Future-Ready Governance: Empowering SK Leaders for Transparent and Accountable Budgeting

“As we guide the Sangguniang Kabataan in the budget process, we are not merely teaching procedures—we are empowering a new generation of young leaders to steward public funds with integrity, foresight, and accountability.”

The Sangguniang Kabataan Federation of Carmen together with Budget Officer III of the Municipality of Carmen Mr. Cris John N. Lura, Ma’am Alma Bellezas of the Municipal Budget Office, and Local Youth Development Officer (LYDO) Mr. Marnie D. Cabahug, successfully completed the three-day Training on the Updated Guidelines on the Appropriation, Release, Planning, and Budgeting Process for the Sangguniang Kabataan held at the Royal Mandaya Hotel, Davao City, from March 23–25, 2026.

The seminar focused on Joint Memorandum Circular No. 1, series of 2025, issued by the Department of Budget and Management, which outlines the updated policies and procedures governing SK financial planning and resource management.
This training aimed to strengthen the capacity of SK officials in effective budget preparation, ensure compliance with national guidelines, promote transparency and accountability in public fund utilization, and align youth development programs with local and national priorities.

The activity was also participated in by representatives from three provinces—Davao del Sur, Davao del Norte, and Davao Occidental—covering multiple municipalities and barangays, further fostering inter-local collaboration and knowledge sharing among SK officials across the region.
More than just a compliance exercise, the seminar provided a valuable platform for learning, collaboration, and leadership development—equipping SK officials with the knowledge and skills necessary to better serve the youth in their respective barangays.

CARMEN YOUTH SHINES IN 2025 LET AS SK FEDERATION HONORS TOP 8 PASSER

CARMEN, Davao del Norte — The Sangguniang Kabataan Municipal Federation of Carmen proudly recognized Ms. Leonyl Glenniz Paradero, LPT, a Katipunan ng Kabataan member from Barangay Tubod, for her exceptional performance in the September 2025 Licensure Examination for Professional Teachers (LEPT), where she placed Top 8 nationwide with a 93.40 percent rating.

The recognition followed the official release of results by the Professional Regulation Commission (PRC), which announced that 21,967 out of 43,035 elementary teacher examinees (51.04%) and 57,729 out of 79,493 secondary teacher examinees (72.62%) passed the board examination. Paradero’s ranking placed her among the country’s top performers out of 79,493 secondary-level examinees, bringing pride to the Municipality of Carmen.

In a statement, the SK Municipal Federation of Carmen congratulated Paradero, describing her achievement as a testament to perseverance, excellence, and commitment to the teaching profession. The SK federation emphasized that her success serves as an inspiration to the youth and reinforces the vital role of education in community and nation-building.

The SK Federation extended its heartfelt congratulations to Paradero and to all LET passers, celebrating the milestone as a shared victory of Carmen’s youth.

HAPPENING TODAY! 📚✨

The Sangguniang Kabataan Mandatory Training (SKMT) for the newly-appointed SK Treasurers and SK Secretaries from the different barangays of the Municipality of Carmen is officially underway!

As required by the Sangguniang Kabataan Reform Act of 2015 and implemented by the DILG, this training is conducted to ensure that all SK officials — elected or appointed — are fully equipped with the right knowledge on governance, transparency, financial management, planning, and ethical leadership before they assume their roles.

Kay dili lalim ang responsibilidad sa public office, labi na kung naa kay pondo sa kabataan nga imong atimanon.

Today’s SKMT was spearheaded by DILG-Carmen under the leadership of Ma’am Catherine Pugosa, with Mr. Marnie D. Cabahug, LYDO Designate, serving as our resource speaker.

The 2-Day Bank Reconciliation Procedures and Cashbook Balancing Workshop 2025 just concluded today — and what a productive, brain-stretching, skill-upgrading two days it has been!

From mastering bank reconciliation procedures to finally making peace with our cashbooks (char), our SK Chairpersons and Treasurers showed dedication, focus, and willingness to learn para mas limpyo, mas klaro, at mas accountable ang SK financial management.

The Sangguniang Kabataan Municipal Federation of Carmen is very grateful sa tanang misuporta — from our dedicated participants, partners, to our ever-supportive mentors who made this learning journey meaningful and successful.

YOUTH LEADERS UNITE FOR SUSTAINABILITY AT PROVINCIAL YOUTH CONGRESS 2025

TAGUM CITY, DAVAO DEL NORTE — Young leaders from across the province gathered on November 29, 2025, at the Davao del Norte Sports and Tourism Complex for the Provincial Youth Congress (PYC) 2025, anchored on the theme “Local Youth Actions for SDGs and Beyond.” The annual convergence highlighted the province’s commitment to empowering the youth as key partners in governance, sustainability, and community transformation.

The congress was attended by key provincial youth development officials, led by Giovanni I. Gulanes, Department Head of the Provincial Sports and Youth Development Office (PSYDO), and Hon. Helen Mae I. Discaya, SK Provincial Federation President. SK Federation Presidents from various municipalities and cities also joined the event, forming a strong collective voice for youth leadership in Davao del Norte.

Carmen Youth Leaders Show Strong Presence

The Sangguniang Kabataan Municipal Federation of Carmen, through the supervision of Mr. Marnie D. Cabahug, LYDO Designate, actively participated in the PYC 2025, proudly representing the municipality in competitive activities. Their involvement underscored Carmen’s continued support for youth empowerment and its alignment with the congress theme, which promotes localized, youth-driven, sustainable development.

Delegates from Carmen showcased exceptional skills and teamwork in the various competitions, earning several recognitions for the municipality. Their performance reflected not only athletic and intellectual ability, but also unity and discipline rooted in community leadership.

Hon. Jeofil E. Patiño, SK Chairperson of Brgy. Asuncion and Hon. Liliboy M. Sustine, SK Chairperson of Brgy. Guadalupe, both leaders proudly represented the Municipality of Carmen as delegates in the Tagisan Ng Talino, where they showcased exceptional knowledge, confidence, and teamwork. Their performance earned Carmen the First Place award, bringing pride to their barangays and to the municipality.

The Municipality of Carmen celebrated significant victories, including:

Third Runner-Up – Chinese Garter
Third Runner-Up – Tumba Lata
Third Runner-Up – Piko (represented by Mr. Mark Anthony Antonio)

These achievements highlighted the talent and competitiveness of Carmen’s youth delegation, further boosting the municipality’s pride and representation in the province-wide event.

A Call for Continued Youth-Driven Action

As the congress concluded, provincial leaders emphasized the importance of sustained youth participation in achieving the Sustainable Development Goals (SDGs). They encouraged delegates to bring home the insights gained from the congress and translate them into concrete programs that address community needs — from environmental initiatives to education, youth welfare, and local economic growth.

With strengthened partnerships and empowered youth leaders, the Provincial Youth Congress 2025 reaffirmed Davao del Norte’s commitment to cultivating a dynamic, proactive, and sustainability-driven generation of young Filipinos.
