PAFC Sectoral Committee Meeting on Youth in Agriculture and Fisheries | May 12, 2026 | FITS Center, APAO Bldg., AFB Ville, Cabangan, Camalig, Albay

The Sectoral on Youth in Agriculture and Fisheries, presided by its Chairperson Mr. Roberto N. Diesta, discussed the preparations for the upcoming AgriKultura Project 2026, encouraging the active participation of the council and 4H members to ensure a successful, inclusive, and impactful implementation.

The session also reaffirmed strong support for strengthening the 4H Club through a proposed ordinance and funding support, aimed at further empowering the youth sector in agriculture and fisheries development.

PAFC Albay discussed updates on various agriculture and fisheries programs, including medical assistance and wellness programs for coconut farmers, support for Mayon-affected communities, DA interventions for El Niño, proposed mangrove planting activities, and sectoral accomplishments.

Ms. Jessa Miann Loteriña, PDO II of the Philippine Coconut Authority (PCA) Region V, and Mr. Chrismar R. Olayta, Community Development Officer II/DA-AMIA from APCO Albay, served as resource speakers during the PAFC Albay Executive Committee Meeting, where they presented updates on programs, interventions, and assistance for farmers and fisherfolk in the province.

The meeting also highlighted the signing of the Memorandum of Agreement (MOA) between PAFC Albay and BCAARRD to strengthen collaboration on agriculture, fisheries, research, and community development initiatives in the Bicol Region.

The PAFC 1st District Multi-Sectoral Committee Meeting, held on April 15, 2026 at the 5th Floor Conference Room, Tabaco City Hall, brought together stakeholders from the Poultry and Livestock, Fisheries and Aquaculture, and Agricultural and Fishery Mechanization sectors to address pressing concerns and strengthen program implementation.

For the poultry and livestock sector, discussions focused on strengthening production systems, enhancing market stability, expanding livelihood opportunities, and improving access to training, inputs, and support services. Emphasis was also given to the importance of organizing associations, promoting biosecurity measures, and developing sustainable feed resources to support long-term growth.

In the fisheries sector, the call for a unified closed season across all municipalities in the 1st District was emphasized to ensure better resource management and enforcement. Inclusivity in programs, particularly the participation of GAD members, was also discussed. A resolution was approved to implement the Sagip-Basura Program, promoting environmental protection while providing alternative livelihood opportunities for fisherfolk during off-season periods.

Meanwhile, the importance of compliance with Agriculture and Biosystems Engineering (ABE) standards was underscored, along with the recommendation for each LGU to designate trained machine operators to ensure efficient use and maintenance of agricultural equipment.

The meeting served as a platform to consolidate issues, propose solutions, and reinforce collaboration toward a more resilient and sustainable agricultural and fisheries sector.

The PAFC Sectoral Committee Meeting held last April 8, 2026 at the FITS Center, APAO Building, AFB Ville, Cabangan, Camalig, Albay highlighted updates and discussions on the High Value Crops Development Program (HVCDP) in Albay. The 1st Quarter Accomplishment Report was presented, showcasing ongoing interventions and program status.

Important concerns were raised regarding previously distributed gardening materials, the Zero Energy Cooling Chamber project, and the need for clearer details on beneficiaries and implementation. Discussions also focused on strengthening Gender and Development (GAD) initiatives to ensure inclusive participation and livelihood support for women in high-value crop production.

Additionally, market linkage efforts were emphasized, particularly partnerships with local buyers like supermarkets to help farmers increase income. Challenges in delivery coordination were also noted, calling for stronger commitment among stakeholders.

Upscaling Techniques and New Innovations on Glutinous Rice Processing | Farmers' Auditorium, AFB Village, Cabangan, Camalig, Albay | March 30, 2026

In celebration of Women's Month, the Provincial Agricultural and Fishery Council (PAFC) of Albay successfully conducted a hands-on training on Upscaling Techniques and New Innovations on Glutinous Rice Processing.

APAO AMASS Livelihood Trainer, Ms. Diverlyn S. Nabor shared her expertise through a live demonstration on how to prepare delicious and innovative glutinous rice-based products such as Tikoy, Sticky Rice Embutido, and Ube Kalamay.

Participants actively took part in the training as they personally prepared the featured recipes, gaining valuable skills and practical knowledge that can help enhance their livelihood opportunities.

This activity highlights PAFC's continued commitment to empowering women by equipping them with skills, knowledge, and innovative techniques in food processing.
