STATEMENT OF SUPPORT

The people’s mandate is sacred.
A 64th party-list seat is not just an extra seat—it’s a violation of the Constitution. SPEED, Inc. stands with NTF-ELCAC in defending democracy and equal protection. No one is above the Constitution!

The Solidarity of Parents and Educators for Empowerment, Peace and Development, Inc. (SPEED, Inc.) strongly supports the move of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and the Office of the Solicitor General in asking the Supreme Court to void the Commission on Elections’ (COMELEC) proclamation of GABRIELA Women’s Party (GWP) as the 64th party-list representative in the 20th Congress.

This proclamation is a clear constitutional breach. The 1987 Constitution sets the 20% ceiling for party-list representation. With 254 legislative districts, the lawful maximum is 63 party-list seats—never 64. Any excess crosses the constitutional line, distorts the people’s mandate, and undermines democratic integrity.

Beyond the numbers, GWP’s qualifications are also in question. GABRIELA Women’s Party is associated with GABRIELA Women’s Alliance—an organization identified by CPP-NPA founder Jose Maria Sison as part of the broader machinery supporting the armed struggle. In addition, GWP has been the subject of a case regarding its questionable resource-generation scheme, which led to the freezing of its assets, and a long-pending 2019 cancellation case questioning its continued qualification under the Party-List System Act. Despite this, COMELEC gave it “special treatment” by allowing proclamation, while other party-lists with pending cases were withheld.

This violates the principle of equal protection and erodes public trust in our institutions.
SPEED, Inc. echoes and strongly supports NTF-ELCAC’s call to immediately enjoin COMELEC from proclaiming a 64th party-list seat, or if already proclaimed, to restore the lawful status quo ante of only 63 seats.

The party-list system exists to broaden representation of marginalized sectors—but never to break the ceilings set by the Constitution, nor to provide platforms for groups with links to the communist terrorist movement. As parents and educators, we will continue to defend our children, our students, our communities, and our democracy from those who seek to exploit legal loopholes for anti-government ends.

STATEMENT OF SUPPORT FOR PEACE AND UNITY

Choose peace, not violence. Corruption must be addressed through lawful means—with accountability, unity, and justice for all Filipinos.

We, the Solidarity of Parents and Educators for Empowerment, Peace, and Development (SPEEPD, Inc.), express our strong support for peace and restraint in light of the upcoming protests concerning the corruption in flood control projects.

As Filipinos, we are known for our preference for peaceful solutions to conflict. Unlike others who resort to violence, we resolve our challenges through unity, dialogue, and lawful means.

We remind everyone that acts of violence and disorder are punishable under the Anti-Terrorism Law. We must not allow anger or manipulation to push our youth and fellow citizens into actions that endanger lives, sow division, and weaken our nation.

At the same time, we firmly believe that corruption and evil deeds do not escape God’s justice. As written in Luke 12:2-3: “There is nothing concealed that will not be disclosed, or hidden that will not be made known. What you have said in the dark will be heard in the daylight, and what you have whispered in the ear in the inner rooms will be proclaimed from the roofs.” People may try to hide their wickedness, but God knows everything, and He will repay those who do wrong.

We recognize the government’s commitment to address corruption, particularly through the creation of an independent commission to investigate and ensure accountability—a meaningful step toward transparency and reform.

In this light, SPEEPD, Inc., urges all Filipinos—especially the youth—to remain vigilant, peaceful, and constructive.

Let us work together to support efforts that strengthen our democracy and uphold peace, justice, and unity for the benefit of our children, communities, and nation.

STATEMENT OF SUPPORT

Our children are the targets. Communist Terrorist Groups prey on youth and students, twisting their dreams into weapons of violence.

We, the Solidarity of Parents and Educators for Empowerment, Peace and Development, Inc. (SPEEPD, Inc.), strongly express our full support for Senate Bill No. 1366, introduced by Senator Ronald “Bato” Dela Rosa, entitled “An Act Protecting Vulnerable Sectors against Radicalization and Terror-Grooming and Prescribing Penalties Therefor.”

As parents and educators, we are gravely concerned with the increasing radicalization and terror-grooming activities of Communist Terrorist Groups such as the CPP–NPA–NDF and their front organizations, particularly in schools and universities. These groups exploit the innocence and idealism of our youth, twisting their aspirations into instruments of violence, thereby destroying their future and undermining peace and nation-building.

We believe that this proposed measure provides essential protection, preventive safeguards, and accountability mechanisms to shield vulnerable sectors—especially our students—from radicalization and exploitation.

We therefore call for a whole-of-nation approach and urge our leaders, institutions, and communities to unite in decisively ending the destructive influence of communist terrorist groups. Together, let us safeguard the rights, future, and well-being of the next generation.

Every child deserves education, not exploitation.
Every student deserves hope, not radicalization.
Every Filipino deserves peace, not terror-grooming.

DepEd orders stricter school safety measures to prevent violence, protect learners.
New memorandum strengthens child protection policies, bans deadly weapons, and requires stricter campus security protocols in all Philippine public schools.

In a memorandum dated August 8, Education Secretary Sonny Angara instructed all regional offices, schools division offices, and basic education institutions to intensify protocols aimed at preventing violence, bullying, and other threats to learner safety.

“This memorandum is issued to ensure the heightened vigilance and preparedness of all schools in the face of emerging threats,” the memo read, reaffirming DepEd’s commitment to providing safe and protective learning spaces for students, teachers, and school personnel.

DepEd child protection and anti-violence policies
The directive cites DepEd Order No. 40, s. 2012, or the Child Protection Policy, which prohibits acts of violence, abuse, and exploitation, as well as the possession of prohibited items such as deadly weapons, illegal drugs, alcohol, toxic substances, and pornographic materials on school premises.

Angara also referenced DepEd Order No. 007, s. 2024, or the Policy Guidelines on the Implementation of the Revised School-Based Management System, which emphasizes the shared responsibility of the school community in ensuring safe, inclusive, resilient, and learner-centered environments.
Mandatory school safety measures for all public schools
Under the new guidelines, schools must strictly enforce the following:
- Security inspections of bags and belongings at entry points, increased visibility of guards, and controlled access to school grounds.
- Total prohibition of fi****ms and other banned items within the campus.

- Strengthened reporting systems for child abuse, bullying, gang-related violence, gender-based violence, and other threats.
- Mental health and psychosocial support programs for learners, including youth development initiatives.

- Partnerships with local government units (LGUs), barangay officials, and the Philippine National Police (PNP) to address external risks.

- Localized school safety plans and contingency protocols suited to the needs of specific communities.
DepEd’s call for safer, more nurturing learning environments
DepEd said these initiatives aim to foster a culture of peace, mutual respect, and accountability in all Philippine schools.

The Department also urged stakeholders—including parents, educators, and local authorities—to work together to make schools safe, secure, and conducive to learning.
The memorandum on school safety takes effect immediately, applies to all public schools nationwide, and must be implemented with strict compliance, DepEd said.
