AUTONOMOUS. REPRESENTATIVE. DEMOCRATIC. It constantly practices freedom with responsibility. SCIENTIFIC.

It is an independent student-run organization having the capability and the power to manage itself, and is neither controlled nor directed by any external organization. Its members come from all walks of life and thus truly represent the various sectors of the society. In the General Elections, its candidates are carefully chosen so that they would truly represent the majority of the students of t

he University. It does not impose on its members. Before decisions are made, all members are consulted and their opinions are considered and respected. From decision-making to the actual work (as carrying out programs for UEP students), all things are done systematically, taking into consideration proper procedures and protocols.

𝗦𝗔𝗠𝗔𝗥 𝗣𝗮𝗿𝘁𝘆 𝙤𝙥𝙥𝙤𝙨𝙚𝙨 𝗛𝗼𝘂𝘀𝗲 𝗕𝗶𝗹𝗹 𝗡𝗼𝘀. 𝟵𝟰𝟭𝟰 𝗮𝗻𝗱 𝟵𝟴𝟲𝟭.

𝗔 𝘀𝘁𝗮𝘁𝗲 𝘂𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗯𝗲𝗹𝗼𝗻𝗴𝘀 𝘁𝗼 𝗶𝘁𝘀 𝘀𝘁𝘂𝗱𝗲𝗻𝘁𝘀. Every proposal that changes its identity, governance, or direction affects the education that students receive, the opportunities available to them, and the institution they will inherit. 𝙎𝙩𝙪𝙙𝙚𝙣𝙩𝙨 𝙩𝙝𝙚𝙧𝙚𝙛𝙤𝙧𝙚 𝙝𝙖𝙫𝙚 𝙚𝙫𝙚𝙧𝙮 𝙧𝙞𝙜𝙝𝙩 𝙩𝙤 𝙥𝙖𝙧𝙩𝙞𝙘𝙞𝙥𝙖𝙩𝙚 𝙞𝙣 𝙙𝙞𝙨𝙘𝙪𝙨𝙨𝙞𝙤𝙣𝙨 𝙗𝙚𝙛𝙤𝙧𝙚 𝙙𝙚𝙘𝙞𝙨𝙞𝙤𝙣𝙨 𝙤𝙛 𝙩𝙝𝙞𝙨 𝙨𝙘𝙖𝙡𝙚 𝙧𝙚𝙖𝙘𝙝 𝘾𝙤𝙣𝙜𝙧𝙚𝙨𝙨.

House Bill Nos. 9414 and 9861 propose changes that have prompted questions within UEP about consultation, governance, institutional readiness, and specific provisions of the bill. These questions deserve complete and public answers. 𝑻𝒉𝒆 𝒖𝒏𝒊𝒗𝒆𝒓𝒔𝒊𝒕𝒚 𝒄𝒐𝒎𝒎𝒖𝒏𝒊𝒕𝒚 𝒔𝒉𝒐𝒖𝒍𝒅 𝒉𝒂𝒗𝒆 𝒕𝒉𝒆 𝒐𝒑𝒑𝒐𝒓𝒕𝒖𝒏𝒊𝒕𝒚 𝒕𝒐 𝒆𝒙𝒂𝒎𝒊𝒏𝒆 𝒕𝒉𝒆 𝒑𝒓𝒐𝒑𝒐𝒔𝒂𝒍, 𝒆𝒙𝒑𝒓𝒆𝒔𝒔 𝒊𝒕𝒔 𝒗𝒊𝒆𝒘𝒔, 𝒂𝒏𝒅 𝒕𝒂𝒌𝒆 𝒑𝒂𝒓𝒕 𝒊𝒏 𝒕𝒉𝒆 𝒑𝒓𝒐𝒄𝒆𝒔𝒔 𝒃𝒆𝒇𝒐𝒓𝒆 𝒂𝒏𝒚 𝒎𝒆𝒂𝒔𝒖𝒓𝒆 𝒕𝒉𝒂𝒕 𝒘𝒊𝒍𝒍 𝒓𝒆𝒔𝒉𝒂𝒑𝒆 𝑼𝑬𝑷 𝒊𝒔 𝒆𝒏𝒂𝒄𝒕𝒆𝒅.

SAMAR Party supports the advancement of sustainability in higher education. We welcome stronger instruction, research, and extension programs that prepare us to address environmental, economic, and social challenges. Those goals require a process that respects the participation of the university community and the governance mechanisms established by law.

𝗔𝘀 𝘀𝘁𝘂𝗱𝗲𝗻𝘁𝘀, 𝘄𝗲 𝗮𝗿𝗲 𝗻𝗼𝘁 𝗽𝗮𝘀𝘀𝗶𝘃𝗲 𝗿𝗲𝗰𝗶𝗽𝗶𝗲𝗻𝘁𝘀 𝗼𝗳 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹 𝗱𝗲𝗰𝗶𝘀𝗶𝗼𝗻𝘀. We live with the consequences of those decisions every day, inside classrooms, laboratories, libraries, student organizations, and the communities where we apply what we learn. 𝙊𝙪𝙧 𝙫𝙤𝙞𝙘𝙚𝙨 𝙙𝙚𝙨𝙚𝙧𝙫𝙚 𝙘𝙤𝙣𝙨𝙞𝙙𝙚𝙧𝙖𝙩𝙞𝙤𝙣 𝙛𝙧𝙤𝙢 𝙩𝙝𝙚 𝙗𝙚𝙜𝙞𝙣𝙣𝙞𝙣𝙜 𝙤𝙛 𝙩𝙝𝙚 𝙡𝙚𝙜𝙞𝙨𝙡𝙖𝙩𝙞𝙫𝙚 𝙥𝙧𝙤𝙘𝙚𝙨𝙨.

Today, we commemorate Independence Day and honor the generations of Filipinos who struggled, sacrificed, and stood for our nation's freedom.

Independence carries with it the responsibility to defend democratic institutions, respect the rights of others, strengthen our communities, and contribute to the country's future.

As students, we honor that freedom when we learn, question, participate, and serve. We do so when we engage with issues that affect our campus and communities, speak up for what is right, and use our education to help improve the lives of others.

May this day remind us that the future of our country is shaped every day by Filipinos who choose to take responsibility, contribute to their communities, and work for the common good.

Only days ago, UEPians gathered to celebrate Miss Gay University, a platform that showcased the confidence, talent, leadership, and aspirations of LGBTQIA+ students. It reflected the kind of University community that many students continue to work toward: one where every individual is respected and given the opportunity to participate fully in campus life.

Recent events, however, remind us that this work remains necessary.

A social media post containing language that appeared to advocate violence against LGBTQIA+ persons has understandably caused concern among many students. Regardless of intention, words that suggest harm toward any group of people should never be normalized. They create fear, deepen divisions, and weaken the sense of community that a University should uphold.

At its core, this issue is about students.

It is about whether students feel safe being themselves. It is about whether they are treated with dignity in classrooms, organizations, and campus spaces. It is about whether every UEPian can pursue their education without fear of hostility, intimidation, violence, or discrimination.

SAMAR Party believes that a University should be a place where ideas are debated vigorously, but where the humanity of others is never diminished. Differences in opinion will always exist in a democratic academic community. Violence, threats, and language that appears to justify harm, however, have no place in that discourse.

As a student movement, we believe that leadership carries the responsibility not only to respond when issues arise, but also to help build a campus culture where respect, accountability, and human dignity are upheld every day. We will continue supporting efforts that strengthen student welfare, promote meaningful inclusion, and foster environments where all students can learn, lead, and thrive.

This Pride Month, we call on every UEPian to reject hatred, reject violence, and reject language that dehumanizes others. Let us instead choose empathy, responsibility, and solidarity.

The future of our University will not be shaped by prejudice. It will be shaped by students who stand for one another, especially when it matters most.

𝗣𝗥𝗜𝗗𝗘 𝗠𝗢𝗡𝗧𝗛 𝟮𝟬𝟮𝟲 🏳️‍🌈

This Pride Month, SAMAR Party stands with our LGBTQIA+ fellow UEPians and continues to advocate for a university that is safe, respectful, inclusive, and free from discrimination.

SAMAR Party‘s student leaders at the University Student Council led the drafting and advancement of the proposed Gender Policy for the Protection and Promotion of LGBTQIA+ Student Rights in the University of Eastern Philippines System. The proposal seeks to strengthen protections against discrimination based on S*xual Orientation, Gender Identity, Gender Expression, and S*x Characteristics (SOGIESC), promote inclusive campus spaces, establish accessible reporting mechanisms, and provide appropriate support services for LGBTQIA+ students.

SAMAR Party believes that every student deserves equal opportunities, fair treatment, meaningful representation, and a learning environment where dignity and respect are upheld for all.

Pride Month is a reminder that inclusion requires more than recognition. It requires institutions, policies, and communities that protect rights and create spaces where every student can participate fully and confidently in campus life.

As we celebrate Pride Month, SAMAR Party reaffirms its commitment to a campus where every student is welcomed, respected, and given the opportunity to thrive.

Behind many students is a mother, grandmother, guardian, or mother figure quietly cheering them on through every exam, setback, achievement, and uncertain day.

Many of us know what it feels like to receive those early morning reminders, late-night check-ins, extra sacrifices, and constant encouragement that help us keep going, especially when college life becomes difficult and exhausting.

Today, we celebrate the women whose care and strength continue to shape our homes and the kind of students, leaders, and people we become.

To all the mothers and mother figures in the UEP community and beyond, thank you for everything you do, often without asking for recognition in return.

𝗬𝗼𝘂 𝗿𝗲𝗺𝗲𝗺𝗯𝗲𝗿𝗲𝗱 𝘁𝗵𝗲 𝗹𝗼𝗻𝗴 𝘄𝗼𝗿𝗸 𝗼𝗳 𝗦𝗔𝗠𝗔𝗥 𝗣𝗮𝗿𝘁𝘆, across years, across administrations, and across colleges, always grounded on student rights, welfare, and academic justice.

𝗔𝗻𝗱 𝘁𝗼𝗱𝗮𝘆, 𝘆𝗼𝘂 𝗰𝗵𝗼𝘀𝗲 𝘁𝗼 𝗺𝗼𝘃𝗲 𝗳𝗼𝗿𝘄𝗮𝗿𝗱 𝘄𝗶𝘁𝗵 𝘼𝙇𝙋𝘼𝙎–a breakthrough built on experience. ALPAS is not a break from the past but a step ahead, a move beyond, because of it.

💙 𝑻𝒐 𝒐𝒖𝒓 𝒇𝒆𝒍𝒍𝒐𝒘 𝑼𝑬𝑷 𝒔𝒕𝒖𝒅𝒆𝒏𝒕𝒔—𝒔𝒂𝒍𝒂𝒎𝒂𝒕! Thank you for hoping, supporting, believing, questioning, doubting, and voting. In every conversation, we listened. In every concern, we took note. You asked for results. You asked for work that you can feel. Together, we move with that standard. 𝑻𝒉𝒊𝒔 𝒗𝒊𝒄𝒕𝒐𝒓𝒚 𝒊𝒔 𝒃𝒆𝒄𝒂𝒖𝒔𝒆 𝒐𝒇—𝒂𝒏𝒅 𝒇𝒐𝒓—𝒚𝒐𝒖.

💙 𝑻𝒐 𝒐𝒖𝒓 𝒗𝒐𝒍𝒖𝒏𝒕𝒆𝒆𝒓𝒔—𝒔𝒂𝒍𝒂𝒎𝒂𝒕! You showed up early and stayed late. You carried materials, crafted messages, designed pub mats, cooked meals, prepared refreshments, ran errands, suggested strategies, persuaded friends and classmates, ensured integrity in the elections, and kept the work moving in ways more than one. In all of these, one thing is certain: you are with us in working for every UEP student. 𝑻𝒉𝒊𝒔 𝒗𝒊𝒄𝒕𝒐𝒓𝒚 𝒊𝒔 𝒚𝒐𝒖𝒓𝒔, 𝒕𝒐𝒐!

💙 𝑻𝒐 𝒐𝒖𝒓 𝒂𝒍𝒖𝒎𝒏𝒊—𝒔𝒂𝒍𝒂𝒎𝒂𝒕! You guided, challenged, and reminded us what this work stands for. The same purpose continues—𝘈𝘭𝘵𝘦𝘳𝘯𝘢𝘵𝘪𝘣𝘰𝘯𝘨 𝘙𝘦𝘱𝘰𝘳𝘮𝘢 𝘢𝘵 𝘗𝘢𝘨𝘣𝘢𝘣𝘢𝘨𝘰—for the same people—𝘍𝘰𝘳 𝘵𝘩𝘦 𝘚𝘵𝘶𝘥𝘦𝘯𝘵𝘴—until today and beyond—𝘍𝘰𝘳𝘦𝘷𝘦𝘳. 𝑻𝒉𝒊𝒔 𝒗𝒊𝒄𝒕𝒐𝒓𝒚 𝒄𝒐𝒏𝒕𝒊𝒏𝒖𝒆𝒔 𝒘𝒉𝒂𝒕 𝒚𝒐𝒖 𝒔𝒕𝒂𝒓𝒕𝒆𝒅 27 𝒚𝒆𝒂𝒓𝒔 𝒂𝒈𝒐.

An earthquake was just felt across Northern Samar. We know this can be unsettling, especially for those in classrooms, boarding houses, and offices right now.

Please check your surroundings and the people with you:
- Move to an open, safe area if needed
- Stay away from anything that may fall
- Keep your lines open for urgent messages
- Check on your friends, classmates, and neighbors

Listen to official advisories from the LGU, the University, and disaster response authorities for guidance.

If aftershocks happen, stay calm and move to safety.

💙 𝗬𝗼𝘂𝗿 𝗰𝗼𝘀𝘁𝘀, 𝗯𝗲𝗶𝗻𝗴 𝗿𝗲𝗱𝘂𝗰𝗲𝗱 — Conducted Civil Service Exam Review and pushed for a graduation assistance program to ease expenses

💙 𝗬𝗼𝘂𝗿 𝘀𝘁𝘂𝗱𝘆 𝘀𝗽𝗮𝗰𝗲, 𝗿𝗲𝗮𝗱𝘆 — Ran a week-long Study Hub with free coffee, snacks, and safe study spaces during exams, and pushed for extended study areas with lighting and security

💙 𝗢𝗽𝗽𝗼𝗿𝘁𝘂𝗻𝗶𝘁𝗶𝗲𝘀 𝗯𝗿𝗼𝘂𝗴𝗵𝘁 𝘁𝗼 𝘆𝗼𝘂 — Delivered trainings and services through partnerships with the Provincial Government, PYDO, DOH, and other agencies, including health campaigns and youth programs

💙 𝗬𝗼𝘂𝗿 𝘄𝗲𝗹𝗹-𝗯𝗲𝗶𝗻𝗴, 𝗽𝗿𝗶𝗼𝗿𝗶𝘁𝗶𝘇𝗲𝗱 — Led and supported campus-wide campaigns on HIV, mental health, and student welfare, and pushed for expanded mental health support and crisis response systems
