Northern Samar Forecasted to Stay in 'Danger Zone' today

Following a blistering day where the capital town hit the highest registered temperature feel in the country yesterday, Northern Samar is projected to stay firmly within the "Danger" category today, Thursday, May 21, 2026.

According to the 5-day heat index forecast released by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the heat index in Catarman is expected to hover between 44ยฐC and 45ยฐC during peak hours today.

This follows yesterday's extreme peak where Catarman officially topped the state weather bureau's list nationwide, recording a dangerous 47ยฐC heat index.

The Danger Level Classification
State meteorologists categorize heat indices between 42ยฐC and 51ยฐC under the Danger threshold. Under these persistent conditions, the weather bureau warns that:
- Heat cramps and heat exhaustion are highly likely with prolonged outdoor exposure or physical activity.
- Heat stroke becomes an imminent threat with continuous direct sun exposure.

The prevailing Easterlies, which channel warm, moist air from the Pacific Ocean over the Eastern Visayas region, continue to drive up relative humidity levels, intensifying the "feels-like" temperature well beyond the actual air temperature.

Protect Outdoor Laborers: LGUs are encouraged to advise adjustments in shift schedules for agricultural, construction, and outdoor workers to avoid the peak radiation hours of 10:00 AM to 4:00 PM.

Mandatory Hydration: The public is reminded to consume water aggressively throughout the day and avoid drinks that accelerate dehydration, like alcohol or heavy caffeine.

Monitor Vulnerable Groups: Strict monitoring is recommended for schoolchildren, the elderly, and those with pre-existing cardiovascular conditions.

While localized thunderstorms are expected to bring scattered afternoon or evening showers across Northern Samar, PAGASA notes these will provide only temporary relief and may actually increase surface humidity, sustaining the high heat index into tomorrow. #

Many Filipinos focus on national politics. They watch the president, senators, and congressmen. But daily life is often shaped more directly by local government.

Your mayor, governor, barangay officials, and local council affect many things you feel every week. They affect garbage collection, local roads, drainage, permits, health centers, markets, disaster response, public order, and local infrastructure.

For 2026, DBM released โ‚ฑ1.19 trillion in National Tax Allotment to local government units. PNA reported that this is the single largest funding stream for LGUs, supporting rural health services, classrooms, disaster response, and local roads.

This is why local elections matter. A weak local government can waste public money even if the national budget is large. A strong local government can improve services even with limited resources.

Citizens should check local projects. Is the road properly built? Is the drainage working? Is the health center supplied? Is the disaster fund used properly? Are contracts fair? Are local businesses treated equally? Are public markets clean and managed well?

Local government is where governance becomes visible. If the barangay, city, municipality, and province are badly run, citizens feel it immediately.

National progress becomes real only when local services work.
