In 2008, Xavier University - McKeough Marine Center spearheaded the establishment of the Macajalar Bay Development Alliance (MBDA) to implement Integrated Coastal Management (ICM) in one of the most important bays in the Philippines, the Macajalar Bay. The bay is a major fishing ground in Misamis Oriental of Region 10, Northern Mindanao. It is 50km wide at the mouth and 30km long, with an area app

roximately 1000km2. Further, it is the gateway of northern Mindanao, with heavy, medium, to light industries, with rapid development and strong coastal migration, threatening the condition of the bay. The MBDA is composed of the provincial government of Misamis Oriental and 14 coastal local government units (LGUs), namely: Cagayan de Oro City (Chartered). El Salvador City (Component), Alubijid, Balingasag, Binuangan, Jasaan, Kinoguitan, Lagonglong, Laguindingan, Opol, Salay, Sugbongcogon, Tagoloan and Villanueva. The local chief executives of the member-LGUs sit in the Council, which serves as the highest policy and decision-making body of the alliance. Four members from the Council are elected as Chairperson, Vice-Chairperson, Secretary and the Treasurer of the Executive Committee. In addition, technical working group (TWG) members were appointed from each LGU who closely coordinate with various sectors in the implementation of ICM plan in the bay. Coastal Law Enforcement, b. IEC, c. Habitat and Resource Management, d. Policies and Good Governance, and e. Monitoring and Evaluation. The 14 coastal municipalities and cities are further divided into 4 Clusters to identify key issues that need to be addressed and implemented jointly as an alliance. The Program Management Office of the MBDA is the main project and program development body, represented by a PMO Manager and 8 officers who also sit as the TWG coordinators and Cluster coordinators of the alliance. The MBDA has been doing its programs and projects in close collaboration with various stakeholders such as the Department of Environment and Natural Resources (DENR), Bureau of Fisheries and Aquatic Resources (BFAR), Philippine National Police- Maritime Group, Philippine Coast Guard (PCG), Maritime Industry Authority (MARINA), Department of Interior and Local Government (DILG), Mindanao Development Authority (MinDA), Gesellschaft für Internationale Zusammenarbeit (GIZ), RARE, Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), STEAG Power Inc, Mindanao State University—Naawan, and Xavier University –Ateneo de Cagayan. OBJECTIVES
The Project covers the networking and liaison activities to bring together all different stakeholders in the maritime corridor to come up with an integrated coastal management plan using the data gathered from the corollary baseline profiling. Main tasks of the MBDA are:
A. Formulation of the integrated Coastal Management Plan for the Macajalar Bay
B. Establishment of the comprehensive Law Enforcement Unit
C. Harmonization of ordinances (comprehensive bay wide fishery ordinances)
D. Capacity enhancement of LGUs and partners in ICM (supports regional and national capacity building)
E. Monitoring and evaluation of MBDA projects and programs and its members’ ICM implementation
F. Establishment of Marine Protected Areas Networks
G. Resource Mobilization

To guide its Integrated Coastal Management, the Ridge to Reef and community development work, MBDA adheres to the following strategic thrusts:
• To work with communities in pursuing the environmental well- being.
• To help develop and strengthen sustainable grassroots organizations.
• To seek and develop with communities environmentally appropriate economic technologies to ease the pressure on the natural resources.
• To ensure the people’s participation in development processes.
• To engage in pro-active advocacy and public awareness building.
• To seek and realize with communities the respect for the integrity of creation.
• To engage in community- based and applied researches.
• To conduct together with communities direct biodiversity conservation and resource rehabilitation actions.
• To pilot models for socio- economic development projects that could be eventually adopted by and among the communities.
• To develop MBDA into a strong and independent alliance recognized as a pioneering institution in Northern Mindanao.

🌊📜 Bridging Communities and Conservation: TRANSCEND Partnership Signing

The Partnership Agreement Ceremonial Signing under the TRANSCEND Project was successfully conducted on April 8, 2026, at New Dawn Hotel Plus, Cagayan de Oro City.

This milestone event brought together the Macajalar Bay Development Alliance (MBDA), partner LGUs and their respective representatives, together with the representatives of their partner community organizations: CLGU–Cagayan de Oro with Kiraba Fisherfolks Association and Tablon Active Small Fisherfolk, CLGU–El Salvador with the 4-H Club, and LGU–Binuangan with Dampias Fisherfolk Association. The agreement was formalized in partnership with the Foundation for the Philippine Environment (FPE), and actively witnessed by RARE Inc.

The ceremony was graced by the strong presence of Hon. Atty. Roy I. Macua, MBDA Vice-Chairperson, alongside FPE Executive Director Louie C. Tesolana, PhD, whose leadership and commitment continue to drive collaborative environmental governance and sustainable coastal resource management.

This collective undertaking reinforces a shared vision of empowering coastal communities, strengthening local institutions, and advancing inclusive, science-based approaches to marine conservation and fisheries management across Macajalar Bay.

Through partnerships like these, we move closer toward resilient ecosystems and sustainable livelihoods for present and future generations.

Macajalar Bay Development Alliance (MBDA), together with Rare Philippines under the TRANSCEND Program, successfully completed a dynamic 5-day Learning Exchange and Co-Design Workshop—bringing together seven partner LGUs, the Provincial Government of Misamis Oriental, fisherfolk leaders, youth groups, community champions, and coastal resource managers.

📍 Hosted at the Tañon Strait Seascape and Landscape Protected Area, one of Fish Forever’s most successful sites, where participants immersed themselves in real-world learning on responsible fishing behaviors, community mobilization, and technology-driven fisheries innovations.

📌 Day 1–3: Learning Exchange + Field Immersion
Participants explored the coastal communities of Bindoy, Bais, and San Carlos, learning from their successful Fish Forever initiatives.
🔹 Presentation of empathy session outputs
🔹 Interviews with target audiences
🔹 Community-based insights on compliance, registration, and behavior-centered management
🔹 Exposure to innovations like EarthRanger, FishMat/OurFish, Savings Club, and FishForce Youth Educators

📌 Day 4: Co-Designing Solutions
Partner LGUs began crafting their Behavior-Centered Design (BCD) Canvases, identifying priority problems such as overfishing, unregistered fishers, weak enforcement, and gaps in fisher participation.
Teams shaped strategies tailored to their local realities—rooted in behavioral levers, collaboration, and evidence-based planning.

📌 Day 5: Creative Presentations & Final Outputs
LGUs showcased their co-designed solutions through videos, presentations, and interactive canvases.
Each municipality presented measurable goals for 2026–2028, focusing on:
✔ Fisher registration and licensing
✔ Strengthening MFARMCs
✔ Improving fish catch monitoring
✔ Engaging youth and community leaders
✔ Technology adoption and sustainable marine governance

🌱 This collaborative workshop strengthened the foundation for the upcoming Fish Forever Leadership Academy, which will begin its soft launch in the Municipality of Jasaan-Misamis Oriental by January 2026.

Officially set sail!

The Fish Forever Leadership Academy (FFLA) of RARE Philippines under TRANSCEND Program, in partnership with the Macajalar Bay Development Alliance (MBDA), successfully concluded its two-day Empathy Session held last November 11–12, 2025 at Xentro Hotel, Cagayan de Oro City.

The event brought together the Municipal Implementation Teams representing MBDA’s eight partner LGUs—Cagayan de Oro City, El Salvador City, Laguindingan, Alubijid, Villanueva, Balingasag, Jasaan, and Binuangan—along with the Provincial Government of Misamis Oriental. Each team included local government staff and representatives from registered fisherfolk organizations, ensuring well-rounded and community-rooted participation.

This Empathy Session equipped participants with a deeper understanding of the program’s core goals: strengthening coastal resource management, adapting to environmental changes, improving sustainable fishing practices, enhancing local ordinances, empowering community involvement, and supporting committed leaders and deputized fish wardens. At the heart of the program lies a vital message—lasting coastal protection begins with meaningful behavioral change.

Across the two-day activity, participants explored both conceptual and community-based learning.

Day 1 highlighted a reflective workshop on the 25-year changes in coastal resources and community conditions, tracing developments from the 1950s to the present. This allowed LGUs to examine how environmental shifts have shaped local livelihoods. The session also guided teams in crafting responsive ordinances and strengthening their enforcement, ensuring policies truly safeguard coastal resources and biodiversity.

Day 2 brought these insights to life through a field-based empathy session in the coastal barangays of Bonbon and Bayabas in Cagayan de Oro City. Participants conducted community walks and led focused group discussions with fisherfolk, local residents, and barangay officials to better understand the real-time status of the coastal environment and the everyday challenges felt by those living closest to the sea.

This grounded experience deepened the participants’ appreciation of community perspectives and underscored the urgency of collective action for coastal protection and sustainable fisheries.

A stronger, more united Macajalar Bay community is on the horizon—moving forward together for healthier seas and thriving coastal communities. 🌊🌱

🌊 Strengthening Partnerships for a Sustainable Macajalar Bay! 🌿

The Macajalar Bay Development Alliance (MBDA) successfully concluded a series of courtesy visits and coordination meetings from September 29-October 3, 2025, together with partners from the Foundation for the Philippine Environment (FPE) and RARE Philippines under the TRANSCEND Project.

These engagements highlighted the shared commitment of Local Government Units, People’s Organizations, the Academe and Private Sector partners toward the sustainable management of our coastal and marine resources.

With the valuable support of FPE and RARE, upcoming activities will focus on strengthening community-based initiatives, promoting biodiversity conservation and fostering inclusive growth for the people and environment of Macajalar Bay.

Together, we transcend boundaries for a bluer, greener, and more resilient bay! 💙🌍
