โI disagree and cannot accept the statement that ETEEAP โenables social workers to work toward earning a college degree through the ETEEAP Program.โ
Under R.A. 4373, one becomes a Social Worker only after earning a BSSW degree and passing the Licensure Examinations for Social Workers.
Unless the provisions of ETEEAP have been changed, what it provides is for training courses and work experiences in social work/social welfare agencies to be assessed and given appropriate equivalency to social work subjects for persons wanting to become Social Workers. It does not mean that certificates of attendance in trainings, seminars, etc., and paid or volunteer work in social work/social welfare agencies will be given equivalency to a BSSW degree โ as what happened in the case of Zaldy Abainza, when he was awarded a BSSW degree in the early 1960s without actually attending classes (we had PRC Administrative hearings on the case; I have all the records on it).
I wish there would be public hearings and consultations on this matter. You may quote my statement here. I also wish I could share my experience on how ETEEAP in the past was misused, so all professional courses can be properly guided.โ
