ORGANIZATION HISTORY
In 1997, the First Nueva Ecija NGOs-POs Partnership for Development, Inc. (FiNENPPD) was established and incorporated. Its birth was the result of the convening of several of Nueva Ecijaโs non-government organizations, peopleโs organizations, and religious organizations as initiated by the late Belen Lim-Cecilio, a strong and respected civic leader in the province. Founding servant leader Belen Lim-Cecilio, together with her husband Engr. Isagani C. Cecilio, who was a respectable civic leader also, invited prominent and active civic leaders from their respective cities and municipalities in Nueva Ecija to join in the said FiNENPPD.
The FiNENPPD continued and expanded the advocacies espoused by founder, Belen Lim-Cecilio (BLCecilio). In the early 1990s, before the FiNENPPD was incorporated, BLCecilio had already spearheaded several civic activities and pioneering programs and projects such as: the establishment of the Streetchildren Center in Cabanatuan City at a time there was no existing City Social Welfare and Development yet; seminars on Drugs Awareness, Violence Against Women, Moral Issues, and others; daily feeding programs (which lasted for six months) in six municipalities where there were a high rate of malnourished infants and children; Dare Care Center; livelihood programs / projects for men and women, like, skills training on appliance repairs, hairstyling and cosmetics, sewing, cooking, soap-making and many more; and other activities to uplift the moral values and living standards of the needy. Most of these pioneering programs and projects were adopted or replicated by the City Social Welfare and Development of Cabanatuan starting in mid-90s.
With the creation of the FiNENPPD in 1997, the mentioned advocacies and activities were sustained. In addition, the Home for Girls in Palayan Cityโa place for abused girls and / or victims of r**e are sheltered, protected and received therapyโwas opened. The proposed Home for Girls was approved by the Regional Social Welfare and Development sometime in 1997 and came to fruition sometime in 1998. Ever since, it has been under the management of the Department of Social Welfare and Development, and for over ten years it had received support in cash and in kind from FiNENPPD. It is worth mentioning that BLCecilio initiated the establishment of Home for Girls and was instrumental in raising fund for the construction of the big / spacious dormitory building.
Meanwhile, the operations of the Streetchildren Center was turned over to the Cabanatuan City Social Work Department (CSWD) at the time when the CSWD was created sometime in mid-90s. The center continued teaching the children on how to read and write, and started to give scholarships and allowances for the schooling of the children with the help of FiNENPPD. In 1998, a lyre and drum band was initiated and organized by BLCecilio, and funded by FiNENPPD as well; the kids were taught how to play musical instruments to be part of this band which BLCecilio called โKaban ng Tuwaโ which took part in parades and played at fiestas for a fee.
Support to the Streetchildren Center and the Home for Girls, and the livelihood projects (both in financial and in kind) continued until BLCecilio and her associates reached their late 70s and early 80s. By then, the registration of the FiNENPPD was revoked by the SEC, although support for the mentioned advocacies continued through the help of BLCecilio and her friends, even without any fund-raising activities.
By the mid-2000s to late 2017, majority of the officers and active trustees of FiNENPPD had passed away due to old age and illness. Miss Irma L. Cecilio, the daughter of BLCecilio, was tasked by her mother to continue what were started. In late 2019, Miss Irma, who, like her mother, is dedicated to helping uplift the lives of the needy, organized a group of women who had finished training in sewing. Sewing machines were bought, and an association of the beneficiaries of the livelihood sewing program was formalized. Miss Irma at this time was now ready to revive or activate and resume the FiNENPPD of her mother. Unfortunately, the Covid 19 pandemic hindered the revival and the activation of FiNENPPD. It was until after the Covid 19 pandemic, in 2022, when FiNENPPD was revived and reactivated.
The new and present Board of Trustees: Miss Irma L. Cecilio, together with her brother Mr. Orlando L. Cecilio, her niece Mrs. Clarisel C. Salamat-Matibag, Mrs. Aurora Reyno-Pasig, and Mrs. Loida Beley-Martinez, adopted the same name โFirst Nueva Ecija Non-Government Organization (NGOs)-Peoplesโs Organization (POs) Partnership for Development, Inc. with the Trade Name: First Nueva Ecija NGOs-POs Partnership for Development.
