IBP Quirino joins NCLA Legal Aid on Wheels in Cagayan

The Integrated Bar of the Philippines (IBP) Quirino Chapter proudly joins the NCLA Legal Aid on Wheels – Northern Luzon held at Aggudaggun, Peñablanca, Cagayan, in steadfast commitment to the IBP's mission of bringing justice closer to every Filipino.

The said event was attended by IBP Quirino President, Atty. Roldan Ubando, IBP member of the Board of Directors, Atty. Emerson Beleno, the esteemed Atty. Efren Beleno and the honorable Atty. Elmer Beleno (Beleno Brothers).

Through this meaningful initiative, IBP Quirino stands in solidarity with our fellow lawyers and partner organizations in extending free legal services, legal education, and access to justice to communities that need them most.

𝗔𝗖𝗖𝗘𝗦𝗦 𝗧𝗢 𝗝𝗨𝗦𝗧𝗜𝗖𝗘. 𝗘𝗠𝗣𝗢𝗪𝗘𝗥𝗜𝗡𝗚 𝗜𝗡𝗗𝗜𝗚𝗘𝗡𝗢𝗨𝗦 𝗖𝗢𝗠𝗠𝗨𝗡𝗜𝗧𝗜𝗘𝗦.

The Regional Legal Aid Caravan for Indigenous Peoples was successfully conducted on July 4, 2026, at the New Barangay Hall Building, Brgy. Gundaway, Cabarroguis, Quirino, bringing the law closer to the Indigenous Peoples of our province.

Hosted by the Integrated Bar of the Philippines – Quirino Chapter, in partnership with the IBP Northern Luzon Region and the National Commission on Indigenous Peoples (NCIP), the activity served as a meaningful expression of the legal profession's commitment to uphold justice, equality, and the rule of law.

The program featured a lecture on the salient provisions of the Indigenous Peoples' Rights Act (IPRA), empowering participants with knowledge of their rights and legal protections. This was powerfully delivered by Atty. Wenila Mirera and Attt. Denver Padrigo.

This was followed by free legal consultations and free notarization of simple documents, ensuring that legal services were made accessible to those who need them most.

The day's outreach concluded with the distribution of meals to our hardworking tricycle drivers, extending the spirit of service beyond the courtroom and into the community.

To everyone who made this endeavor possible—our IBP Quirino officers and members,the officials of Brgy. Barangay Gundaway, headed by Hon. Ferdinand Dulnuan, the volunteers, the Indigenous Peoples community of our beloved Quirino Province, the IBP Isabela Chapter, headed by Pres. Gemma Jesusa Galang Bautista, IBP Ifugao, IBP Mountain Province, IBP Nueva Vizcaya, IBP Baguio-Benguet, the IBP Northern Luzon Governor, Hon. Voltaire Garcia, the NCIP Commissioner, Hon. Henry Tayaban and our local government partners, —maraming salamat po for your unwavering support and participation.

This caravan is a reminder that the law is not a privilege reserved for a few, but a right that belongs to all. Together, we continue to build communities where justice is accessible, inclusive, and compassionate.
