On March 23, 2026, the Local Youth Development Council (LYDC) convened at the City Planning Conference Room, headed by Ms. Jackielou Canoy, Local Youth Development Officer, and presided over by Hon. Emgee Lopez, SK Federation President.

Last February 13, 2026, the Supreme Secondary Learner Government (SSLG) of Bayugan National Comprehensive High School successfully conducted a Leadership Training Program aimed at strengthening the skills, confidence, and sense of responsibility of student leaders.

Jasmin Kiara M. Sunjay, a KKDAT Officer, served as one of the speakers and delivered an inspiring talk on “Self-Leadership: Leading Yourself First.” She highlighted the importance of self-discipline, accountability, and personal growth as the foundation of effective leadership.

Her message reminded participants that before leading others, a true leader must first learn how to lead oneself. The activity left the student leaders inspired and more prepared to serve with integrity, commitment, and purpose.

Meet BILLY JANE MONTEJO A woman of purpose, passion, and unwavering commitment to youth empowerment—Billy Jane Montejo stands as a remarkable KKDAT Advocate and a proud student of Philippine Normal University–Mindanao. For the past five years, she has devoted her time, energy, and voice to championing the mission of Kabataan Kontra Droga at Terorismo (KKDAT), believing that the youth are not only the hope of the nation but also powerful agents of positive transformation.

Serving as a KKDAT Secretary, Billy Jane has consistently demonstrated leadership rooted in service. Her role goes far beyond administrative responsibilities; she actively participates in organizing impactful programs, spearheading community initiatives, and strengthening partnerships that aim to educate and empower the youth. Through her dedication, she has helped bring meaningful projects to life—programs that inspire young people to stay informed, remain vigilant, and become responsible members of society.

One of Billy Jane’s greatest strengths is her ability to connect with people through dialogue and inspiration. She has been invited to speak in various barangays across the city, where she passionately shares the message of KKDAT. Through her speakerships and community engagements, she ignites awareness among the youth about critical social issues while encouraging them to cultivate leadership, creativity, and civic responsibility. Her voice has become a catalyst for conversations that motivate young people to rise above challenges and take an active role in shaping their communities.

While many see pageants as a celebration of beauty and elegance, Billy Jane views them as a powerful platform to amplify her advocacy. Meet HON. EMGEE JHENSEN B. LOPEZ
A young leader shaping the future of Bayugan City, Hon. Emgee Jhensen B. Lopez currently serves as the SK Federation President while pursuing her studies at Philippine Normal University–Mindanao. Despite the demanding balance between academics and public service, she continues to lead with dedication, purpose, and unwavering commitment.

She is also the SK Chairman of Barangay Bucac, Bayugan City, where she has been actively championing youth-centered initiatives and community development. Through her leadership, programs that promote youth engagement, empowerment, and participation in community-building have continued to grow and inspire young people to become active contributors to society.

Beyond her barangay, she plays a vital role in empowering the youth sector as the Chairperson of the Local Youth Development Council of Bayugan City, ensuring that the voices, concerns, and aspirations of the youth are heard and represented in local governance. Her work reflects a strong commitment to strengthening youth participation in decision-making processes and building opportunities for the next generation.

Her journey into public service began in 2023, when she stepped into leadership as SK Chairman, embracing the responsibility of representing and empowering the youth. Today, as we celebrate Women’s Month, we recognize women who are courageous, resilient, and unwavering in their commitment to lead and inspire change. Women who break barriers, uplift communities, and serve as beacons of hope and empowerment for future generations.

Meet HON. VENUS GWEN FERMACE CAPOTE of Maygatasan, Bayugan City, a public servant whose life is defined by resilience, passion, and a deep commitment to her community. What began as a quiet, shy young girl grew into a powerful journey of empowerment, courage, and leadership that continues to inspire everyone around her.

Ma’am Venus Gwen first stepped into public service as SK Chairman of Maygatasan, where she learned firsthand the true meaning of leadership—serving others selflessly, listening with empathy, and acting with integrity. Though leadership pushed her beyond her comfort zone, she embraced the challenge, discovering that true strength comes from lifting others up.

Her dedication to uplifting the youth and engaging the community led her to broader leadership roles. She became KKDAT Bayugan City Chapter President, working closely with young leaders, and then KKDAT Provincial PIO and KKDAT Regional PIO, where she championed programs promoting youth empowerment, communication, and engagement across wider communities. In recognition of her tireless service and outstanding contributions, Venus Gwen was honored as one of the Outstanding Young Agsurnon Awardees in 2023, reflecting her visionary leadership, dedication, and unwavering commitment to positive change.

Today, as a Barangay Kagawad, she continues to serve her constituents with integrity, humility, and steadfast dedication. Despite long days, difficult decisions, and the many challenges of public service, she remains devoted to making her community a better place—especially for its youth. Her journey, marked by transformation, perseverance, and heartfelt service, is an inspiration to every young person who dares to lead, every young woman who dreams of making a difference, and every community that believes in the power of servant leadership.

𝓐𝓰𝓪𝓲𝓷𝓼𝓽 𝓐𝓵𝓵 𝓞𝓭𝓭𝓼: 𝓐 𝓦𝓸𝓶𝓪𝓷 𝓦𝓱𝓸 𝓛𝓮𝓪𝓭𝓼 𝓪𝓷𝓭 𝓘𝓷𝓼𝓹𝓲𝓻𝓮𝓼 This National Women’s Month, we celebrate women who rise despite struggles, break barriers, and empower others through courage and resilience.

Meet Hon. Jenievive O. Masbang – Barangay Kagawad, Salvacion, Bayugan City. She began her journey in public service as the SK Chairman of Salvacion in 2018, facing skepticism, challenges, and the pressures of leading at a young age. Despite difficulties that could have discouraged anyone, she remained steadfast, implementing meaningful projects and activities that positively impacted her community. She also served as a former active officer of KKDAT Bayugan City and Pointy Bayugan City, demonstrating her unwavering commitment to youth and community development.

Her experiences as a young leader shaped her perspective and strengthened her resolve. Though at first she was afraid to run for Barangay Kagawad, uncertain about stepping into a bigger leadership role, she drew courage from her past work and the trust her community placed in her. That courage led her to run, and today she serves with dedication, proving that fear can become a stepping stone when paired with determination and purpose.

For Hon. Masbang, women empowerment is the courage to lead, even in the toughest moments. From her time as SK Chairman to her current role as Barangay Kagawad, she shows that a woman’s voice is powerful, influential, and deserving of respect. She inspires young girls to realize that their potential is limitless, their ideas are valuable, and they have the strength to overcome challenges and shape their own destiny.

Her journey reminds us that true empowerment is not just about holding a position—it’s about lifting others, inspiring change, and leading with heart and courage.
