The 𝗔𝗰𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗦𝗼𝗹𝗶𝗱𝗮𝗿𝗶𝘁𝘆 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗘𝗺𝗽𝗼𝘄𝗲𝗿𝗺𝗲𝗻𝘁 𝗼𝗳 𝗧𝗲𝗮𝗰𝗵𝗲𝗿𝘀 (𝗔𝗦𝗦𝗘𝗥𝗧) expresses its serious concern over the continuing reports from teachers regarding the 𝗻𝗼𝗻-𝗽𝗮𝘆𝗺𝗲𝗻𝘁 𝗼𝗿 𝗶𝗻𝗰𝗼𝗺𝗽𝗹𝗲𝘁𝗲 𝗿𝗲𝗹𝗲𝗮𝘀𝗲 𝗼𝗳 𝘁𝗵𝗲 𝟮𝟬𝟮𝟱 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗥𝗲𝗰𝗼𝗴𝗻𝗶𝘁𝗶𝗼𝗻 𝗜𝗻𝗰𝗲𝗻𝘁𝗶𝘃𝗲 (𝗦𝗥𝗜).

The SRI was 𝗮𝗻𝗻𝗼𝘂𝗻𝗰𝗲𝗱 𝗯𝘆 𝘁𝗵𝗲 𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗴𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 as a form of recognition for the sacrifices and services of public sector workers, including teachers. It was accompanied by clear 𝗴𝘂𝗶𝗱𝗲𝗹𝗶𝗻𝗲𝘀 𝗮𝗻𝗱 𝗶𝘀𝘀𝘂𝗮𝗻𝗰𝗲𝘀 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗕𝘂𝗱𝗴𝗲𝘁 𝗮𝗻𝗱 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 (𝗗𝗕𝗠) on its coverage, amount, and timetable of release. Teachers rightfully expected that these guidelines would be followed and that the full amount promised would be released within the prescribed period.

However, many teachers have yet to receive the full SRI, while others have not received it at all. This situation has caused frustration and disappointment among educators who have long been hoping for the full payment—especially amid rising prices, heavy workloads, and worsening working conditions.

ASSERT emphasizes that 𝗶𝘁 𝗶𝘀 𝘁𝗵𝗲 𝗴𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗶𝘁𝘀𝗲𝗹𝗳 𝘁𝗵𝗮𝘁 𝗮𝗻𝗻𝗼𝘂𝗻𝗰𝗲𝗱 𝘁𝗵𝗲 𝗦𝗥𝗜. As such, it has the responsibility to ensure that 𝘀𝘂𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝘁 𝗯𝘂𝗱𝗴𝗲𝘁 𝗶𝘀 𝗮𝘃𝗮𝗶𝗹𝗮𝗯𝗹𝗲 𝗮𝗻𝗱 𝘁𝗵𝗮𝘁 𝗮𝗹𝗹 𝗰𝗼𝗻𝗰𝗲𝗿𝗻𝗲𝗱 𝗮𝗴𝗲𝗻𝗰𝗶𝗲𝘀 𝗮𝗿𝗲 𝗰𝗮𝗽𝗮𝗯𝗹𝗲 𝗼𝗳 𝗳𝘂𝗹𝗹𝘆 𝗮𝗻𝗱 𝗽𝗿𝗼𝗺𝗽𝘁𝗹𝘆 𝗿𝗲𝗹𝗲𝗮𝘀𝗶𝗻𝗴 𝗶𝘁. Announcements without guaranteed funding and clear ex*****on only deepen the hardship and distrust felt by teachers.

We therefore 𝘂𝗿𝗴𝗲𝗻𝘁𝗹𝘆 𝗱𝗲𝗺𝗮𝗻𝗱 that the concerned agencies immediately:
• Complete the 𝗳𝘂𝗹𝗹 𝗿𝗲𝗹𝗲𝗮𝘀𝗲 𝗼𝗳 𝘁𝗵𝗲 𝟮𝟬𝟮𝟱 𝗦𝗥𝗜 to all qualified teachers; and
• Act 𝘀𝘁𝗿𝗶𝗰𝘁𝗹𝘆 𝗮𝗻𝗱 𝗰𝗼𝗻𝘀𝗶𝘀𝘁𝗲𝗻𝘁𝗹𝘆 𝗶𝗻 𝗮𝗰𝗰𝗼𝗿𝗱𝗮𝗻𝗰𝗲 𝘄𝗶𝘁𝗵 𝗗𝗕𝗠 𝗴𝘂𝗶𝗱𝗲𝗹𝗶𝗻𝗲𝘀 𝗮𝗻𝗱 𝗶𝘀𝘀𝘂𝗮𝗻𝗰𝗲𝘀, without passing the burden of delays and budget shortfalls onto employees.

This SRI issue once again highlights a pattern of 𝘂𝗻𝗳𝘂𝗹𝗳𝗶𝗹𝗹𝗲𝗱 𝗴𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗽𝗿𝗼𝗻𝗼𝘂𝗻𝗰𝗲𝗺𝗲𝗻𝘁𝘀, where commitments are made publicly but are not matched by concrete and timely action. Teachers deserve more than promises—they deserve results.

ASSERT stands with teachers in asserting their right to the 𝗳𝘂𝗹𝗹, 𝗽𝗿𝗼𝗺𝗽𝘁, 𝗮𝗻𝗱 𝘂𝗻𝗰𝗼𝗻𝗱𝗶𝘁𝗶𝗼𝗻𝗮𝗹 𝗿𝗲𝗹𝗲𝗮𝘀𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗦𝗥𝗜, and we will continue to press for accountability until this commitment is finally honored.
Teachers deserve what was promised. Nothing less.

STATEMENT ON THE DEATH OF A TEACHER DURING CLASSROOM OBSERVATION AND THE URGENT NEED TO REFORM DEPED’S WORKING CONDITIONS

ASSERT expresses its deepest condolences to the family, colleagues, and students of Teacher Agnes Buenaflor of Pedro E. Diaz High School, Muntinlupa City, who collapsed and later died on January 7, 2026, while conducting her class during a scheduled Classroom Observation (CO).

This tragic incident must serve as a stark reminder to the Department of Education.

While the classroom observation is only one component of teacher evaluation, we assert that its current design and implementation have become excessive, time-consuming, and unnecessary, failing to reflect the depth and complexity of teachers’ work. Teachers have demonstrated their competence through years — even decades — of service. The manner in which CO is imposed today has become largely bureaucratic, disconnected from classroom realities, and a waste of valuable instructional time and energy.

Teaching in DepEd has come to resemble sending soldiers into battle with weapons that are inadequate, ill-suited, and far from sufficient for the realities they face. Teachers face rigid requirements, overwhelming paperwork, unrealistic performance demands, and constant surveillance, without the institutional support necessary to survive the profession. These pressures fall most heavily on women teachers, who carry a double burden of paid work in school and unpaid labor at home.

Many teachers now lament “halos hilahin na lang namin ang mga araw,” struggling simply to reach retirement. Countless educators are forced to remain in service until age 65, not because they still find joy in teaching, but to survive financially. For many, daily teaching has become a suffering rather than a fulfillment.

ASSERT calls on the Department of Education to:

1. Immediately review and overhaul the CO and teacher evaluation framework;
2. Remove non-essential, redundant, and oppressive requirements;
3. Institutionalize comprehensive mental-health programs for teachers;
4. End harassment, intimidation, and power-tripping in the bureaucracy;
5. Build a genuinely healthy, humane, and joyful learning environment.

The life and death of Teacher Buenaflor must not fade into silence. Her passing must not become just another statistic.
We now place the challenge squarely before the Department of Education:

Will you continue to manage teachers through pressure and paperwork —
Or will you finally choose to govern with care, responsibility, and genuine respect for those who carry the nation’s classrooms on their backs?

The Kilusan para sa Pambansang Demokrasya (KILUSAN) vehemently condemns the latest act of armed aggression launched by the United States against the Bolivarian Republic of Venezuela. After more than 25 years of interventionist plots, Washington has escalated its campaign of destabilization into outright military aggression—an assault on the sovereignty, dignity, and self-determination of the Venezuelan people.

For decades, Venezuela’s vast oil reserves were monopolized by U.S. corporations such as Mobil and Exxon. This changed in 1999, when the first Bolivarian President, Hugo Chávez Frías, nationalized the oil industry, reclaiming Venezuela’s resources for its people. Since then, successive U.S. administrations have conspired to impose regime change, sabotage Venezuela’s economy, and undermine its democratic institutions—all in pursuit of “repossessing” its oil and mineral wealth.

Today, Venezuela holds the largest proven oil reserves in the world, alongside significant deposits of gold, bauxite, and other strategic minerals. The Trump government’s aggression is not about democracy or human rights—it is about plunder. It is about reasserting monopoly control over resources that rightfully belong to the Venezuelan people.

According to US President Trump, US military forces have captured Venezuelan President Nicolás Maduro and his wife following U.S. airstrikes. While these claims have been widely circulated, they have not yet been independently verified. Regardless of confirmation, such reports underscore the gravity of the situation and the scale of U.S. intervention.

The aggression is also cloaked in false narratives. President Trump has attempted to justify attacks on Latin American vessels by linking them to the U.S. fentanyl crisis. Yet according to the United Nations Office on Drugs and Crime (UNODC), there is no evidence that any significant level of illegal fentanyl is produced in South America. UNODC’s global analysis, based on member state reporting and drug seizure data, shows that most illicit fentanyl enters the U.S. from Mexico, or is diverted from legal medical sources. To invoke Venezuela and its neighbors as scapegoats for the fentanyl epidemic is a deliberate distortion—an effort to mask imperialist aggression under the guise of “drug control.”

This aggression strikes hardest at the most vulnerable. Women, children, and marginalized genders bear disproportionate burdens when war and sanctions devastate communities.

As primary caregivers, Venezuelan women are forced to navigate food insecurity, collapsing healthcare, and displacement, while militarization heightens risks of gender-based violence. Yet women have also stood at the forefront of the Bolivarian Revolution—organizing grassroots resistance, sustaining social programs, and defending sovereignty. Their leadership embodies the resilience of the Venezuelan people and must be defended against imperialist erasure.

The attack on Venezuela is therefore not only an assault on national sovereignty, but also on the rights, dignity, and survival of women and marginalized communities who carry the heaviest weight of imperialist aggression.

We denounce this heinous act as part of the broader pattern of U.S. imperialism in Latin America and the Global South. From Iraq to Libya, from Afghanistan to Haiti, the United States has repeatedly cloaked its wars of conquest in the language of “freedom” and “security,” while leaving behind devastation, poverty, and instability. Venezuela now faces the same imperialist assault, with its women and marginalized communities enduring the sharpest consequences.

KILUSAN stands in solidarity with the Venezuelan people, the Bolivarian Revolution, and all nations resisting imperialist domination. We call on peoples’ movements, governments, and international institutions to:

● Condemn U.S. aggression and demand an immediate end to military operations against Venezuela.

● Defend Venezuela’s sovereignty and its right to control its own resources free from foreign intervention.

● Expose the lies of regime change propaganda that seeks to delegitimize Venezuela’s democratic institutions.

● Center women’s voices and leadership in solidarity efforts, recognizing the gendered impacts of war and sanctions.

● Strengthen international solidarity among peoples resisting imperialism, neoliberal exploitation, and resource plunder.

The aggression against Venezuela is not an isolated act—it is a warning to all nations that dare to assert independence from U.S. hegemony. It is a reminder that imperialism will stop at nothing to maintain its grip on global resources and markets.
