WILMA HAS MADE LANDFALL OVER DOLORES, EASTERN SAMAR AND IS NOW OVER ORAS, EASTERN SAMAR
Location of Center (1:00 AM):
The center of Tropical Depression WILMA was estimated based on all available data, including those from Laoang Doppler Weather Radar, in the vicinity of Oras, Eastern Samar (12.2°N, 125.4°E).
Intensity:
Maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1004 hPa
Present Movement:
West northwestward Slowly
Extent of Tropical Cyclone Winds:
Strong winds extend outwards up to 180 km from the center

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
Furthermore the Northeast Monsoon will also bring strong to gale-force gusts over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):
• Today: Most of Luzon, Visayas, and Zamboanga Peninsula
• Tomorrow (08 December): Most of Luzon
• Tuesday (09 December): Most of Luzon
HAZARDS AFFECTING COASTAL WATERS
Gale Warning is in effect over the northern and eastern seaboards of Luzon. Refer to Gale Warning No. 9 issued at 5:00 PM yesterday.

24-Hour Sea Condition Outlook
Up to very rough seas over the following coastal waters:
• Up to 5.0 m: The seaboards of mainland Cagayan, Isabela, and Aurora; the northern and eastern seaboards of Polillo Islands, Camarines Norte, and Camarines Sur.
• Up to 4.5 m: The eastern seaboards of Batanes, Babuyan Islands, and northern mainland Quezon; the northern and eastern seaboards of Catanduanes.
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.
Up to rough seas over the following coastal waters:
• Up to 4.0 m: The remaining seaboards of Batanes and Babuyan Islands; the seaboards of Ilocos Norte.
• Up to 3.5 m: The eastern seaboards of Albay, Sorsogon, and Eastern Samar; the seaboards of Northern Samar and Kalayaan Islands.
• Up to 3.0 m: The seaboards of Ilocos Sur, La Union; the eastern seaboards of Dinagat Islands, Siargao and Bucas Grande Islands, Surigao del Sur, and Davao Oriental.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.
Up to moderate to rough seas over the following coastal waters:
• Up to 2.5 m: The western seaboards of Pangansinan and Palawan; the seaboards of Cuyo Islands; the western seaboards of Antique and Negros Occidental; the southern seaboards of Oriental Mindoro, Negros Oriental; the seaboards of Occidental Mindoro, Romblon, and Aklan.
• Up to 2.0 m: The remaining seaboards of Palawan, Quezon, and Camarines Sur; the seaboards of Zambales, Bataan, Batangas, and Marinduque; the northwestern seaboard of Masbate including Burias Islands; the remaining seaboard of Oriental Mindoro and Davao Oriental; the southern seaboard of Davao Occidental; the northern seaboard of Zamboanga del Norte.
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• WILMA made landfall over Dolores and Oras, Eastern Samar at 10:50 PM ad 11:10 PM yesterday, respectively. It is forecast to move generally westward for majority of the forecast period. On the forecast track, the center of WILMA will continue to traverse Visayas today before emerging over the Sulu Sea and passing over northern Palawan by tomorrow (08 December) morning.
• WILMA will likely remain as a tropical depression throughout its passage over Visayas and Palawan. However, the increasingly unfavorable environment caused by the surge of the Northeast monsoon increases the possibility of an earlier weakening into a low pressure area.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
