The IBP Quirino Chapter proudly joins the nationwide rollout of the Code of Professional Responsibility and Accountability (CPRA) and the Unified Legal Aid Services (ULAS) Rules this March 20 held at Saint Mary's University, Bayombong, Nueva Vizcaya.

Empowering Women Through Legal Awareness:
IBP Quirino Joins QPPO in National Women’s Month Celebration

In line with the celebration of National Women’s Month, the Integrated Bar of the Philippines – Quirino Chapter proudly joined the Quirino Police Provincial Office (QPPO) in advancing legal awareness and gender sensitivity through an educational lecture held on March 18, 2026, at the QPPO Conference Hall in San Leonardo, Aglipay, Quirino.

The activity featured a comprehensive discussion on key laws safeguarding women’s rights. Associate Provincial Prosecutor, Atty. Jorlett L. Bibangco, delivered an insightful lecture on Republic Act No. 9710, otherwise known as the Magna Carta of Women, highlighting the State’s commitment to eliminating discrimination against women and ensuring substantive equality.

Representing the IBP Quirino Chapter, Atty. Wenila Mirerahad the privilege of discussing Republic Act No. 11313, or the Safe Spaces Act, emphasizing the importance of maintaining environments—whether in public spaces, workplaces, or institutions—that are free from gender-based sexual harassment and discrimination.

This initiative underscores the shared commitment of both the IBP and QPPO to empower women through knowledge of the law. By equipping our women personnel with a deeper understanding of their rights, we strengthen not only individual confidence but also institutional integrity.

The active participation of the women personnel of QPPO was both encouraging and inspiring. Their engagement reflects a strong and collective resolve to uphold gender equality, foster respect, and promote inclusivity within the ranks of law enforcement

As we continue to celebrate National Women’s Month, the IBP Quirino Chapter reaffirms its dedication to partnering with government agencies and stakeholders in promoting legal literacy and protecting the rights and dignity of every Filipino woman.

Together, we move forward in building safer spaces and a more just society for all.

“Where the rule of law meets the rule of family. ⚖️💜

The Integrated Bar of the Philippines – Quirino Chapter celebrated not only 53 years of legal service but also the bond that keep the legal profession grounded.

In the recently concluded "Family Day," families of the IBP Quirino members gathered together at H&E Foodhub, Cabarroguis, Quirino last March 15, 2026 to celebrate the importance of family in the legal profession.

During the said event, members of the legal profession set aside pleadings and hearings to share laughter, good food, and meaningful moments with their respective families, colleagues and workmates.

This only proves that behind every lawyer is a family that strengthens the pursuit of justice.

IBP QUIRINO SIGNS MOA WITH QUIRINO POLICE PROVINCIAL OFFICE (QPPO)

On March 09, 2026, IBP Quirino and the QPPO signed a Memorandum of Agreement which aims to establish a cooperative partnership between the two parties for the conduct of legal seminars, lectures, and related activities for QPPO personnel.

The said MOA signing was held in Quirino PPO, San Leonardo Aglipay and was attended by our esteemed Police Personnel. The Provincial Director of the QPPO, PCOL Paul Gamido and the IBP Quirino President Atty. Roldan Ubando headed the MOA Signing.

Three other lawyers from IBP Quirino attended the said event namely:, Atty. Sherwin Pinalgan, the Vice President of IBP Quirino, Atty. Zephora Jane Lingahan-Betguen, the Secretary of IBP Quirino, and Atty. Winela Mirera, member of the IBP Board of Directors,. The IBP Clerk, Ms. Catherine Cayaban was also present in the said event.

Under the said MoA, the QPPO shall propose seminar topics and coordinate with the IBP Quirino anent the schedules and its implementation. They shall also provide venue and logistical support and ensure attendance and participation of the concerned personnel.

Moreover, the MoA indicated the obligations of the IBP Quirino such as but not limited to the following: designating qualified lawyers as lecturers or facilitators, preparing and delivering lectures or training modules and coordinating with QPPO regarding seminar topics schedules and requirements.

Aside from the MOA signing, President Atty. Roldan Ubando attended the Flag Raising Ceremony of the QPPO and gave a remarkable message to all the esteemed police officers.

The said program started with an opening prayer as led by Police Corporal James Santos and was followed by the Welcome Remarks of the Deputy Provincial Director for Administration, PLTCOL Walter Pasicolan.

Thereafter, the Overview of the Moa was fully explained by PMAJ Ricardo Francisco. Notably, PSSg Diane Joy Dulnuan was the Master of Ceremony of the said MoA Signing.

After the MoA signing, the IBP Quirino Officers and the members of the Board of Directors proceeded to the H&E Food Hub for their Special Meeting.

IBP QUIRINO Attends the IBP National Legal Aid Summit 2026

New Year, New Learnings-

Nothing is truer than this mantra for the four (4) lawyers who became the IBP Quirino representatives in the highly anticipated IBP National Legal Aid Summit 2026 which was held in Paradise Garden Hotel, Boracay Island last January 15-17, 2026.

The IBP Quirino President, Atty. Roldan Ubando, headed the group of lawyers as they actively participated in the IBP National Legal Aid Summit. With him, are the following IBP Quirino lawyers, IBP Quirino Vice President Atty. Sherwin Pinalgan, the current P.R.O. of IBP Quirino , Atty. Denver Padrigo and the former IBP Governor of Northern Luzon, Atty. Edwin O. Betguen. Also with them is the hardworking Clerk of the IBP Quirino, Ms. Catherine Cayaban.

With the theme, "Bridging sectors and Advancing Justice: A Holistic Approach to Legal Aid," Atty. Pitero M. Reig, the National Director for Legal Aid, welcomed all the participants by stating that, "Our direction is toward strengthening structures, aligning partners, and ensuring that legal assistance is delivered with consistency, dignity and national reach."

The National President and Chairperson of the 27th Board of Governors, ATTY. ALLAN G. PANOLONG enunciated that, "Legal Aid is not an optional charity; it is a professional duty rooted in our oath and public trust."

During the summit, resource speakers from different sectors come together as they extensively discussed the importance of Legal Aid in the community, in the government and in our society.

Some of the speakers and moderators in the said event are the following: Atty. Karl Castillo, Member of the ULAS Interim Board and Atty. Rommel Abitria, Senior Program Officer, FAIR Justice Program and Atty. Vincent Cruz, Deputy Director for NCLA, Dir. Geraldine C. Mendez, Labor Attache of Department of Migrant Workers, Judge Marivic Trabajo-Daray (Ret.), Atty. Burt Estrada. Atty. Michael Francis Hubahib.

The National Legal Aid Summit was also joined by the following key speakers: Atty. Keisha Alyssa R. Brillo, Chief, PDL Documents and Processing Division, CO1 Tricia Mae M. Gonzales from Bureau of Corrections, JO3. (Atty.) Rona A. Mestiola, Chief of the National Paralegal Section, Directorate for Welfare and Development from Bureau of Jail Management and Penology, Hon. Ysnaira Ibrahim, ACP Chris Jark Ace Maño, Ms. Mojaira Dela Cruz and ASP Joan Carla V. Guevarra, DOJAC.

The three-day summit ended through a meaningful and insightful discussion of the plans and possible legal strategies for the Legal aid in their respective IBP chapters.
