As climate change intensifies typhoons in the Philippines, resilient and community-based disaster strategies are becoming more essential. This study by Grace H. Lupao examines the Indigenous Knowledge Systems (IKS) of the Agta communities in the Cagayan Valley, developed through generations of experience with tropical cyclones. Guided by environmental observation, communal cooperation, and traditional practices, these systems help Indigenous communities adapt and respond effectively even without advanced technology or formal disaster management structures.
The study also reveals that Agta practices strengthen peace and order during disasters. Strong kinship ties, shared resources, traditional leadership, and collective vigilance help prevent conflict, discourage looting, and maintain community stability. Through the lens of Disaster Criminology, the research highlights that resilience is not only about survival, but also about protecting security, unity, and social cohesion. By recognizing the value of Indigenous knowledge, the study supports more inclusive, people-centered, and culturally responsive disaster governance.
The study emphasizes integrating Indigenous Knowledge Systems with scientific DRRM frameworks to create more inclusive, culturally responsive, and sustainable resilience strategies. It highlights the value of Indigenous communities like the Agta in shaping localized, people-centered disaster governance. By bridging traditional knowledge and science, it strengthens adaptive capacity, preparedness, and overall community resilience.
