As a key non-government legal organization, BALAOD continues to assist indigenous cultural communities (ICCs), helping them navigate through our complex system of land laws and assert their rights over their ancestral domains. ⁣

In a dialogue between different Indigenous Cultural Communities (ICCs) of Bukidnon, relevant government agencies, the Church and concerned CSOs, BALAOD Mindanaw strongly called out the practice of DENR and DAR of continuously processing land titles for their respective constituents without proper coordination with the NCIP, the government agency mandated to assist the IPs. Such practice has led to the issuances of overlapping land documents which, as consequence, often resulted in the ejectment, non-entry, and displacement of IPs from their ancestral lands. ⁣

The dialogue, held in Malaybalay, Bukidnon on December 2, 2025, was initiated by the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) in partnership with the Diocese of Malaybalay. It aimed to address and facilitate the establishment of a coordinating mechanism for the peaceful resolution of long-standing conflicting land claims between IPs, private claimants, LGUs, and government agencies which have resulted to threats, harassments, violence, and even deaths of IP leaders in the province. Among those present were representatives from the Manobo–Pulangiyon IPs of Quezon and Kibawe, Manobo-Kirentiken-Ilantungon IPs of Don Carlos, Talaandig IPs of MILALITTRA, Higaonon-Manobo-Talaandig of Talakag all in Bukidnon, NCIP, DENR, DAR, NCIP, CHR, DSWD, AFP, PNP, OPAPRU, concerned LGUs, civil society organizations and the Church led by Archbishop Emiritus Antonio Ledesma, Archbishop Jose Cabantan of Cagayan de Oro, and Bishop Noel Pedregosa of Bukidnon. ⁣

Alarming statistics reveal the pervasive issue of violence against women (VAW) in the Philippines. Data show 1 in 5 (20%) women aged 15-49 have experienced physical violence since age 15, and 14% of married women experienced spousal physical, sexual, or emotional violence. As of 2021, there were 8,399 reported cases of physical violence, 1,791 on r**e, and 1,505 on acts of lasciviousness. The stories are real, horrifying, and alarming.⁣⁣

Beyond the numbers, VAW leaves deep emotional and psychological scars, impacting individuals, families, and communities.⁣⁣
⁣⁣

BALAOD Mindanaw has never stopped in its pursuit to stop human trafficking and online sexual abuse and exploitation of children (OSAEC). All year round, awareness campaigns are pursued with vigor through school caravans, the production and distribution of information, education, and communication (IEC) materials, and other community engagements.⁣

On November 29, 2025, BALAOD bolstered its support for the Children’s Month Celebration of Barangay Cugman, Cagayan de Oro, through its participation in the OSAEC Awareness Program, spearheaded by its Sanguniang Kabataan (SK). BALAOD-trained paralegal Gia Visitacion gave a talk on Human Rights and OSAEC to the youth coming from the barangay, reinforced by the distribution of IEC materials on human trafficking and OSAEC. ⁣

Meanwhile, Miss Gia and another active BALAOD-trained Paralegal, Al Rashide Galaura, visited the office recently for a courtesy call to BALAOD Executive Director Khristine Kay Lazarito-Calingin. Being the new director, Atty. Kay discussed awareness campaign plans and what the paralegals can do to support future engagements, especially on child protection.⁣

BALAOD Mindanaw actively participated in the Mindanawon Kontra Korapsyon: A Multi-Sectoral Protest Against Corruption held last November 29, 2025, at Gaston Park, Cagayan de Oro City. ⁣

The said activity became a venue for different sectors and organizations standing with the Trillion Peso March Movement in the call for truth, accountability, and justice. It served as a platform for speakers and sectoral leaders to shout out their call and messages to the government for their demands for truth, the return of the money stolen from the people, accountability and prosecution of the corrupt officials, respect for the constitution, and the end of the political dynasty.⁣

BALAOD, as the secretariat of the advocacy group Kagay-anon Against S*x Offenders (KASO), spearheaded the establishment of the One-Stop Women and Children Protection Center (WCPC) in Region X in 2021. This center provides efficient, streamlined, and more coordinated assistance to victims of gender-based violence in the region. Among the first of its kind in the country, the WCPC, located at the Northern Mindanao Medical Center (NMMC), provides immediate services tailored to victims of child abuse, violence against women (VAW), trafficking, and other gender-based violence.⁣⁣

BALAOD Legal Officer, Atty. Perfecto Mendoza disclosed, “𝘛𝘩𝘦 𝘞𝘊𝘗𝘊 𝘤𝘢𝘵𝘦𝘳𝘴 𝘤𝘢𝘴𝘦𝘴 𝘦𝘪𝘵𝘩𝘦𝘳 𝘰𝘧 𝘝𝘈𝘞 𝘰𝘳 𝘢𝘣𝘶𝘴𝘦 𝘰𝘧 𝘮𝘪𝘯𝘰𝘳. 𝘐𝘧 𝘝𝘈𝘞 𝘤𝘢𝘴𝘦𝘴, 𝘐 𝘶𝘴𝘶𝘢𝘭𝘭𝘺 𝘵𝘢𝘭𝘬 𝘸𝘪𝘵𝘩 𝘵𝘩𝘦 𝘢𝘥𝘶𝘭𝘵 𝘷𝘪𝘤𝘵𝘪𝘮𝘴 𝘵𝘩𝘦𝘮𝘴𝘦𝘭𝘷𝘦𝘴, 𝘣𝘶𝘵 𝘪𝘧 𝘢𝘣𝘶𝘴𝘦 𝘰𝘧 𝘮𝘪𝘯𝘰𝘳, 𝘐 𝘵𝘢𝘭𝘬 𝘸𝘪𝘵𝘩 𝘵𝘩𝘦 𝘮𝘰𝘵𝘩𝘦𝘳 𝘰𝘳 𝘵𝘩𝘦 𝘨𝘶𝘢𝘳𝘥𝘪𝘢𝘯 𝘰𝘧 𝘵𝘩𝘦 𝘷𝘪𝘤𝘵𝘪𝘮.” He also said that at least 2 or 3 cases of abuse are reported almost every day at the center.⁣⁣

Working with other relevant government agencies at the center, such as the PNP, NMMC, and DSWD, BALAOD plays a significant role in providing legal consultation services and assistance with case filing. The multidisciplinary nature of the expertise available has led to the improvement of processes relevant not only to the security, treatment, and recovery of the victims but also in the investigation and prosecution of cases.⁣⁣

𝐁𝐀𝐋𝐀𝐎𝐃 𝐓𝐀𝐊𝐄𝐒 𝐀𝐂𝐓𝐈𝐕𝐄 𝐑𝐎𝐋𝐄 𝐓𝐇𝐑𝐎𝐔𝐆𝐇 𝐋𝐄𝐀𝐑𝐍𝐈𝐍𝐆 𝐀𝐍𝐃 𝐂𝐎𝐋𝐋𝐀𝐁𝐎𝐑𝐀𝐓𝐈𝐎𝐍⁣

BALAOD Mindanaw Executive Director Khristine Kay Lazarito-Calingin recently attended the Claiming Spaces, Building Power: A National Conference of CSOs on People’s Participation and Accountable Governance. It was a collaborative workshop attended by national and local CSOs from Luzon, Visayas, and Mindanao, which served as a venue to participate, share stories, and strengthen networks. ⁣

Atty. Kay expressed her appreciation for the insights learned from the workshop coming from Pasig City CSO Academy and Pasig City People Participation Unit (3PU), Naga City People’s Council, and Tubajon People’s Council (TUPECO). She took pride in BALAOD’s role in taking part in the creation of TUPECO and strengthening active people’s participation and good local governance. She also pointed out some learnings gained from the presentation on Strengthening Citizen Participation: DILG’s Initiatives, Insights, and Future Directions.⁣ As BALAOD Executive Director, she was grateful for having a venue like this where CSOs could show up, share experiences, and learn from each other.⁣
