On August 7, 2024, the Commission on Human Rights (CHR) issued a statement expressing its strong support for Senate Bill (SB) No. 2633, also known as the โ€œMagna Carta of the Out-of-School Youth.โ€ The CHR commended the bill for its potential to address the needs and rights of out-of-school youth.

In alignment with the CHR, the National Anti-Poverty Commission Youth and Students Sectoral Council (NAPC YSSC) advocates for the passage of SB 2633. The council highlights the importance of this legislation in advancing social equity and providing crucial resources to out-of-school youth.

Today, in celebration of International Youth Day, NAPC YSSC underscores the importance of this legislative effort as a step towards empowering young people and ensuring their full participation in society.

The Youth and Students Sectoral Council (YSSC) of the National Anti-Poverty Commission (NAPC) convened for its 3rd Quarter meetings in Quezon City, September 26-29.

In his keynote message, NAPC Secretary Lope Santos III highlighted the need for open-mindedness in addressing youth issues. He noted the council's quarterly Regional Basic Sectors Coordinating Committee (RBSCC) meetings and ongoing engagements with various agencies like the Commission on Higher Education, Department of Education, and Technical Education and Skills Development Authority, as well as, consultations with the National Youth Commission (NYC) and Sangguniang Kabataan (SK) to enhance the Youth Development Plan.

He shared that the agency is finalizing policies for registering accredited organizations and welcoming new participants interested in poverty reduction. He even underscored the importance of advancing the National Anti-Poverty Agenda and the Sectoral Agenda.

Assistant Secretary Mary Rose Villaflor invited the YSSC to join the upcoming Anti-Poverty Summit in November and the observance of the International Day of Overcoming Extreme Poverty on October 17. She also urged the council to involve the youth organizations in NAPC activities and expressed her hope for the sector's active role in the Local Poverty Reduction Action Plan formulation.

In addition, Basic Sector and Coordinating Advocacy Service (BSCAS) OIC Director Nolan Banda proposed the establishment of regional offices to better connect sectors with local government units (LGUs) and other regional agencies. He encouraged the YSSC to embrace the challenge of being โ€œKabataan ang Pag-asa ng Bayanโ€ and strengthen the sector's influence.

Moreover, the Peacebuilding, Safety, and Security Committee, Education Committee, Gender Equality, Disability and Social Inclusion Committee, and the Health and Social Services Committee provided key updates on resolutions supporting state universities and colleges, addressing Mpox discrimination, and advancing mental health initiatives.

The YSSC also deliberated the presented proposals from the Climate and Environment Committee backing the Climate Accountability (CLIMA) Bill and refusing waste-to-energy projects, the Agriculture Committee focusing on the Magna Carta for Young Farmers, the Youth Engagement, Participation and Governance Committee emphasizing the localization of the NAPC-YSSC initiatives, the Livelihood and Employment Committee recommending policies for youth cooperatives, the Communications and Mainstreaming Committee highlighting the importance of sharing activities on social media, the Rules and Internal Governance Committee pushing for the creation of internal procedures, the Membersโ€™ Welfare Committee outlining plans for co-chairperson election and mental health training initiatives, and the External Affairs Committee's report on the budget challenges faced by the Council.

NAPC Office of the Vice Chair for Basic Sectors (OVCBS) Senior Technical Officer II Bryan Villasana facilitated the discussions on OVCBS updates and the budget report including the current status of the SRC initiatives and budget allocations.

Meanwhile, the NYC through Assistant Division Chief Conrado Rigor Jr. and SK Secretariat Presidential Staff III Gillian Sagadal shared insights into the policies and programs of NYC and SK, underscoring their roles in youth empowerment.

Commission on Population and Development-Planning, Monitoring, and Evaluation Division Chief Lyra Gay Ellies Borja and Planning Officer II Maria Eliza Cruz discussed the information and data on adolescent pregnancy in the Philippines and the salient features of the Adolescent Pregnancy Prevention Bill.

Greenpeace Philippines Public Engagement Manager Haydee Illenberger and Senior Campaigner Virginia Benosa-Llorin gave an overview of their initiatives advocating for the passage of the CLIMA Bill.

Additionally, Cavite Provincial Persons with Disability Affairs Officer Marie Shiela Haloc led the Disability Sensitivity Training via Zoom, emphasizing the negative attitudes toward disability that lead to social exclusion and isolation.

Aaron James Villapando from the Philippine Anti-Discrimination Alliance of Youth (PANTAY) Leaders, Inc. followed to facilitate the Gender Sensitivity Training (GST) by introducing concepts such as human rights and the s*xual orientation, gender identity and expression, and s*x characteristics known as SOGIESC. PANTAY Executive Director Rye Manuzon highlighted the organization's focus on dismantling gender stereotypes and combating discrimination.

During the GST, the YSSC gained knowledge on safeguarding frameworks, forms of harm, and strategies for creating safe spaces, and the alarming statistics revealed that 22% of women and 18% of men reported experiencing s*xual harassment in the workplace.

The Q3 meetings resulted in the finalization of the Internal Committee Membership, the establishment of the Youth Sector, the presentation of the planned activities for the rest of the year, and the successful passage of the nine resolutions that exceeded the target number of resolutions set for 2024.

Mga kasama at kasangga sa Aksyon laban sa kahirapan,

In light of the recent severe weather conditions, including heavy rainfall and flooding, many of our fellow kababayans have been gravely affected.

The Youth and Student Sector Council express our deepest solidarity with the communities impacted by Typhoon Kristine and kindly appeal for assistance from those who are able to extend their support during this challenging time. We are seeking in-kind donations to help provide much-needed relief to those in affected areas.

We plan to send the donations we collect to the communities in Isabela, Pangasinan, and Naga, where urgent needs include:

Canned goods (ready-to-eat meals such as sardines, corned beef, tuna, etc.)
Clean drinking water (bottled or in containers)
Rice (preferably in smaller packs for easy distribution)
Noodles (instant noodles, cup noodles, etc.)
Coffee (instant coffee, sachets or packs)
Milk (powdered or evaporated)

Other essential relief items:
First aid supplies (bandages, antiseptics, etc.)
Basic medicines (paracetamol, ibuprofen, antacids, etc.)
Personal hygiene kits (soap, toothpaste, toothbrushes, etc.)

Amidst the tapestry of challenges and opportunities in our society, today marks a pivotal moment as we gather for the Basic Sectoral Council Inter-Agency Meeting, joined by esteemed institutional partner stakeholders. With hearts aligned towards progress and empowerment, we embark on a journey of collaboration, synergy, and collective action.

In this gathering, the Basic Sectoral Council and Partner Agencies - the National Youth Commission (NYC), Department of Social Welfare and Development (DSWD), Department of Agriculture (DA), Commission on Population and Development (CPD), Philippine Commission on Women (PCW), Commission on Higher Education (CHED), Department of Labor and Employment (DOLE), and Commission on Human Rights (CHR) - stand shoulder to shoulder, bound by a shared commitment to champion the rights, welfare, and aspirations of our basic sectors.

By Representing Region II with pride of National Anti-Poverty Commission (NAPC)-Youth and Students Sector Council (YSSC) Council Member for Region II Godhyl Kaye N. Okit, from the H3 (Head, Heart, Hands) Movement.

Nakilahok ang 83 delegado mula sa ibaโ€™t ibang organisasyon ng mga kabataan at mag-aaral sa National Sectoral Assemblies (NSA) ng National Anti-Poverty Commission (NAPC) sa Makati City, Disyembre 1-3.

Naghalal ng 25 council members ang National Anti-Poverty Commission Youth and Students Sectoral Council (NAPC-YSSC) na siyang magiging konseho na magsusulong sa mga polisiyang may kinalaman sa pagpapaunlad ng kalagayan ng kanilang sektor. Mula sa bilang na ito, pumili sila ng tatlong nominado para sa posisyon ng Sectoral Representative (SR): Liezl Adame mula sa nasyonal na antas, Jeric Doblon mula sa Eastern Visayas at Aljon Mariquit mula sa Northern Mindanao.

Nagpahayag din si National Youth Commission (NYC) Planning, Monitoring and Evaluation Division Chief Jenvie Ann Ramirez Salmo ng suporta sa pagtitipon ng NAPC-YSSC. Nanawagan si Salmo na lalo pang pagtibayin ang ugnayan ng NAPC, NYC at ng konseho para maisakatuparan ang mga sectoral agenda ng mga kabataan at mag-aaral na naaayon sa Philippine Youth Development Plan 2023-2028.

Ibinahagi ni Assembly Chairperson at Youth and Students SR Ninian Sumadia ang siyam na agenda na ito, kabilang ang gender equality, quality education, studentsโ€™ rights and welfare at increased access to mental health services. Hinimok niya ang mga bagong miyembro ng konseho na palawigin pa ang usapin ukol dito at ipagpatuloy ang pakikipagtulungan ng sektor sa mga ahensya ng pamahalaan upang labanan ang kahirapan.

Nagpahayag naman ng mensahe ng suporta si NAPC Secretary Lope Santos III sa natapos na eleksyon ng sektor. Ipinaliwanag ni Secretary Santos ang kahalagahan ng aktibong pakikilahok sa pamamahala upang tuloy-tuloy na matugunan ang pangangailangan ng mga mahihirap at nasa laylayan ng lipunan.
