β‚±2.5 BILLION IN LOST WAGES: SENTRO DEMANDS ENFORCEMENT OF WO 27

The NCR Wage Board meets today while more than 1.1 million workers in Metro Manila continue to wait for the wage increase granted under Wage Order No. 27.

Since WO 27 took effect on July 25, workers have already lost an estimated more than β‚±2.5 billion in wages. Every day that its implementation is held back means another β‚±66 million that workers do not receive.

That is β‚±66 million every day.

And for what?

The β‚±85 increase under WO 27 is already measly and grossly inadequate given the cost of living in Metro Manila and the purchasing power workers have lost over the years. Yet even this small relief is being withheld.

The Pasig RTC injunction was conditioned on the posting of a β‚±10-billion bond. Readycon Trading and Construction Corp. and R-II Builders Inc. have yet to post the bond and have instead asked the court to reconsider its amount.

DOLE and the NCR Wage Board should act. If the condition for the injunction has not been met, there is no reason to keep WO 27 from being implemented.

Workers cannot be made to shoulder the cost of a legal dispute between employers and the government.

The WO 27 experience also shows why the country needs to rethink how wages are set.

The regional wage board system has given us a patchwork of minimum wages and allowed the question of what workers need to live decently to be subordinated to what employers in a particular region claim they can afford.

SENTRO believes it is time to move toward a national minimum wage, complemented by industry-based wage setting and stronger collective bargaining.

There should be a decent national floor below which no worker can fall. Industries that generate greater productivity and profits should be expected to pay accordingly.

We cannot keep selling cheap labor as the Philippines’ economic advantage.

For now, the immediate demand is simple: enforce WO 27.

Every day of delay means another β‚±66 million lost by workers.

β‚±2.5 billion is already too much.
