The 31 Barangay Secretaries of Quezon, Bukidnon, together with Ms. Clarence Makinano Lynn Makinano, the MLGOO from the Department of the Interior and Local Government (DILG), successfully conducted a benchmarking activity on Lupong Tagapamayapa Incentives Awards (LTIA) and Galing Pook Award documentation at Barangay Balulang on December 17, 2025.

The activity aimed to enhance the participants’ understanding of best practices in good governance, transparency, accountability, and documentation, drawing valuable insights from Barangay Balulang’s exemplary programs and systems.

PB Kap Edwin Micabani shared and discussed their noble achievements on the implementation of the Brgy Justice System, as well as the Galing Pook best practices.

This initiative strengthens the capacity of barangay secretaries to properly document governance innovations and promotes the continuous pursuit of excellence in local governance.

The effective delivery of justice at the community level is essential to maintaining peace, social cohesion, and trust in government institutions—especially in culturally diverse localities such as Cagayan de Oro City. Muslim communities in the City continue to face unique socio-legal concerns, including limited access to legal information, unfamiliarity with local dispute-resolution processes, and occasional misunderstandings between customary practices and formal legal systems. These challenges can hinder the peaceful settlement of conflicts and often result in cases being elevated unnecessarily to higher courts or agencies.

To address these gaps, the National Commission on Muslim Filipinos (NCMF) Region X – Legal Affairs Division, in coordination with the Department of the Interior and Local Government (DILG) CDO, conducted the community legal education program “Strengthening Barangay Justice in Muslim Communities in CDO on November 18, 2025, at Country Village Hotel.” The initiative aims to empower both community members and local justice actors by equipping them with accurate legal knowledge and practical skills in dispute resolution.

Central to this effort is the Lupon Tagapamayapa of Barangay Balulang, whose members serve as the first line of conflict mediation in their jurisdiction. As participants, they play a critical role in bridging cultural understanding and ensuring that Muslim residents receive fair, culturally sensitive, and timely justice. Through capacity-building on Katarungang Pambarangay processes, rights-based approaches, and the integration of Muslim cultural and legal perspectives, the program strengthens their ability to handle disputes more effectively and inclusively.
