Today, the DOST Association of Cagayan Valley Active Young Scholars (ACVAYS) community gathers in remembrance of a life that deeply touched the circle of Iskolar ng Agham. With gratitude and heavy hearts, we honor Engr. Mark Gil S. Hizon—a fellow scholar whose journey did not end with receiving the scholarship, but continued through years of dedicated service to the very community that once nurtured his dreams.

Before he became a valued member of the DOST family, Engr. Mark was first an Iskolar ng Agham—one who believed deeply in the promise that science and service could transform lives. Yet even after completing his journey as a scholar, he never truly left the community that shaped him. Instead, he chose to remain, to serve, and to help build bridges for others to follow.

As one of the founders of DOST ACCESS, the first alumni organization of DOST Scholars, he helped create a space where scholars could continue to share ideas, opportunities, and purpose beyond their academic years. He was also among the organizers of the first ISKO OPS (Initiative of Scholars to Kindle Opportunities, Outcomes, Preparation, and Support) in Cagayan Valley—an initiative that strengthened the spirit of solidarity among scholars and empowered them to support aspiring students who wants to be scholars of science and technology.

Through his work, Engr. Mark showed that being a DOST scholar is not just a chapter in life—it is a lifelong calling. He embodied what it means to give back, to uplift others, and to strengthen the very community that once supported his dreams.

His passing leaves a space that cannot easily be filled. Yet the organizations he helped establish, the connections he nurtured, and the scholars he inspired will continue to carry forward the light of his service.

To his family, friends, and colleagues, the DOST ACVAYS community extends our deepest sympathy and prayers. We share in your grief, and we honor the life of a man who gave so much of himself for others.

His story will always remind us of this truth:

ISKO OPS (Initiative of Scholars to Kindle Opportunities, Outcomes, Preparation, and Support) is a regional initiative led by DOST-SEI Scholars in Cagayan Valley. It is designed to provide structured academic support to aspiring DOST-SEI scholars preparing for the 2026 DOST Undergraduate Scholarships Qualifying Examination.
Implemented in collaboration with DOST Region II through its Scholarship Unit, and in partnership with the Association of Cagayan Valley's Committed and Excellent Sci-Tech Scholars (ACCESS), the program aims to bridge gaps in academic preparation among applicants from diverse backgrounds. The initiative delivers comprehensive online review sessions, structured mock examinations, and examination-day assistance to ensure participants are well-equipped both academically and mentally.
Through this coordinated effort, ISKO OPS strengthens access to quality preparation resources, fosters academic excellence, and empowers future scholars to confidently pursue opportunities in science and technology.
