Philippine Aquatic Safety Society PASS, a member of NDPA (National Drowning Prevention Alliance), advocates aquatic safety for everybody.

We believe drowning is preventable through proper education and training. As an aquatic safety organization, we lead the efforts to prevent drowning. We recognize, address, and support drowning prevention efforts for persons of all ages and drowning risks in all bodies of water.

Despite living in an archipelago, around 50% Filipinos grow up without learning how to swim.

Why is it that many Filipinos can't swim? According to the Organisation for Economic Co-operation and Development (OECD), poverty and limited access make swimming lessons unaffordable, while public schools rarely include them.

Urbanization also separates communities from natural water, and many cities lack safe, affordable facilities. Cultural factors play a role too, as fear of water or lack of skills is often passed down within families.

As a result, swimming is treated as a โ€œluxury,โ€ not a basic survival skill. ๐—ง๐—ต๐—ฒ ๐—ฃ๐—ต๐—ถ๐—น๐—ถ๐—ฝ๐—ฝ๐—ถ๐—ป๐—ฒ๐˜€ ๐—น๐—ผ๐˜€๐—ฒ๐˜€ ๐—ฎ๐—ฟ๐—ผ๐˜‚๐—ป๐—ฑ ๐Ÿญ๐Ÿฌ ๐—ฝ๐—ฒ๐—ผ๐—ฝ๐—น๐—ฒ ๐—ฒ๐˜ƒ๐—ฒ๐—ฟ๐˜† ๐—ฑ๐—ฎ๐˜† ๐˜๐—ผ ๐—ฑ๐—ฟ๐—ผ๐˜„๐—ป๐—ถ๐—ป๐—ด, making it a major yet often overlooked public health issue.
