthy for Sensitive Groups" category. This change is due to PM2.5 levels exceeding the recommended safety limits. While monitoring data shows that air quality in Toledo City remains within safe guideline values for both PM10 and PM2.5, the increased concentration of fine particulate matter in the Metro Cebu area poses a higher risk as these particles can travel deep into the respiratory system.

To minimize health risks, please observe the following precautions:

- 𝗟𝗶𝗺𝗶𝘁 𝗢𝘂𝘁𝗱𝗼𝗼𝗿 𝗘𝘅𝗽𝗼𝘀𝘂𝗿𝗲: As much as possible, stay indoors and avoid strenuous outdoor activities until air conditions improve.

- 𝗪𝗲𝗮𝗿 𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝘃𝗲 𝗠𝗮𝘀𝗸𝘀: If you must go outside, it is highly recommended to wear an N95 mask to effectively filter out fine particles.

- 𝗣𝗿𝗶𝗼𝗿𝗶𝘁𝗶𝘇𝗲 𝗛𝗲𝗮𝗹𝘁𝗵: Children, the elderly, and individuals with respiratory conditions (such as asthma) should take extra care and remain in well-ventilated, indoor spaces.

Following the Magnitude 5.4 earthquake that occurred at 3:22 p.m. today, April 6, 2026, we are pleased to report that the CTU-MC DRRM Quick Response Team has successfully and safely evacuated all students, faculty, and staff from the campus premises.

Our responders in coordination with Chief Security Engr. Leoncio T. Lucero, Structural Engineer Engr. Gabriel Paolo C. Colubio, ROTC Commander Sir Dave Christopher Kaquilala, DRRM Adviser Prof. Floro T. Marturillas, DRRM Staff Sir Reyhn Dominique Bantilan, Operations Head Haroldman Daro and Safety Officer Joven Q. Monterola, acted immediately to guide everyone to the designated assembly points, ensuring that the evacuation was conducted in an orderly and efficient manner.

While the campus has been cleared, our work continues. Thorough building assessments is still currently being conducted across the entire campus.

We thank the CebuTech community for your calm and active cooperation during this emergency. Your adherence to the protocols that we have practiced in our drills has been vital in ensuring that no injuries were reported during the evacuation.

In moments of crisis, every second counts. The Cebu Technological University - Main Campus Disaster Risk Reduction & Management - Quick Response Team was recently deployed to a fire scene at Sitio Bagong Bayan, Brgy. Tinago to provide support and maintain vigilance alongside local fire authorities.

Our responders remain committed to the safety of the community, ensuring that our presence serves as a proactive measure in managing emergencies beyond our campus perimeters. This deployment underscores the importance of the training and readiness that our team maintains day in and day out.

We extend our thoughts to those affected by the incident and express our deepest gratitude to the Bureau of Fire Protection (BFP) and all volunteer firefighters for their tireless efforts in suppressing the fire.

As part of our National Women's Month celebration, the Cebu Technological University - Main Campus Disaster Risk Reduction & Management - Quick Response Team successfully conducted a seminar and orientation focused on Disaster Risk Reduction and Management (DRRM).

This session was a key component of our initiative, "Empowered Women in Disaster Response," with the theme "Paglig-on sa kababayen-an pinaagi sa First Aid ug Disaster Preparedness Awareness." During the seminar, participants engaged in detailed orientations regarding campus safety protocols and witnessed live demonstrations of essential life-saving techniques.

By fostering a culture of preparedness, we are ensuring that the women of CebuTech are not only informed but are also ready to take decisive action as first responders. We believe that strengthening women’s capabilities in first aid and disaster awareness is a fundamental step toward a safer, more resilient university.

On March 3, the Cebu Technological University - Main Campus Disaster Risk Reduction & Management - Quick Response Team actively participated in ASUGBOHOL 2026, reinforcing our dedication to proactive emergency management and field readiness.

Throughout the event, our specialized teams were deployed across the campus to ensure comprehensive safety coverage. Our responders maintained a visible and vigilant presence, conducting active patrols and monitoring key areas to ensure the well-being of the entire university community.

Effective disaster response requires coordinated movement and a high state of alertness. Events like Asugbohol allow us to refine our coordination and strengthen the safety nets that protect our students, faculty, and staff. By constantly practicing and maintaining readiness, we ensure that CebuTech remains a safe environment for everyone.

Disaster readiness begins with education, and this past weekend, our NSTP students took a major step toward becoming capable lifesavers. The Cebu Technological University - Main Campus Disaster Risk Reduction & Management - Quick Response Team successfully conducted a comprehensive Basic Response Training for our NSTP community, bridging the gap between theoretical knowledge and hands-on application.

Our session kicked off on February 28 (Saturday) through an engaging online discussion, where we laid the groundwork for emergency protocols and safety mindset. We then transitioned to the CTU Gymatorium on March 1 (Sunday) for a productive face-to-face training session, allowing students to put their learning into practice.

Throughout this two-day intensive program, participants delved into the essentials of medical emergency response. The training focused on critical skills including Patient Management and the lifesaving steps of Basic CPR. Students also gained practical experience in Wound Management, treating Burn Injuries, and handling various Musculo-skeletal Injuries. To ensure they are ready for field scenarios, we concluded with a deep dive into Common Bandaging Techniques, emphasizing precision and speed.

We are incredibly proud of the dedication shown by our NSTP students. By mastering these first aid fundamentals, you are not just fulfilling a course requirement—you are becoming vital assets to your families and our university. In a crisis, the first person on the scene is often a bystander; today, our students have ensured they won't just be bystanders, but active responders.
