πŸ›οΈ NEW MONOGRAPH: Decoding the Complexity of Philippine Local Governance πŸ‡΅πŸ‡πŸ“Š

Have you ever noticed how the same families keep showing up on the ballot β€” and winning? Or wondered whether your local officials actually face any consequences for how they handle public funds?

This monograph takes on four questions that sit right at the center of how Philippine local governance works: Do voters really hold leaders accountable for fiscal performance? What keeps political dynasties so resilient? Are women still underrepresented in local leadership? And is our candidate-focused brand of politics actually hurting public education?

Drawing on from the Philippine Local Government Interactive Dataset (https://elections.cids.up.edu.ph/), this monograph presents research across municipalities and provinces authored by emerging scholars across disciplines. These four studies bring fresh, evidence-based perspectives to the table β€” the kind that can inform smarter policies, stronger accountability, and public services that every Filipino deserves.

If you're a policymaker, a student of Philippine politics, or just someone who pays attention to how this country is governed, you may access the monograph here: https://cids.up.edu.ph/download/unpacking-local-governance-philippines-patterns-persistence-performance/

This monograph was conceptualized and edited by Dr. Rogelio Alicor Panao, Convenor of the Program on Social and Political Change (PSPC). Published by the UP Center for Integrative and Development Studies (UP CIDS), University of the Philippines System.

With cities already home to 45% of the global population, creating sustainable cities and communities is more urgent than ever 🌍 πŸ™οΈ

By 2050, nearly two-thirds of global population growth is expected to take place in cities, with much of the remaining growth occurring in towns. As climate risks intensify and inequalities deepen, the way we plan and design urban spaces today will shape lives for generations to come.

Have a people-first urban solution to share? Bring your ideas to by hosting a partner-led event and inspiring change with likeminded partners from around the world. Applications close 29 January – apply now!

Nature isn’t a guest in the city. Nature is infrastructure.

Cities have to stop treating it as decoration and start treating it as essential urban infrastructure, just like roads, drainage, and electricity.

When we treat nature as a foundational system, everything shifts:

🌧️ Wetlands become flood infrastructure, absorbing stormwater and protecting neighborhoods.
🌳 Urban forests and tree canopies become cooling networks, reducing heat stress and making streets walkable.
🌿 Green corridors stitch together fragmented ecosystems, supporting biodiversity and offering safer, shaded public spaces.
πŸ’§ Restored rivers and riparian zones become natural drainage channels, reducing the burden on engineered systems.
🏘️ Nature-based solutions in informal settlements reduce risk, improve health, and make upgrading more climate-resilient.
πŸ§‘β€πŸ€β€πŸ§‘ Communities become stewards, co-designing and managing green spaces that strengthen identity and social cohesion.

It’s climate adaptation, public health, risk reduction, and urban equity β€” all supported by natural systems that work better, cost less over time, and restore life to the city.

πŸ”₯ As the southern hemisphere enters its hottest months, cities are facing another season of intensifying urban heat.

Extreme heat is now one of the fastest-growing urban risks yet it often remains less visible than floods or storms. With urban areas already facing pressure on housing, basic services and informal settlements - are being pushed to their limits.

To support governments and practitioners, the Handbook on Urban Heat Management in the Global South, developed by the World Bank with UN-Habitat and UN Environment Programme, brings together practical guidance on how cities can plan for and manage heat more effectively.

What the Handbook offers:
🌑️ Methods to map heat risks and identify vulnerable neighbourhoods
🌳 Approaches to integrate nature-based cooling into urban planning
🏠 Strategies for heat-resilient housing and public space design
πŸ’‘ Approaches that combine scientific, local and Indigenous knowledge to inform context-specific heat responses
πŸ“Š Pathways to connect community-level data with national policy and finance
🧊 Entry points for scaling sustainable, low-emission cooling solutions

As countries implement national climate plans, addressing extreme heat especially in informal and underserved areas will be essential for protecting health, supporting livelihoods, and strengthening urban resilience.
