Vision
The PCGA shall be an important, relevant, and reliable partner of the PCG commissioning dedicated and professional volunteers composed of Auxiliarists from coastal communities and Officers from various sectors of society who are properly trained in MARSAF, MARSAR, and MAREP procedures, well-equipped with the necessary tools, equipment and floating/ai
r assets and always ready to promote the safety of life and property at sea, preserve the marine environment, conduct search and rescue and enhance coastal community relations. Mission
The PCGA shall assist the PCG in the promotion of the safety of life and property at sea, in the preservation of the maritime environment and its resources, the conduct of maritime search and rescue, engage in maritime safety activities, such as the maintenance monitoring of aids to navigation equipment and such other activities that enhance maritime community
relations which include civic action, participation under the NSTP, youth development, recreational safety, and other related activities. To assist in the enforcement of all applicable laws in the high seas and waters of the Philippines
2. To develop the capability of the PCGA following the OTEM principle (organize, train, equip, and maintain) to effectively implement the four functional areas (MARSAR, MAREP, MARSAF, and MCOMREL)
Functions
The PCGA shall continue to exist as a uniformed volunteer organization under the Philippine Coast Guard and shall have the following mandated functions:
1. Assist the PCG in search and rescue operations and in responding to ship emergency situations;
2. Assist the PCG in promoting the safe operation of vessels and the conservation of the countryโs marine resources through information dissemination and training, and in responding to emergencies at sea that involve containment of marine pollution
and the protection of marine resources;
3. Assist the PCG in the maintenance and development of aids to navigation and in the promotion of its significance;
4. Promote youth development to enhance their concern for sea safety and the protection of the marine environment;
5. Promote goodwill and fellowship in the PCGA and with related domestic and international organizations; and
6. Assist the PCG in carrying out its plans and programs.
