The FCO-COE would like to address the recent concerns circulating online regarding student fines and sanctions. We understand that many students are currently facing financial challenges, and we sincerely acknowledge the stress that academic responsibilities and other obligations may bring, especially during the finals period. We want to assure everyone that we hear your concerns and we value open communication within our community.

At the same time, we would like to clarify that fines do exist and are implemented when a student fails to attend or participate in officially required activities or events. Attendance in these activities is part of a student’s responsibility as a member of the organization, and failure to attend may result in corresponding sanctions as stated in the guidelines.

All fines implemented are based on the official provisions stated in the Student Handbook, specifically on page 66 under “Fines for Non-Attendance of Student Activities.”These policies are not created arbitrarily but are part of the institutional rules that student organizations are required to follow and enforce.

We also remind everyone that the official fines are minimal and standardized. The organization strictly prohibits any form of overcharging or requesting additional payments beyond the approved rates. Should there be any report of such incidents, we encourage students and parents to immediately inform us so proper action can be taken.

Furthermore, we respectfully encourage everyone to raise concerns through proper channels rather than through public posts on social media. The FCO-COE remains open and willing to listen, discuss, and resolve issues in a respectful and constructive manner.

It’s a phrase we hear all the time. But in reality, not everyone truly understands what it means—or how to live it.

For Dr. Grace O. Manlapas, leadership isn’t just about giving instructions or holding a title. It’s about care, patience, and responsibility—qualities she believes are not far from those of a mother.

For decades, Dr. Manlapas has been a familiar and respected figure at Eastern Samar State University (ESSU). As the current Dean of the College of Engineering, she has helped shape not just future engineers, but individuals who carry discipline and values beyond the classroom.

In an interview with The Algorithm, she opened up about her journey—one built on experience, challenges, and a deep sense of purpose.

Since 1993, she has taken on different roles within the university, each one adding to her understanding of leadership.

“I have already handled different designations and offices and I can say that all the offices I have handled are successful.”

But for her, leadership is not measured by titles or achievements alone. It is reflected in how you treat the people around you.

“You should be good in dealing with your people,” she said simply.

Despite her position, Dr. Manlapas makes it a point to treat everyone with fairness and respect. For her, a leader is not someone who stands above others, but someone who stands with them.

Her perspective didn’t just come from the office—it was shaped long before that, during her time working in the field as a civil engineer. She recalled moments of sharing food and resources with laborers, experiences that grounded her and taught her humility.

𝗪𝗵𝗲𝗻 Le𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 m𝗲𝗮𝗻𝘀 S𝗮𝗰𝗿𝗶𝗳𝗶𝗰𝗲

Leadership, however, is not always easy. As a dean, Dr. Manlapas has faced moments where she had to put others before herself—even when it meant personal risk or difficulty.

“It akon la kamaugopon to the extent nga ako it nahingagada hit alanganin, diri ko it ginbabasolan,” she said.

Her words reflect a kind of leadership that is selfless and unwavering. For her, standing up for what is right is not optional—it is a responsibility.

𝗦𝘁𝗮𝘆𝗶𝗻𝗴 𝗧𝗿𝘂𝗲 𝗶𝗻 𝗖𝗵𝗮𝗹𝗹𝗲𝗻𝗴𝗶𝗻𝗴 𝗧𝗶𝗺𝗲𝘀

In today’s world, where controversies and issues often test people’s integrity, Dr. Manlapas believes that authenticity matters more than ever.

“Being true to yourself,” she said. “Lahat naman tayo magsu-success kung paghihirapan.”

For her, success is not instant—it is earned through hard work, honesty, and staying grounded in one’s values.

Dr. Manlapas proves that leadership not just about authority—it is about heart. Like a mother, a true leader guides, protects, and nurtures the people around her.

And in doing so, she doesn’t just lead—she inspires.

National Women’s Month Celebration: Zumba Activity Promotes Wellness and Unity

In celebration of National Women’s Month, a vibrant and energetic Zumba session was successfully conducted today, March 19, 2026, bringing together students, faculty, and staff in a meaningful display of solidarity and wellness.

The activity was led by Prof. Gloria Cleta G. Corado and Mr. Ruel Buenafe, whose lively and engaging routines inspired participants to actively join and enjoy the session. The event was organized under the supervision of Dr. Maricel G. Apelado, COE GAD Coordinator, and spearheaded in coordination with Atty. Maria Lourdes Isabel C. Arevalo, Director of Gender and Development.

Participants included first and second year students from the College of Arts and Sciences, College of Criminal Justice Education, and College of Engineering. The event also gathered personnel from the Human Resource Management Office (HRMO), Records Management Office (REMO), and other administrative staff, showcasing strong collaboration and unity within the institution.

The Zumba session served as a fun and engaging physical activity while promoting women’s empowerment, health, inclusivity, camaraderie, and the importance of maintaining an active and healthy lifestyle.

Overall, the activity was a great success, leaving participants energized and inspired, and reinforcing the institution’s commitment to supporting gender and development initiatives.
