ELECTION RULES FOR THE 2026 ELECTION OF GOVERNOR AND VICE GOVERNOR
Adopted on: 10 September 2026
Election Date: 31 October 2026
Term of Office: January 1, 2027 to December 31, 2028, or such other period as may be provided in the Eagles Constitution and By-Laws and other amendments
RULE 1. Purpose and Governing Authority
These Election Rules govern the nomination, filing of candidacies, qualification of candidates and voters, voting, canvassing, proclamation, and resolution of election-related disputes for the election of the Governor and Vice Governor of National Capital Region No. 67.
These Rules are adopted pursuant to the Constitution and By-Laws of the Fraternal Order of Eagles–Philippines Eagles, Inc., and shall be interpreted consistently with those governing documents.
In case of conflict between these Rules and the Constitution and By-Laws of the Organization, the Constitution and By-Laws shall prevail.
These Rules shall be applied uniformly to all clubs, candidates, and qualified voters within National Capital Region No. 67.
RULE 2. Election Committee
An Election Committee shall be constituted by the Regional Governor or by the body authorized under the Constitution and By-Laws.
The Election Committee shall have the following functions:
a. Prepare and issue the election calendar;
b. Receive and evaluate certificates of candidacy and supporting documents;
c. Prepare and certify the list of qualified candidates and voters;
d. Prescribe reasonable procedures for the orderly conduct of the election;
e. Supervise the voting, counting, canvassing, and proclamation of winners;
f. Resolve questions concerning the implementation of these Rules, subject to the Constitution and By-Laws; and
g. Preserve the ballots, election returns, minutes, notices, and other election records.
No member of the Election Committee may be a candidate for Governor or Vice Governor.
Each candidate may designate one watcher in writing. A watcher may observe the proceedings but may not interfere with the Election Committee, voters, counting, canvassing, or proclamation.
RULE 3. Elective Positions
The following positions shall be elected:
Governor, National Capital Region No. 67; and
Vice Governor, National Capital Region No. 67.
The Governor and Vice Governor shall be elected separately. A voter may vote for one candidate for Governor and one candidate for Vice Governor.
RULE 4. Qualifications of Candidates
A candidate for Governor or Vice Governor must possess all of the following qualifications as of the deadline for filing the Certificate of Candidacy and must continue to possess them until proclamation:
The candidate must be a member in good standing of the Fraternal Order of Eagles–Philippines Eagles, Inc. and affiliated with a club within National Capital Region No. 67;
The candidate must have served as Club President for at least one (1) full term, whether:
a. As an incumbent Club President who has already completed at least one (1)term in office; or
b. As a Past President who completed at least one (1) full term as Club President.
The candidate must have paid the annual renewal fee and the National membership fee or charge applicable for membership, including the 2026 National membership identification card requirements;
The candidate must have regularly paid the monthly dues of the candidate’s respective club;
The candidate must have no outstanding financial accountability to the Organization, National Region No. 67, or the candidate’s respective club;
The candidate must not be facing a pending administrative case within the Organization or any of its recognized chapters, clubs, regions, or governing bodies; and,
The candidate must not be otherwise disqualified under the Constitution, By-Laws, lawful resolutions, or applicable rules of the Organization.
For purposes of this Rule, “at least one (1) full term” means a continuous period of not less than twenty four (24) months actually served as Club President, unless the Constitution and By-Laws expressly recognize a different method of counting the term.
Incumbent Governors and Vice Governor are exempt to this ruling having the full capacity for reelection or immediately next in line.
RULE 5. Meaning of Good Standing and Financial Accountability
A member shall be considered in good standing only if the member has complied with the applicable membership, renewal, identification, and dues requirements of the Organization and the member’s respective club.
“Outstanding financial accountability” includes any unpaid amount, un-liquidated cash advance, unreturned property, unsupported expense, or other monetary obligation officially recorded as due and demandable by the Organization, the Region, or the member’s club.
A candidate who disputes an alleged financial accountability shall submit a written explanation and supporting documents to the Election Committee within the period fixed for the filing of candidacies.
The Election Committee may request certification from the National Office, Regional Treasurer, or the treasurer of the concerned club before determining whether a candidate has satisfied the financial requirements.
RULE 6. Proof of Qualifications of Candidates
Each candidate shall submit the following documents with the Certificate of Candidacy:
Duly accomplished and signed Certificate of Candidacy;
Copy of the candidate’s valid 2026 National membership identification card, or official certification of compliance with the 2026 membership identification requirement;
Official certification from the candidate’s club confirming that the candidate:
a. Served as Club President for at least one (1) full term;
b. Paid the required annual renewal and National membership fees for 2026;
c. Regularly paid the applicable monthly club dues; and
d. Has no outstanding financial accountability to the club;
Certification from the appropriate Regional or National officer that the candidate is a member in good standing;
Sworn declaration that the candidate is not facing a pending administrative case within the Organization; and,
Such other documents as the Election Committee may reasonably require to verify the candidate’s qualifications.
The submission of incomplete, false, misleading, or materially inaccurate documents shall be grounds for denial of the Certificate of Candidacy, cancellation of the candidacy, disqualification, or referral for appropriate administrative action, subject to notice and an opportunity to explain.
RULE 7. Filing of Certificates of Candidacy
The filing period shall be from September 15, 2026 to September 25, 2026, during office hours.
Certificates of Candidacy shall be filed with the Election Committee at The Office of the Incumbent Governor or through the official electronic address designated by the Committee.
No candidate shall be recognized unless the Certificate of Candidacy and required supporting documents are filed within the prescribed period.
A candidate may file only one Certificate of Candidacy for one elective position.
Substitution of candidates shall be allowed only if expressly authorized by the Constitution and By-Laws or by a duly adopted election resolution consistent with those governing documents.
RULE 8. Evaluation and Publication of the List of Candidates
The Election Committee shall evaluate the qualifications of each candidate after the close of the filing period.
The preliminary list of qualified candidates shall be posted or circulated to all clubs within National Capital Region No. 67 on or before September 15, 2026.
Any objection to the qualification of a candidate must be submitted in writing within five (5) calendar days from publication of the preliminary list.
The candidate concerned shall be furnished a copy of the objection and shall be given five (5) calendar days to submit a written answer and supporting documents.
After considering the submissions, the Election Committee shall issue the final list of qualified candidates on or before September 30, 2026.
Only candidates appearing on the final list may be voted upon.
RULE 9. Qualifications of Voters
Each affiliated club within National Capital Region No. 67 shall be entitled to five (5) voters, consisting of:
The Club President;
The Club Vice President;
The Club Secretary;
The Club Treasurer; and
The Club Auditor.
Each of the five designated voters must individually satisfy all of the following requirements:
a. Be the duly elected, appointed, or recognized incumbent officer of the club for the 2026 election, as applicable under the Constitution and By-Laws;
b. Be a member in good standing of the Organization;
c. Have paid the annual renewal and National membership fee or charge applicable for 2026;
d. Possess or have complied with the requirements for the 2026 National membership identification card;
e. Be regularly paid in the monthly dues of the respective club;
f. Have no outstanding financial accountability to the Organization, National Capital Region No. 67, or the respective club; and
g. Not be facing a pending administrative case within the Organization or any of its recognized chapters, clubs, regions, or governing bodies.
RULE 10. Certification of Club Voters
Each club shall submit a Certified List of Voters to the Election Committee on or before October 15, 2026.
The Certified List of Voters shall state the following:
a. Name of the club;
b. Name and membership identification number of the Club President;
c. Name and membership identification number of the Club Vice President;
d. Name and membership identification number of the Club Secretary;
e. Name and membership identification number of the Club Treasurer;
f. Name and membership identification number of the Club Auditor; and
g. Certification by the appropriate club officer that each listed voter satisfies Rule 9.
The certification shall be signed by the Club President and Club Secretary. If either is disqualified, unavailable, or is a candidate, the certification shall be signed by the officers authorized under the Constitution and By-Laws or by the Election Committee.
The Election Committee may require supporting certifications from the National Membership Office, Regional Treasurer, Club Treasurer, or other authorized officer.
No person may vote for more than one club or exercise more than one voting entitlement.
If a listed club officer is unable to vote, the position may be represented only by a qualified successor or authorized replacement recognized under the Constitution and By-Laws. No proxy voting shall be allowed unless expressly permitted by the Constitution and By-Laws.
RULE 11. Final List of Qualified Voters
The Election Committee shall publish the preliminary list of qualified voters on or before October 20, 2026.
Any objection to the inclusion or exclusion of a voter must be submitted in writing within five (5) calendar days from publication.
The person whose qualification is challenged shall be furnished a copy of the objection and shall be given five (5) calendar days to respond.
The Election Committee shall publish the final list of qualified voters on or before October 25, 2026 five days before the election.
Only persons appearing on the final list of qualified voters may cast a ballot.
RULE 12. Election Date and Venue
The election shall be held on 31 October 2026, Saturday at UH Grill and Bar, Unicenter Building, Samson Road, Caloocan City, from 6:00 p.m. until 10:00 p.m.
Registration shall begin at 5:30 p.m. and shall close at 6:30 p.m., unless the Election Committee announces an extension for voters who are already present at the venue before the announced closing time.
Each qualified voter must personally register and present a valid 2026 National membership identification card or other identification and proof of authority reasonably required by the Election Committee.
A qualified voter may cast only one ballot for Governor and one ballot for Vice Governor.
RULE 13. Ballots
The Election Committee shall prepare the official ballots.
The ballots shall separately identify the positions of Governor and Vice Governor and shall contain the names of the qualified candidates in an orderly and uniform manner.
The Election Committee shall use reasonable safeguards to prevent the duplication, substitution, or unauthorized reproduction of ballots.
A ballot shall be considered valid if the voter’s intention can be determined with reasonable certainty and the ballot substantially complies with the prescribed form.
A ballot shall be considered invalid as to a particular position if:
a. The voter votes for more than one candidate for that position;
b. The voter writes the name of a person who is not in the final list of qualified candidates;
c. The voter’s intention cannot reasonably be determined; or
d. The ballot contains marks or writing clearly intended to identify the voter, if the Election Committee determines that the ballot thereby compromises the secrecy or integrity of the election.
An invalid vote for one position shall not automatically invalidate a valid vote for the other position.
RULE 14. Voting Procedure
Upon arrival, each voter shall:
a. Present the required identification and proof of qualification;
b. Sign the registry of voters;
c. Receive an official ballot; and
d. Cast the ballot in the designated voting area.
Voting shall be by secret ballot unless another method is expressly required or permitted by the Constitution and By-Laws.
No person other than the voter, Election Committee members, authorized staff, and duly accredited watchers may enter the voting area.
A voter who requires reasonable assistance because of a disability or physical limitation may be assisted in accordance with procedures approved by the Election Committee, without compromising the secrecy of the vote.
No campaigning, solicitation, intimidation, distribution of campaign materials, or other electioneering shall be allowed inside the voting area.
RULE 15. Counting and Canvassing
Immediately after the close of voting, the Election Committee shall publicly open and count the ballots at the designated venue.
The counting shall be witnessed by the candidates or their authorized watchers.
The Election Committee shall prepare an Election Return stating:
a. The number of qualified voters;
b. The number of voters who actually voted;
c. The number of valid votes cast for each candidate for Governor;
d. The number of valid votes cast for each candidate for Vice Governor;
e. The number of invalid or questioned ballots; and
f. The names and signatures of the Election Committee members and watchers who participated in the counting.
The candidate who obtains the highest number of valid votes for Governor shall be declared elected Governor.
The candidate who obtains the highest number of valid votes for Vice Governor shall be declared elected Vice Governor.
Votes for Governor shall be counted separately from votes for Vice Governor.
RULE 16. Tie
In case of a tie for Governor or Vice Governor, the Election Committee shall not immediately proclaim a winner.
The Election Committee shall first verify the ballots, the Election Return, and the canvassing records.
If the tie remains, the Election Committee shall refer the matter to the body or officer authorized under the Constitution and By-Laws to resolve a tie.
If the Constitution and By-Laws contain no tie-breaking procedure, the Election Committee shall adopt a fair and transparent procedure, after giving notice to the tied candidates and allowing them to be heard.
Any tie-breaking procedure must be conducted publicly, recorded in the minutes, and applied equally to all tied candidates.
RULE 17. Proclamation and Assumption of Office
After completion of the counting and canvassing, and after resolving any timely objection that may affect the result, the Election Committee shall proclaim the duly elected Governor and Vice Governor.
The proclamation shall be recorded in a written Certificate of Proclamation signed by the Election Committee.
The elected Governor and Vice Governor shall assume office on January 1, 2027, unless a different date is provided by the Constitution and By-Laws.
The elected officers shall serve until their successors are duly elected and qualified, if such holdover provision is recognized by the Constitution and By-Laws.
The incumbent Governor shall continue to perform the functions of the office until the expiration of the incumbent’s term and the assumption of office of the duly elected successor, subject to the Constitution and By-Laws.
RULE 18. Election Protests
A candidate may file an election protest only on grounds involving:
a. Material violation of these Rules;
b. Fraud, intimidation, coercion, or undue influence;
c. Material error in the counting or canvassing of votes;
d. Illegal inclusion or exclusion of ballots; or
e. Qualification or disqualification of a candidate or voter, if the issue was timely raised or could not reasonably have been raised earlier.
An election protest must:
a. Be in writing;
b. State the specific facts and grounds relied upon;
c. Identify the particular ballots, voters, or acts being challenged; and
d. Be supported by available evidence.
The protest must be filed with the Election Committee within five (5) calendar days from the proclamation.
The protested candidate or party shall be furnished a copy and given five (5) calendar days to answer.
The Election Committee shall resolve the protest within two (2) calendar days after submission for resolution, subject to the Constitution and By-Laws.
A protest shall not suspend the assumption of office unless the Constitution and By-Laws or the authorized governing body provides otherwise.
The decision of the Election Committee shall be subject to the appeal or review mechanism provided in the Constitution and By-Laws.
RULE 19. Grounds for Disqualification After Election
A candidate may be disqualified after the election, subject to notice and opportunity to be heard, if it is established that the candidate:
Was not qualified at the time of filing or election;
Submitted a false, fraudulent, or materially misleading document;
Concealed a disqualifying financial accountability;
Concealed a pending administrative case;
Used fraud, intimidation, coercion, vote-buying, or other improper means to influence the election; or,
Violated a material provision of these Rules or the Constitution and By-Laws.
If the disqualification affects the result, the Election Committee shall refer the matter to the body authorized under the Constitution and By-Laws to determine the proper remedy, including annulment of the proclamation, proclamation of the next qualified candidate, or conduct of a special election.
RULE 20. Prohibited Acts
The following acts are prohibited:
Voting when not included in the final list of qualified voters;
Voting more than once or voting on behalf of another person without authority under the Constitution and By-Laws;
Falsifying membership, payment, officer, or qualification records;
Offering, giving, or receiving money, gifts, favors, or other consideration in exchange for votes;
Using threats, intimidation, coercion, or undue influence;
Tampering with ballots, the registry of voters, Election Returns, or other election records;
Interfering with the Election Committee or the orderly conduct of the election;
Campaigning or electioneering inside the voting area; and,
Any other act that violates the Constitution, By-Laws, these Rules, or lawful directives of the Election Committee.
Violations may result in cancellation of candidacy, disqualification, invalidation of votes, referral for administrative action, or other appropriate remedy under the Constitution and By-Laws.
RULE 21. Records and Confidentiality
The Election Committee shall maintain the following records:
a. Final list of candidates;
b. Final list of qualified voters;
c. Certificates of Candidacy and supporting documents;
d. Registry of voters;
e. Unused, used, questioned, and invalid ballots;
f. Election Returns;
g. Minutes of voting, counting, canvassing, and proclamation; and
h. Election protests and resolutions.
Election records shall be kept securely for at least two (2) years, or for the period required by the Constitution and By-Laws.
Membership, financial, and administrative information shall be disclosed only to the extent reasonably necessary to verify qualifications and resolve election issues.
RULE 22. Amendments and Effectivity
These Rules may be amended only by the body or officer authorized under the Constitution and By-Laws.
No amendment affecting the qualifications of candidates, qualifications of voters, election date, voting procedure, or remedies for violations shall be applied retroactively if it would unfairly prejudice a candidate, voter, or club.
These Rules shall take effect upon approval and dissemination to all clubs within National Capital Region No. 67.
