Integrated Bar of the Philippines - Misamis Oriental Chapter
OFFICIAL STATEMENT ON THE MURDER OF NIRUH KYLE ANTATICO

The Integrated Bar of the Philippines - Misamis Oriental Chapter strongly condemns the brutal killing of law graduate Niruh Kyle Antatico, a former employee of the National Irrigation Administration - Region 10. According to media reports, Mr. Antatico was shot dead by motorcycle-riding assailants in Cagayan de Oro City, with the crime captured on dashcam footage.

The IBP Misamis Oriental Chapter expresses its grave concern over Mr. Antatico's untimely death and the possibility that his murder may have been connected to his efforts to expose alleged wrongdoing in some government offices. Any attack on a person seeking accountability is an attack on the rule of law itself, and we cannot allow fear and impunity to erode the foundations of justice and public service.

We therefore call upon our law enforcement agencies to conduct a swift, impartial, and thorough investigation into this heinous crime. Authorities must pursue every lead, including the potential connection between Mr. Antatico's exposés and his killing, and ensure that both the perpetrators and any masterminds are held fully accountable, regardless of position or influence.

Pursuant to the IBP's mandate to promote the rule of law and uphold the public interest, the Chapter stands ready to assist in efforts to address governance-related concerns. The Chapter is committed to cooperate with relevant agencies in any lawful investigation and calls upon individuals who may possess information or evidence of wrongdoing in government to come forward and visit our office, so that we may extend appropriate legal guidance and assistance. Through collective vigilance and civic courage, we can help ensure that accountability and justice prevail.

The IBP - Misamis Oriental Chapter extends its deepest condolences to the family, friends, and colleagues of Mr. Antatico. We share in their grief and stand with them in demanding truth and justice.

IBP MISAMIS ORIENTAL JOINS NATIONAL TRAINING-WORKSHOP 🇵🇭⚖️

On October 9-11, 2025, our Chapter Officers, President Atty. Greg Pallugna, Vice President Atty. Melanie Cabanlas, Secretary Atty. Ernesto Neri, Treasurer Atty. Lorela Escobero, CPA, and Auditor Atty. Edgar Constantino, CPA, attended the IBP Training-Workshop on the 2024 Revised Guidelines of the Supreme Court for the 27th Board of Governors and Chapter Officers, held at The Linden Suites, Ortigas Center, Pasig City.

The event gathered Chapters from the Eastern Mindanao Region, providing a valuable opportunity to gain a deeper understanding of the IBP’s internal processes, exchange insights with fellow Chapters and National Officers, and align with the organization’s ongoing priority programs and reforms.

During the workshop, IBP Misamis Oriental emerged among the Chapters with the most number of beneficiaries served within the year and as one of the most active and program-driven Chapters in the region. Taking advantage of this momentum, our Chapter proudly presented our proposals for additional budget support toward the construction of a new Chapter Building and the acquisition of a Service Coaster - key projects that will further strengthen our ability to serve our members and extend our public service reach across the province.

We extend our heartfelt gratitude to IBP National President Atty. Allan Panolong and Eastern Mindanao Governor Atty. Roxan Apostol for their visionary leadership in elevating the IBP, not only through improved institutional processes but also by expanding its national and local relevance in advancing justice, integrity, and public service.

IBP MISAMIS ORIENTAL - LEGAL PRACTICE ACADEMY ⚖️
✅ SESSION 3 — Prosecution 101

The IBP Misamis Oriental Chapter has just concluded the third session of the Legal Practice Academy, featuring an insightful discussion on the new rules in criminal procedure before the Office of the Prosecutor.

Our heartfelt thanks to the Office of the City Prosecutor, led by City Prosecutor Charisse Galarrita-Bitoon, through Assistant City Prosecutors John Salva and Monique Cajardo, for sharing an in-depth and highly practical lecture on the recent Department of Justice Circulars on criminal procedure.

This session truly enriched our members’ understanding of how these DOJ innovations strengthen case build-up, investigation, and prosecution — a learning experience that proved valuable not only for our new lawyers, but even for seasoned practitioners.

Special thanks as well to Atty. Noelen JC Abaday for ably hosting this engaging session of the Legal Practice Academy!
